LONDON -- Half of the world's oil supplies could come from offshore production
by 2015, the head of the International Energy Agency said Tuesday.
Offshore production currently provides one third of global oil supply, but
this is set to change rapidly in the coming years, Nobuo Tanaka, executive
director of the International Energy Agency, told reporters on the sidelines of
the Oil & Money Conference.
But the investigation into BP PLC's (BP) Macondo oil spill could result in
regulatory changes which could cause drilling projects to be delayed and erode
supply, Tanaka said.
"How the future regulation in offshore happens has a certain impact.. If there
is a delay of offshore projects we simply calculate that in the Gulf of Mexico
it's an impact of 300,000 barrels [a day] by 2015," and if such delays affect
other parts of the world, the impact on global oil supply would be 800,000
barrels a day by 2015, he said.
Since the explosion at a BP well in April, which led to 11 deaths and the
worst offshore oil spill in U.S. history, the White House has placed a
moratorium on deepwater drilling in the Gulf of Mexico, which is scheduled to
be lifted on Nov. 30.
The oil industry claims the moratorium and the new permitting standards at the
U.S. Interior Department has slowed shallow-water activity as well.

Man darf dabei allerdings nicht die typisch amerikanische Mentalität vergessen: Bei heftigen Kursbewegungen oder Vorgängen die es in die Zeitung geschafft haben, wird erstmal eine Sammelklage eingestellt. Das machen Rechtsanwälte in den USA schon mal pauschal. Und begeben sich anschließend auf Suche nach Leuten die sich dieser Sammelklage anschließen wollen ...
Gegen RIG laufen IMO um die hundert solcher Klagen... :-)
Hin- und wieder schafft es dann eine Anhörung im Rahmen einer solcher Klage bis in die Zeitung. Und das wird auch die nächsten Jahre so bleiben. Im Laufe der Zeit werden die Meldungen dann weniger und weniger.
Ansonsten klingt das ganze für mich erstmal einfach nach politischem Geplänkel. Man versucht so wenig wie möglich Papier auf den Tisch zu legen.

Transocean Ltd. (RIG), owner of the rig that exploded in the Gulf of Mexico in
April, twice refused to hand over safety audits of all its Gulf drilling rigs
to an investigative panel, Bloomberg News reported Tuesday, citing a chief
investigator.
Capt. Hung Nguyen, co-chairman of the U.S. Coast Guard and Interior Department
joint investigation team, said at a hearing today in Metairie, La., that the
company called the Aug. 4 and Sept. 2 requests for documents overly broad,
unduly burdensome and irrelevant.
"Transocean has not been responsive to the requests of this joint board,"
Nguyen said. "I have significant concerns with the safety-culture aspect"
related to the April 20 explosion of the rig.
"Transocean has produced more witnesses than any other party involved in this
investigation and significant volumes of documentary evidence, including audit
records of the Deepwater Horizon," the company said in an emailed statement.
"Any assertion to the contrary is simply not correct."
Transocean is fully cooperating, and will provide the documents "if it can be
physically done," Edward Kohnke, an attorney representing the company, said at
the hearing.

Wenn es heute zumindest nicht weiter runtergeht, dann geht es die nächsten Tage über 70 EUR. Wird also spannend.
