Malawi launches mines and minerals policy
Malawi’s Ministry of Mining on Wednesday launched the mines and minerals policy which is set to revitalise and promote the mining industry in the country.
Speaking in an interview ahead of the launch on Monday, Minister of Mining John Bande said the goal of the policy is to enhance the contribution of mineral resources to the economy of the country and therefore move from being agro to mineral based.
"Government realises that the economy has a structural problem that results in perpetual shortage of foreign exchange. This originates from the fact that the country heavily relies on agriculture in order to generate foreign exchange while at the same time there is dependence on imports," said Bande.
He added that the policy seeks to stimulate and guide private mining investments by regulating and facilitating the growth of the sector through an organised and an efficient institutional framework.
According to statistics, mining contributes about 10 percent to the gross domestic product (GDP) but is expected to grow. The policy, however, notes that this will be a gradual process.
In the policy, government says it subscribes to regional initiatives such as the Kimberly Process, Multilateral Investment Guarantee Agency (Miga) and the Extractive Industries Transparency Initiative (EITI) among others that address mineral sector issues including practice, governance and other emerging realities.
The policy says government will undertake to encourage both foreign and local investors to invest in the sector, provide adequate resources to promote and market the mining sector, and provide training in the mining sector.
Government also pledges to create an investment vehicle to participate and invest in mining ventures on its behalf and encourage lending institutions to provide loans to local companies to invest in mining.
According to the Ministry of Mining, Malawi has a variety of known mineral resources that include uranium, heavy mineral sands, strontianite, rare earth minerals, phosphate, bauxite, gypsum, vermiculite, precious and semi-precious stones, limestone, dimension stone, silica sand, sulphides and coal.
The ministry adds that there is also potential for discovery of other metallic minerals and high value minerals including gold, platinum group minerals, and diamonds.
Surveys indicate that so far, Malawi has over 30 million tons of rare earths with a lifespan of over 30 years, a quantity to run for the next generation.
Among others, Malawi Government has given exploration licenses to Lancaster Exploration Limited which is 100 percent owned by Mkango Resources Limited, to explore for rare earths at Songwe Hills in Phalombe and Salambidwe in Mwanza.
Others are Globe Metals and Minings to explore for niobium at Kanyika in Mzimba, Lynas Cooperation at Kangakude in Balaka and Canadian based Gold Canyon Resources Inc. which is exploring for rare earths at Chambe Basin in Mulanje Mountain.
