HONG KONG — China’s commerce ministry announced on Tuesday in Beijing a steep reduction in export quotas for rare earth metals in the first months of next year , a move that threatens to cause further difficulties for manufacturers already struggling with short supplies and soaring prices.

      lights, heavies, ntu? (Torpedo74)

Whilst LYC and Molycorp are certainly the king pins in the LREE sector I wonder will their rise to production spell the end for other LREE hopefuls? And how will LYC and Molycorp get exposure to the elusive bulk HREEs so as to capitalise on incredibly high prices fuelled by strong global demand as a way of making their businesses more profitable as the high demand for LREE wears off and prices tumble.

Dyprosium demand in 2015 for ONLY direct drive turbines and Hybrid vehicles is likely to be around 1800 tonnes. Total supply expected is 1900 tonnes. This supply equation does not take into account other uses such as military applications, lasers, personal electronics, optical applications, communication systems and any new applications which maybe be developed. A shortage of DY is inevitable as it's current price of $2,830/kg suggests.

There is actually very little or no hope of any new significant tonnages of Dyprosium being discovered and developed before 2020 due to the inherently long lead times of the REE industry. Assuming that all known potential sources of Dyprosium(not including China) come online at full capacity by 2017/2018 annual supply would be 1877 tonnes.
The only two projects with a confirmed timeline for start up production are Mountain Pass 2012(producing 0tpa Dy) and Mt Weld 2011 (producing 44tpa). As these two projects will more than likely supply the global shortfall in Lanthanum and Cerium production the expectation that the prices for those two elements are likely to decline substanially from current levels. Due to the formidable requirements of developing a REE project from resource inception to mining the market dynamics will probably only allow for one more player to sucessfully join Molycorp and Lynas as a major producer of LREE.
The long lead times, high capital costs, complexity of processing plants, essential technological and intellectual skills and intrinsically massive hurdles to entry will result in many projects from all around the world never being commissioned especially in the context of decling Cerium and Lanthanum prices.
It has been noted by some on Hot Copper that LYC have access to HREE through their Duncan project however this project has not been factored into either stage one or stage two - and the output of HREEs is stable between stage 1 & 2

The size of the Duncan resource is 366kt vs 1057kt at CLD.

Assuming LYC develops Duncan and uses the ore as feed, it would be reasonable to assume that annual production from there would be roughly 3000tpa - based on lower grade, smaller tonnage, lower recoveries and limited plant capacity (22kt/pa).

Assuming a 3000t/pa production rate from Duncan, LYC would produce the following:

      La 23.9% 717 tpa
      Ce 39.0% 1170 tpa
      Pr 4.8% 144 tpa
      Nd 18.0% 540 tpa
      Sm 2.8% 84 tpa
      Eu 0.77% 23.1 tpa
      Gd 2.15% 64.5 tpa
      Tb 0.29% 8.7 tpa
      Dy 1.36% 40.8 tpa
      Hm 0.21% 6.3 tpa
      Er 0.46% 13.8 tpa
      Th 0.04% 1.2 tpa
      Yt 0.20% 6 tpa
      Lu 0.03% 0.9 tpa
      Y 5.30% 159 tpa

Dy and Y output is very modest and would have almost no impact on boosting Rest of World security of supply.

Fortunately for LYC holders the company has taken a strategic stake in NTU a nearby HREE exploration company. With an outstanding board which boasts the likes of Dudley Kingsnorth- an international leader in Rare Earth Elements (REE), with more than 20 years experience in the development, evaluation and marketing of Rare Earth Projects. Prior to his appointment as a Director, he had been consulting to Northern Minerals on the development of its REE projects in northern Australia. Mr Kingsnorth’s REE experience includes Managing Director of IMCOA, and editor for the last three Roskill REE Reports. George Bauk- Bauk has more than 20 years’ experience in the resources sector, having worked in both mining operational and corporate roles globally with a variety of companies including WMC Resources, Arafura Resources and most recently, from 2006 to 2009, Indago Resources (formerly Western Metals) as Managing Director. He has broad experience in the resource sector, including specific involvement in uranium and rare earths. Add to this the newly appointed Robert Sills who has considerable experience in identifying and negotiating global business opportunities in Australia, Asia and Europe, within the REE industry and other commodities. Through this he has a particularly strong commercial understanding and business network in some of the key REE Asian markets. He also has experience in the financial and commercial analysis of global commodity financial trends, supply chain dynamics and market drivers.
He most recently worked with Arafura Resources Limited, where he was sales and operational planning manager. Prior to this he was employed in senior commercial roles with Rio Tinto Alcan Limited and Rio Tinto Diamonds (Argyle Diamonds Limited).
This board coupled with some early exciting drill results enhanced by high dyprosium oxide percentages suggests that Lynas has pulled the right string and is strategically placed. Whilst a takeover of NTU by Lynas is probably a little premature you probably could not completely rule it out all together. Food for thought.& always DYOR...

China steps up regulation of rare earth industry

      Updated: 2011-09-27 09:14 (Xinhua])

BEIJING -- China said on Sept 26 it has launched an inter-provincial operation to better regulate the production of light rare earth metals in its latest effort to rein in illegal rare earth exploration.

The local governments of three regions where most of China's light rare earth metals exist will jointly crack down on the illegal exploration and production of light rare earths, the Ministry of Land and Resources said in a statement on its website.

The operation aims to "promote the protection and rational development of the country's rare earth resources and further regulate their production," said the ministry.

The three regions include the city of Baotou in northern China's Inner Mongolia Autonomous Region, Jining in eastern China's Shandong province and Liangzhou in southwestern China's Sichuan province, according to the statement.

The governments will also cooperate to better plan the development of rare earths and explore the establishment of strategic reserves of rare earth resources and rare earth trade centers, it said.

The move came after an inter-provincial operation launched by China last year to tighten the regulation of medium and heavy rare earth metals production in five provinces and regions in the south.

Rare earth metals are vital ingredients for manufacturing an array of sophisticated products, including cell phones, wind turbines, electric car batteries and missiles.

China now produces more than 90 percent of the world's rare earth metals but its rare earth reserves only account for about one-third of the world's total.

The country has suspended the issuance of new licenses for rare earth prospecting and mining, imposed production caps and export quotas, and announced tougher environmental standards for rare earth production in order to control environmental damage and protect the resources.

Despite government control, illegal production remains active, seeking profits from surging rare earth prices.

Lynas Corp: Nochmaliger Kurs-Sturz nach Geschäftszahlen
      26.09.2011 | 10:30 Uhr | EMFIS

Enormous rare earths crisis brewing: China shutting down 3 major dysprosium mines

Edited By Peter Wray • September 8, 2011

      ...
“There are efforts to kick off (dysprosium) production in Russia and Vietnam, but it will likely take at least five years,” said Nobuhiko Kawamura, general manager of Showa Denko KK’s rare-earths division. The firm, which produces dysprosium-based alloys in Jiangxi Province and elsewhere, sees potential for global dysprosium supply shortages in two to three years should China continue with its strict regulation of rare-earth production.

      China Restricts Again.

Fletcher said issues of quality of life, environmental quality and economic growth will "dominate our discussion in the years ahead". Also, China and the US "must collaborate to figure out how to deal with these problems in the future".

Two days into the new week, and two days of more news of environmental quality of life restrictions in China that are going to have a big impact on the rare metals sector, both in the immediate time frame and in the long term. The USA and the EU are both preparing to file a new joint World Trade Organisation complaint over China’s export restrictions and taxes on rare earth elements, supposedly no later than in November. But with China’s expanding environmental crackdown, now expanding into China’s notorious coal industry, China adds weight to its environmental defence case. Anyway, by the time the WTO gives its verdict China might have very little REEs to export, if China’s Ministry of Land and Resources actually implements establishing strategic reserves of rare earth resources.

Below, recent developments as reported by China Daily.
