LUKOIL Oil Company considers acquiring a number of companies, Western ones among them, as the Company's President Vagit Alekperov said in his interview to Rossiyskaya Gazeta.
He also said that LUKOIL is negotiating for its participation in shelf projects in West Africa, including Angola. According to him, these projects are characterized by a difficult geological factor, but LUKOIL has the necessary equipment and experience, including its practice in the Caspian Sea.
LUKOIL President also confirmed that the Company's oil production will grow by 7% per year on average in the next 10 years. According to him, one of the Company's main goals will be cost control.

LUKOIL to Construct Refineries, Lease Filling Stations in Turkey
Russia’s oil giant, LUKOIL, filed a bid to construct a refinery in Turkey. The facility, which worth is estimated at $2 billion to $2.5 billion, could be built close to the Black Sea in Zonguldak province. Another task of LUKOIL in Turkey is to complete negotiations on leasing the service filling stations there.
LUKOIL has finally chosen the whereabouts for its refinery in Turkey, mass media of the country reported Sunday referring to LUKOIL Vice President Nikolay Cherny. The refinery that will have the annual capacity of between 8 million tons and 10 million tons could be constructed at Zonguldak vilayet of the Black Sea. LUKOIL undertook to provie from $2 billion to $2.5 billion and filed the respective bid to Turkish authorities past week.
The decision will be taken before late this year, Turkish EMRA said yesterday.
But LUKOIL will endeavor to reach end users of Turkey even before completing Zonguldak project. The company is in talks about leasing a chain of filling stations and the negotiations could be finalized by late this summer. In this undertaking, LUKOIL will face competition of Petrol Ofisi (35 percent of the market), Shell and BP.
For LUKOIL, Turkey is the area of strategic concern. But the oil major of Russia has taken interest in a raft of foreign assets, including Slovenian Nafta Lendava, Libyan Tamoil, Rotterdam refinery of Kuwait Petroleum, Coryton refinery in Britain and Serbian Naftna Industrija Srbije. The aggregate worth of the assets is at least $10 billion, the analysts estimate. LUKOIL funneled around $3 billion to purchase profile assets past year. Thus far, it has never voiced the intention to materially widen the amount.

Lukoil rating raised To BB+ by S&P on improved profitability; Outlook Positive
MOSCOW (AFX) - Standard&Poor's Ratings Services said it raised its long-term corporate credit rating on Lukoil
OAO to BB+ from BB, with a positive outlook, at the same time removing the company's ratings CreditWatch with positive implications, where they had been placed on May 12.
'The upgrade recognizes the ongoing improvement in LUKoil's profitability, with 2006 unit net income up 44 pct to 9.2 usd per barrel,' said Standard&Poor's credit analyst Elena Anankina. 'This primarily reflects the benefits of strengthened domestic refined product prices and lower tax rates on refined product sales compared with crude oil sales.'
S&P said it expects future profits and Lukoil's resilience to oil price fluctuation to be underpinned by the its rapidly rising share of gas production, which more than doubled to 200,000 barrels per day in the first quarter of 2006.

Singapore company Keppel Singmarine has secured contracts worth $260 million to build two icebreakers for the Russian oil major Lukoil. This will be the company’s first attempt to build icebreakers.
The contracts presuppose construction of an auxiliary icebreaker vessel and a multi-purpose icebreaking supply vessel, ChannelNews Asia reported on Thursday, July 6. The vessels are scheduled to be delivered between the end of 2007 and middle of 2008.
The auxiliary icebreaker vessel can operate in temperatures down to minus 40 degrees Celsius and move through 1.7 metres of level ice with 20-centimetre snow cover. The multi-purpose icebreaking supply vessel will be able to move through landfast ice of up to 1.5 metres with 20-centimetre snow cover.
Keppel Singmarine’s parent, Keppel Offshore & Marine, has also signed an agreement with Lukoil for further cooperation in potential new building of offshore rigs, special purpose offshore facilities and vessels. These are to service Lukoil’s offshore oil terminal vessels at Keppel O&M’s shipyards around the world.
Charles Foo, chairman of Keppel Singmarine told the agency: “This partnership with Lukoil represents a strategic milestone in the Keppel Offshore & Marine group’s effort to enhance its services for the Russian energy and offshore-related market.”
