Alcaston Mining wishes to advise that it is in discussions with
Pacific Telco Australia Limited.

We are informed, and our preliminary enquiries indicate, that Pacific
Telco Australia Limited is a subsidiary of Civic Equities Corporation
(CEC), which is listed on the National Quotation Board of NASDAQ in
the USA. It is claimed that CEC has the rights and technology for the
VIP Sat Net Satellite Communications Network system in North and
South America.

The system is used by prestige customers in Canada such as Rio Tinto
Mining Group (Diavic Diamond Mine) in North West Territories,
Kennecot Mining in Canada, The Saskatchewan Government, for fire
fighting communications in a network that extends from Alaska to
Greenland and Costa Rica.

The company advise that Pacific Telco Australia Limited, as the
company in Australia, will expand the range of customers now that the
products have been successfully launched and this will extend across
a broad spectrum of public and private sector major
telecommunications users and the rural and mining communities. There
are about 150 plus applications for the VIP Sat Net System.

We are informed, and the publications supplied support the claim,
that the VIP Sat Net System can provide a 10 in 1 wireless satellite
telecommunications system (phone, fax, email, voice mail, high speed
data, internet, video conferencing, internet payments, banking and
paging). This can be provided at half the monthly operating costs of
conventional legacy telephone companies at a fraction of the capital
outlay.

Alcaston Mining proposes to enter into further discussions and
investigations with the aim of assessing this opportunity and,
subject to successful negotiations, seek to acquire an interest in
Pacific Telco Australia Limited and the rights and technology of the
VIP Sat Net Satellite Communications Network system.
