Das ist der Kernsatz um den es bei dem Xstrata-Tampakan-Projekt geht. Das Projekt liegt an einer Wasserscheide in den Höhen Süd-Mindanaos. Von diesem Projekt gehen mehrere Flüsse aus die für die Landwirtschaft und die Fischzucht des gesamten Einzugsgebietes dieser Region, für mehrere hunderttausend Einwohner maßgeblich sind. Zusätzlich liegt das Projekt zum Teil in einem Naturschutzgebiet. In diesen Gebieten leben Ureinwohner von althergebrachtem Landbau und fürchten um ihr Land bzw ihre Existenz. Um das Tampakan-Projekt wird schon seit Jahren gestritten.
Mit den Problemen in Süd-Mindanao hat Nord-Surigao nichts gemeinsam. Weder politisch noch speziell, wie das Tampakan-Projekt, mit der Umwelt oder den First Nations.
In Nord Surigao in den Liegenschaften von Mindoro ergibt sich ein ganz anderes Bild.
Der Norden Surigaos gilt als besonders minenfreundlich, Mindoro hat die wichtigsten Genehmigungen für den Nickelabbau schon 2008 erhalten. Das Gebiet ist insgesamt wenig bewohnt und arm an Wald. Die gesamte Ostküste entlang haben sich die verschiedensten Explorer bzw Produzenten mit großen Plants etabliert. Probleme irgendwelcher Art hinschtlich des weiteren Genehmigungsverfahrens sind nicht bekannt. An der Westküste wird bald in der Hauptsache Mindoror produzieren.

A ban in the southern Philippines on open-pit mining that may jeopardise the $5.2 billion Tampakan project majority owned by Xstrata Plc , will remain although the federal government sought to suspend it.
South Cotabato Governor Arthur Pingoy told Reuters on Friday the ban, signed into law by his predecessor, could only be lifted if a local code is amended or a court nullifies it.
The national government, through local government Secretary Jesse Robredo, wants the provincial government to suspend the local code, which took effect in October, pending a review of its validity as it ran counter to the national mining law.
"You are hereby enjoined to cause the immediate suspension of the implementation of said ordinance pending its review," Robredo said in a Nov. 9 memo to Pingoy and the provincial council.
Robredo said the ban was not compatible with the Philippine Mining Act of 1995, which does not expressly prohibit the use of the open-pit mining method in mineral exploration.
"I respect the opinion of the secretary that with this ban, we are sending mixed signals to foreign investors," Pingoy said in a phone interview.
"But it is not the DILG (Department of Interior and Local Government) that will decide on this ordinance."
The local council must first pass a resolution for a review before they can revisit the code, and has given the Tampakan developers a chance to defend the project, Pingoy said.
But he believes majority of the council members would support the ban due to concerns an open-pit mine would pollute a river that serves as the province's major source of irrigation, and displace villagers. This means a review aimed at suspending the code may eventually be thrown out, he said.
"Most of them are really against open-pit mining and there is nothing I can do except implement (the code)," Pingoy said.
Xstrata has said open-pit mining was the safest and only economically viable extraction method for the Tampakan mine given the configuration of the deposits and the geology of the region.
The Tampakan project, considered the biggest undeveloped copper-gold prospect in Southeast Asia and the largest foreign investment in the country, is due to start production in 2016. The mine is estimated to contain 13.5 million tonnes of copper and 15.8 million ounces of gold at a 0.3 percent cut-off grade.
The Philippines has mineral deposits estimated to be worth $1 trillion, and the government says attracting foreign investment into sectors such as mining would boost growth.
