      Lynas plant goes only if radioactive limits breached, says regulator

      KUANTAN, April 6 — Lynas Corp’s rare earths refinery will remain in the Gebeng industrial park here unless the RM700 million facility fails to meet agreed radiation requirements, says the Malaysian atomic energy regulator.

      The Atomic Energy Licensing Board (AELB) was among a number of federal agencies that the Pahang government had called in to allay fears after residents in the state capital began a campaign to oppose the plant which is due to open by the third quarter of 2011.

      However, AELB director-general Raja Datuk Abdul Aziz Raja Adnan admitted last night that there were no fixed safety requirements for radiation, saying the amount of thorium in the raw material was just an indicator.

      “The main concern is the waste,” he said, referring to the radioactive element found in nearly all rare earth deposits.

      ..

      “If the amount of thorium in the raw material exceeds 0.16 per cent, we will revoke the licence,” he told more than 300 people who packed into the hall last night.

      Raja Aziz also said to reporters later that Lynas must stay under 500 parts per million (ppm) of thorium in its waste product or be told to cease operations.


      The briefing was organised by the Pahang State Development Corporation after Kuantan residents, NGOs and opposition lawmakers objected to the potential radiation hazard from the plant to be built in the Gebeng industrial zone here.

      Ich bin kein Prophet, wenn ich behaupte, der limitierende Faktor wird die Beschaffung von Neodym für die riesigen Permanentmagneten sein. Dort besteht bei zunehmenden Preisen grosser Substitutionsdruck für die Windfirmen.

      KUANTAN, Malaysia — A colossal construction project here could help determine whether the world can break China’s chokehold on the strategic metals crucial to products as diverse as Apple’s iPhone, Toyota’s Prius and Boeing’s smart bombs.

      As many as 2,500 construction workers will soon be racing to finish the world’s largest refinery for so-called rare earth metals — the first rare earth ore processing plant to be built outside China in nearly three decades.

      For Malaysia and the world’s most advanced technology companies, the plant is a gamble that the processing can be done safely enough to make the local environmental risks worth the promised global rewards.

      Once little known outside chemistry circles, rare earth metals have become increasingly vital to high-tech manufacturing. But as Malaysia learned the hard way a few decades ago, refining rare earth ore usually leaves thousands of tons of low-level radioactive waste behind.

      So the world has largely left the dirty work to Chinese refineries — processing factories that are barely regulated and in some cases illegally operated, and have created vast toxic waste sites.

      – It shares have surged more than 7% this morning after a huge 22% spike in its Mount Weld basket price. Lynas tracks the average price for the basket of rare earths in its Mount Weld deposit on its website; this morning, the basket was up at US$150.20/kg, from US$122.93/kg last week, driven by strong rises in neodymium, cerium and lanthanum. Compare that to an average US$16.02/kg as recently as the third quarter last year, well after China tightened export volumes and sent rare earth producers' stocks soaring. Lynas last week inked a deal with Sojitz to double its production to 22,000 tons a year. With prices like that, even mildly bearish news such as Molycorp's overnight acquisition of a controlling stake in Estonian rare earth producer AS Silmet isn't likely to halt Lynas' meteoric rise, with the stock at a fresh record now and up nearly a third in the past fortnight.

      He also quoted Greenpeace China toxicologist, Jamie Choi, as saying: “There’s not one step of the rare earth mining process that is not disastrous for the environment. Ores are being extracted by pumping acid into the ground, and then they are processed using more acid and chemicals.”

      Jetzt wird alles vermischt. Lynas ist nicht in China und das die Standards in China u.a.S. sind, zweifelt niemand an.

      As pressure mounts, Pahang moves to shield rare earths investment

      KUALA LUMPUR, April 1 — Two years after giving Australian miner, Lynas Corp, the green light to build a rare earths refinery near Kuantan, the Pahang government has now been pressured into holding a series of townhall talks to safeguard the RM700 million project.

      A protest here earlier this week saw more than 100 Kuantan residents demonstrating in front of Parliament House, as public sentiment against the project continues to grow.

      The MCA man said next month’s public talks were very similar to the previous series of townhall meetings first held on July 23, 2009 which PKNP had organised for the state executive council, lawmakers and non-governmental organisations (NGOs).

      Pang’s colleague, Datuk Hoh Khai Mun, told The Malaysian Insider separately that he was not equipped to handle the briefing.

      “We can’t handle this because if I handle the EIA, how much work will I have to do?” he shot back when asked if the health and environmental impact assessment work was not a part of his duties as the state exco.

      “My boss is also very concerned,” Hoh added, referring to Pahang mentri besar, Datuk Seri Adnan Yaakob.

      “That’s why we want the AELB to explain to us the latest development, how safe is this rare earths. Hopefully they can give us a guarantee,” he said repeatedly, and added that the project was still being assessed.

      Lynas Australia has said it too will be sending key members of its leadership to the ground for a public briefing, but did not indicate if it will be tied in with the PKNP talks.

      PKNP will be holding a month-long series of public talks every Tuesday and Wednesday night from April 5.

      Pang said the night talks will kick off in Indera Mahkota, followed by a session with residents in Balok, next door to the Gebeng industrial zone and home to an estimated 17,000 residents, before heading to Kuantan South.

      He also said that if the response was “good”, the talks will continue; but did not indicate how long the run will last.

      He added that PKNP had started the public talks in 2009, but stopped due to poor response.

      “We want to inculcate awareness in this, because they also have to be rational,” he said, but did not elaborate.

      Putrajaya has insisted that the controversial rare earth plant will not be a source of radiation pollution amid rising public concern over such a hazard.

      “The plant will not be dangerous to the public. It is completely different from the Asian Rare Earth plant,” Science, Technology and Innovation Minister Datuk Seri Maximus Johnity Ongkili said last week, referring to the refinery in Bukit Merah that has been linked to at least eight leukaemia cases with seven deaths after being shuttered in 1992.

      China releases rare earth quota for 2011

      China has set its total output of rare earth at 93,800 tonnes this year, 4,600 tonnes more or 5.16 percent higher compared to last year's, the Ministry of Land and Resources said on Thursday.

      China will not grant any new licenses for rare earths prospecting and mining before June 30 of 2012, the ministry said in a statement on its website.

      The total output of light rare earths is set at 80,400 tonnes and that of medium and heavy rare earths at 13,400 tonnes this year, it added.

      Für dieses Jahr wurde das chinesische Abbauvolumen für Seltenen Erden auf unter 93.800 Tonnen festgelegt. Dies hat das chinesische Ministerium für Land- und Naturressourcen am Donnerstag bekannt gegeben. China führt seit 2007 eine Planung für das gesamte Ausbeutungs- und Produktionsvolumen Seltener Erden durch, um einen unkoordinierten Abbau zu vermeiden.

      Statistiken zufolge beträgt der Vorrat an Seltenen Erden nur 27 Millionen Tonnen. Der chinesische Anteil am Weltvolumen ist bereits von 70 auf 30 Prozent gesunken.
