      LYC Lynas Corporation Limited
      July 2011
7th Siemens / Lynas Joint Venture for Magnet Production

      http://stocknessmonster.com/news-item?S=LYC&E=ASX&N=640256

      7 July 2011
      Press Release
Siemens and Lynas to form a joint venture for magnet production
The German Siemens Drive Technologies Division and the Australian Lynas Corporation Limited (“Lynas”) (ASX: LYC, OTC: LYSDY) have signed a letter of intent (“LOI”) to establish a joint venture company for the sustainable production of neodymium based rare earths magnets to serve Siemens’ production requirements for energy-efficient drive applications and wind-turbine generators. Lynas will provide raw materials for the joint venture, predominantly a combined neodymium/praseodymium metal, through a long term supply contract. The partnership between Siemens and Lynas will secure a long-term and sustainable end-to-end supply chain from mine to magnet to end application. The joint venture for magnet production will be led by Siemens with the planned shareholding to be 55% Siemens and 45% Lynas. Additional financial details of the JV are not available at this time.
Ralf-Michael Franke, CEO of the Siemens Drive Technologies Division, stated: „This planned joint venture would be an important strategic pillar for us to pursue a long-term and stable supply with high performance magnets. We are convinced that Lynas is the right partner for this intention.” Lynas Executive Chairman, Nicholas Curtis, said: “Lynas is delighted that this first step is achieved to entering this long term partnership with Siemens, a market leader in their field of large drive technology. It is clear rare earths magnets have tremendous growth potential in this field, and Lynas is pleased to be able to provide the necessary ingredients of a stable, secure economically and environmentally sound supply chain which is required to enable this market to grow to its full potential.”
The Siemens Drive Technologies Division is the world's leading supplier of the entire drive train with electrical and mechanical components. Lynas is an ASX 100 listed company, executing its
      2 of 3
strategy to create a reliable, fully integrated source of Rare Earths from mine through to market. Lynas is setting a new benchmark for the security of supply and environmental standards in the global Rare Earths industry. The recently completed IAEA review has confirmed that the Lynas plant in Malaysia, once completed later this year, is expected to be fully compliant with international standards.
The Siemens Industry Sector (Erlangen, Germany) is the worldwide leading supplier of environmentally friendly production, transportation and building technologies. With integrated automation technologies and comprehensive industry-specific solutions, Siemens increases the productivity, efficiency and flexibility of its customers in the fields of industry and infrastructure. Rare-Earth Prices Decline in China

SYDNEY—Prices within China for some rare-earth metals posted their first monthly drop this year, ahead of a decision by Beijing on its global export quota for the metals.

Domestic prices of some of the elements were down at the start of this month as much as 7.2% from a month earlier, Australian miner Lynas Corp. said. The decline suggested that a rush to acquire the metals—a group of 17 elements used in applications such as high-performance magnets and LED phosphors, and in products including iPads and Prius cars—may have eased in recent weeks. The figures were posted on Lynas's website and were obtained from monitoring Asian and Western websites tracking the elements, a company spokeswoman said.

      ...
Ian Chalmers, managing director of Alkane Resources Ltd., an Australian rare-earth metals developer, said the domestic price declines for the most abundant of the elements, known as light rare-earth minerals, may indicate that supply and demand are starting to come into line. "My belief is that the light-rare-earth supply over the next three years will come into balance," he said.

      ...
Lynas Chief Executive Nicholas Curtis said China's domestic needs for rare-earth metals are so great that the country will go from exporting around a third of its production to becoming a net importer in the years ahead. "Consumption by China's own value-added industry is going to drive very high growth," he said in a recent interview.

Sustained high prices could cause major consumers, even in China, to switch to alternative materials.

Zhang Anwen, deputy secretary-general of the Chinese Society of Rare Earths, said prices are so high that domestic companies might stop developing products with rare-earth metals.

"Reasonably and relatively high prices of rare earths are beneficial to China's rare-earth industry…but it's irrational for the prices to go from one extreme point to another," he said in a note published Monday. The current increase is being driven in part by speculation and stockpiling, he said, and consumers such as the Chinese fluorescent-powder industry has complained about the price rises.

Mr. Zhang's view was echoed by Michael Silver, president of American Elements, a Los Angeles producer of components that use rare-earth metals. "There are whole industries disappearing at the moment" as a result of the price increases, he said. "Some industries are going to disappear, others will have to move to China, others will just have to forget it."

      ...

Zhang Anwen, deputy secretary-general of the Chinese Society of Rare Earths, said prices are so high that domestic companies might stop developing products with rare-earth metals.

Lynas must join Gebeng crisis response group

KUANTAN: Lynas Malaysia Sdn Bhd, which is planning to set up a rare earth processing plant near here, will be asked to join a local group that shares resources to tackle emergency situations.

Pahang Fire and Rescue Department director Datuk Abdul Wahab Mat Yasin said the department would make it compulsory for the Australia-based company to be a member of the Gebeng Emergency Mutual Aid (Gema) committee, comprising government agencies and private companies at the industrial site.

Abdul Wahab, who is Gema chairman, said Lynas Malaysia would also be asked to set up its emergency response unit with facilities and equipment to counter mishaps or accidents, especially those that were radioactive in nature.

“Gema is a voluntary crisis management organisation in the industrial zone and its main objective is to render support to each other in cases of emergencies.

“However, it will be made compulsory for Lynas to be a member once its plant commences operations,'' Abdul Wahab said after the handing over of Gema's amended manuals to member organisations here yesterday.

Putrajaya should probe not dismiss NYT’s Lynas report, says Fuziah

      ...
“MITI is responsible for bringing in the plant and it is the government’s duty to monitor and regulate it. How can they pass the buck straight to Lynas?” said Fuziah, who has been leading the charge against the controversial RM700 million plant that has raised fears of radiation pollution in and around her constituency.

Regulators Atomic Energy Licensing Board (AELB) had refused to comment on the report while International Trade and Industry Ministry (MITI) secretary general Datuk Rebecca Sta Maria had said in a press conference this morning that she had read the article and would leave it for Lynas to comment.

      Aus den Kommentaren zu http://www.themalaysianinsider.com/malaysia/article/task-for…

"For the record, 9 of the 11 recommendations are directed at the AELB, that they should have done this or that and 1 to the Government to come out with an action plan. Only 1 recommendation is directed at Lynas, which is to improve it's communications with the affected parties. Looks like our Ministers have not read the report or been properly briefed on it. And we expect the government to explain the report to the people!"

      http://de.wikipedia.org/wiki/Mitsubishi_UFJ_Financial_Group

      http://en.wikipedia.org/wiki/Mitsubishi_UFJ_Financial_Group

It is Japan's largest financial group and the world's second largest bank holding company holding around US$1.6 trillion (JPY 135 trillion) in deposits as of March 2010[4].

The Ministry Of International Trade And Industry has issued the following statement:

      Joint Media Statement

By the Minister of International Trade & Industry, Dato’ Sri Mustapa Mohamed and the Minister of Science, Technology and Innovation, Datuk Dr. Maximus Johnity Ongkili

LYNAS TO MEET ALL CONDITIONS, OTHERWISE STATUS QUO

      1. On 30 June, the Government made public the IAEA Report on the health and safety aspect of the proposed Lynas project in Gebeng, Pahang. The 55-page Report covers issues dealing with radiation protection, waste management, decommissioning and environment remediation, transportation and safety assessment.

      2. The IAEA panel, which comprised world renowned experts in the areas of radiological health and safety, did not find any non-compliance with international radiation safety standards in the Lynas project. The Report however outlined eleven (11) recommendations for the Lynas project to move forward covering both technical and communications aspects.

      3. While the report provides the pathway for the Lynas project to proceed, the Government’s position is clear that Lynas has the full responsibility to provide a comprehensive long-term detailed plan for waste management, including at the decommissioning and remediation level, before any further licensing approval can be considered by the Government.

      4. In essence, Lynas has the responsibility to comply with all the recommendations by the IAEA panel in order to move the project forward, and the Government will ensure this. Until this is done, the status quo remains: there will be no importation of raw materials into the country, and no operational activities will be allowed on site.

      5. On its part, the Government is committed to improve the management of the regulatory function by AELB and other agencies as highlighted by the IAEA Report. We will also strengthen the communications aspect of the project to improve public understanding of actions taken by the regulatory bodies, especially those relating to inspection and enforcement at the Lynas plant.

      6. Rest assured, the Government will continue to undertake the required monitoring and enforcement measures to ensure that all aspects of public health and safety of the Lynas project are satisfactorily addressed. Public health and safety will not be compromised at all times.
