Lynas Corp Close to First Production of Rare Earths

      By Esther Tanquintic-Misa | November 15, 2011 3:00 PM EST

Market interest in Lynas Corp. has been steadily rising after it announced it is close to its first production output of rare earth metals from its Mount Weld Rare Earth Project.

A general view shows the under-construction Lynas Corp rare earth plant in Gebeng, 270 km (168 miles) east of Kuala Lumpur, June 29, 2011. Australian rare earths producer Lynas Corp plans to update the market on an independent review of its rare earths plant in Malaysia, it said on Thursday, requesting a trading halt on its shares. The Malaysian government, under pressure to show that the plant does not pose any radioactive risk, recently set up an independent panel to review the health and safety aspects of Lynas's rare earths plant in the state of Pahang. More facts about radiation is been published to educate the Malaysian Public

Article by Prof Dr. Bahari Ismail is a lecturer at Universiti Kebangsaan Malaysia, who is also research the field of radiation safety and security industry over 30 years.

Too much information one can be 'misled' readers that I found in an interview with a so-called 'nuclear experts', as reported in the opposition the issue recently.

Not to belittle the purpose of expertise 'nuclear experts' interviewed, but to correct the angle of scientific facts alone.

      * The Advisory Panel and the International Atomic Energy Agency (IAEA) to conduct research and project results for the Lynas Advanced Manufacturing Plant (LAMP) in Gebeng, Kuantan has concealed information about the material existence of uranium and thorium in the project.

For clarification, this IAEA panel is a panel of experts responsible for assessing the radiological risk due to the impact and implementation of this Lynas. Mean, they called for an independent opinion on the issue of natural radionuclides of uranium materials and thorium.

This was clearly stated in IAEA expert panel report itself, a little strange if this were not realized, if this report really read and understood by the 'nuclear experts' concerned.

      * The radioactive material in the rare earth is low but significant amount remitted.

Accurate term should be for the concentration of non-rate activity of radioactive material. If the concentration of radionuclide activity is low, as acknowledged by the 'nuclear experts' itself, then certainly lower dosage.

Low-dose levels of Lynas employees and the public around the plant have been reported in the Lynas Radiological Impact Assessment (RIA) which was presented to the Atomic Energy Licensing Board (AELB).

It must be emphasized that the operation does not thicken the Lynas thorium activity concentrations. The concentration of thorium in concentrations lantinid activities is equal to the concentration of residual activity (ie approximately 6 Bq g-1)

      * The waste contains uranium and thorium thrown into the waste area covering 48 hectares, and the concentrations of radon gas producing dusts as well as thorium and uranium.

Conversely, the 'waste' is not thrown into the waste indiscriminately. On the other hand, are temporarily stored in a cell specially designed and constructed in accordance with internationally recognized safety standards.

Engineering methods used as well as physico-chemical properties of uranium and thorium itself will ensure that does not happen radon diffusion / thoron and dust containing uranium and thorium are harmless to humans.

It must be emphasized that the RIA on this project have the potential spread of thoron gas is very small and difficult to measure. It must be emphasized also the natural environment itself has uranium and thorium respectively radon and thoron gases.

      * How uranium materials found in Lynas project is similar to that used in the Fukushima nuclear plant in Japan.

Whereas, this is information that is incomplete, misleading and even dangerous. It is U-238 contained in the Lynas is the same type as that used in a nuclear reactor in Fukushima, but the concentrations found in both are different 'like the heavens and the earth'.

Natural uranium (as an appreciable portion used by the Lynas) comprised 0.7 percent (%) U-235 and 99.3% U-238.

U-235, the material parts of the nuclear fuel is very important to start the reaction. In the nuclear fuel enriched U-235 concentration to 5%.

In the Fukushima nuclear reactors that use MOX fuel or mixture of oxides of cleavage, U-235 is not used in nuclear fuel, but replaced with Plutonium-239 (radionuclide is not found naturally in the environment and not in substance concentrations used Lynas ).

Sepekara again, not only those in the uranium nuclear fuel and Lynas lanthanid concentrations (28 ppm) but present in the manure (which can reach 400 ppm) and coal (> 100 ppm).

By analogy, 'nuclear experts' concerned seem to be saying that the whole land in Pahang or Malaysia has similarities to a nuclear reactor in Fukushima only because it has the same uranium materials.

      * Lynas waste can pollute the water and the environment.

Meanwhile, the study found that RIA Lynas waste does not pollute the water in the environment. Just like other factories in Gebeng Industrial Estate, each plant emissions into the atmosphere shall comply with the strict conditions set by the Department of Environment (DOE) and AELB.

      * Radon gas will be released into the air. Inhaled alpha particles can damage cells and human chromosomes.

Whereas, this information is incomplete and misleading again. It is true that radon gas is produced but the 'nuclear experts' are not, however, states that radon from thorium (more accurately referred to as thoron) have very short life span, only 56 seconds.

This means that within 56 seconds thoron gases are formed and released into the air, it would immediately disintegrate into radionuclides solids fall to the earth, and not harmful. With a small concentration of activity, the possibility of thoron inhaled and harmful is extremely low.

Nuclear experts are forgotten or willfully neglects to state that the risk is controlled with dose limits. As long as the dose limit is not exceeded, the risk is acceptable. The dose limit is used because we have to remember that we are constantly exposed to natural uranium and thorium.

As long as there is uranium and thorium, as long as we are exposed to radon, thoron and alpha particles. In short we can not say we did not want to be exposed to radon, thoron or alpha particles or radiation because all this is anywhere on this earth.

Instead, based on the concentration of Th-232 activities available in the raw materials and processing residues Lynas, and the physical properties of thoron gas itself has been scientifically determined can not pollute the environment to the point of them hazardous to human smell it.

      * Waste disposal plan is incomplete.

Meanwhile, as the 'nuclear experts', he would have known that the waste disposal plan is not just dispose of the waste to grow, but also includes the use of the waste safely. In this way, the issue of permanent disposal may not be needed.

If you need to be disposed of, Lynas will have to design and build a temporary landfill that complies with all conditions and criteria for the construction of permanent disposal sites (though not the goal to make the site as a permanent waste disposal sites).

      * "As Malaysians, we must reject this industry because there is no safe level of radiation."

As an educator and researcher field of radiation safety and security industry over 30 years (and still serving with the safe), I was surprised by the conclusions drawn by the 'nuclear experts' that.

Whether we realize it or not, he actually states that we can live in a world free of radiation exposure or radiation. Non-nuclear experts already know, this is not true at all. Whether we want it or not, we are constantly exposed to radiation from the earth and the sun.

In fact, there are several places in our country with natural radiation levels that are higher than average levels of Malaysian soil. Please refer to the study of radiation levels in the tin mines in Perak, Selangor and the Black Sand Beach in Langkawi.

Similarly, try to see in Ramsar, Iran; Kerala, India; Grand Junction, Colorado, United States and other places have confirmed levels of natural radiation are much higher than what would be released by the Lynas.

The question is whether people in these places all the handicapped and mentally? In fact, studies of people in Ramsar, Iran found the people there have a longer life expectancy of the people of Iran in other places.

Refer to scientific documents before making inaccurate statements, one and can be misleading. 'Nuclear experts' are studied and obtained a first degree in the field of Nuclear Engineering and Physics in the United States. Is not he exposed to radiation during the study?

Of course there is. So, whether he or his family suffered any disability as a result of radiation exposure low regardless of any level?

Nuclear experts should educate the public about radiation and its effects on actual facts and not mislead the community with information which is incomplete and incorrect.
