      Lynas may wait seven months for Malaysian rare earth licence

      AUSTRALIAN miner Lynas has applied for a temporary licence to operate a rare earth refinery in Malaysia, the Malaysian government said yesterday.

      The company's application will be forwarded to Malaysia's Atomic Energy Licencing Board for consideration, according to a statement by the Ministry of Science, Technology and Innovation on its website.

      Lynas is building a rare earth refinery in the east Malaysian state of Pahang, where it intends to process rare earths extracted from its Mount Weld deposit in Australia. But the company is facing stiff opposition to the project from activists and politicians as the refinery will produce radioactive waste.

      The application, if approved, would be a major step forward for the project following delays that came after a report by the International Atomic Energy Agency in July last year backed the project but recommended Lynas draft a detailed plan on how it would dispose of the waste.

      The AELB will take up to seven months to review and process the application before making a decision, the board's director-general, Abdul Aziz Adnan, told Dow Jones Newswires. Once it is approved, the licence would be valid for up to two years, he said.

      However, Lynas won't be allowed to operate the plant at full capacity with the temporary licence. "It will be a controlled situation all the way and production will be under close scrutiny," Mr Abdul Aziz said.

      The Australian miner hopes to become one of the world's largest producers of rare earths - a group of 17 elements used in applications such as high performance magnets and light emitting diode phosphors, and in products including iPads and Prius cars - once the plant is completed.

      Lynas wasn't immediately available for comment. Lynas executive chairman Nick Curtis said November 30 the company was in the "final stages of the regulatory approvals process" for the licence and that it had submitted all the requested documentation.

      Hier ist wohl wichtig, dass es sich NICHT, wie 4now behauptet, um einen Testbetrieb handelt sondern:

      sie fahren nicht unter Volllast "Lynas won't be allowed to operate the plant at full capacity with the temporary licence. "It will be a controlled situation all the way and production will be under close scrutiny," Mr Abdul Aziz said."

      Lynas hat nie verschwiegen, dass man von Anfang an unter Volllast fährt. Geht doch auch garnicht. Deshalb heisst es ja auch "ramp up" also Hochfahren der Anlage. Und das geht sicherlich nicht in ein paar Tagen oder Wochen.

      Es ist auch kein 2-jähriger TESTBETRIEB sondern die "temporary licence" ist 2 Jahre gültig. Innerhalb dieser 2 Jahre erhält Lynas dann eine endgültige Genehmigung, sofern sie allen Anforderungen und Bedingungen entsprechen.

      Dass in 2012 keine 11.000t produziert werden, war auch klar. War auch kein Geheimnis.

      Ok mag sein, aber das wissen wir doch auch schon seit einigen Tagen. Nur der konkrete Entscheidungstermin der AELB ist in meinen Augen also wirklich neu. Und darum ging es doch nun. Im Übrigen ist die öffentliche Einsicht ja auch noch nicht abgeschlossen...Ist aber auch letztlich vielleicht Haarspalterei. Ich kann mir vorstellen, dass sich, je näher der Termin rückt, noch was tun wird...

      Das stimmt absolut nicht, was Du da schreibst.

      Vorher wurde Lynas von der AELB gezwungen, durch drei Revisionen ihres Antrags zu gehen (eg die drei vorherigen wurden *abgehlehnt*), und es haette jederzeit die Nachricht geben koennen, das das Abfall-Management innerhalb Malaysias inakzeptabel sein wuerde, oder das man nach x Versuchen keine weiteren Antrags-Versuche mehr annehmen will.

      Nun sind wir im 4. Draft, der nun auch der Oeffentlichkeit zugaenglich gemacht wird, bevor die AELB konkret entscheidet.

      Das nenne ich ein stark reduziertes Risiko, denn nach 4 Revisionen sollte man davon ausgehen koennen, das alle Kritik-Punkte der AELB zur Zufriedenheit ausgeraeumt wurden.

Von einer echten Nachricht kann man also vielleicht nicht sprechen. Was vorliegt, ist das Datum, an dem es eine geben wird.

      Insofern dürfte zum einen aus den gleichen 1000 möglichen Gründen verkauft und gekauft werden wie letzte Woche, zum anderen geht das Warten halt noch etwas weiter...

      Die Boerse in Sydney sieht das leider nicht als die gute Nachricht, die es doch eigentlich sein muesste.

      Weiterhin bin ich vom Verhalten der Anleger ueberrascht, die aufgrund von Nachrichten mit konkreten Terminen verkaufen, aber vorher gehalten haben, obwohl alles in der Schwebe hing (und damit das Risiko deutlich groesser).

      'Sell on good news' kann man das wohl nicht nennen, aber die Psychologie verschliesst sich mir komplett.
