Die russische Umweltschutzbehörde Rosprirodnadsor will dem Ölförderer Lukoil die Fördergenehmigung für elf Lagerstätten entziehen.
Grund für diese Entscheidung seien Verstöße gegen die Bedingungen der Fördergenehmigung, hieß es am Freitag aus dem Ministerium für Naturressourcen in Moskau.

MOSCOW (AFX) - Russia's natural resources ministry said it plans to strip 19 licenses from privately owned Lukoil, the country's biggest oil company, following weeks of mounting pressure on foreign energy companies in Russia.
'As a result of inspections carried out in accordance with the law 'On Subsoil Resources,' (the ministry) has decided to remove the licenses for research and extraction at 11 licensed plots' in the central Russian Komi region, the ministry said in a statement.
An additional 8 licenses will be stripped from Lukoil subsidiaries in the neighboring Khanty-Mansysk region, the ministry said in a second statement.
'The basis for the decision is violations of licensing agreements and the law 'On Subsoil Resources' on the alloted time for carrying out geological surveys and drilling work, as well as bringing the fields online, by the company Lukoil,' the ministry said.
Lukoil spokesman Dmitry Dolgov could not immediately comment on the ministry's decision.
'We have just received the statement and need time to study it. We cannot comment on it yet,' Dolgov told Agence France-Presse.
The decisions came after inspections carried out by Oleg Mitvol, the deputy head of the ministry's natural resources use branch, along with environmental organisation Greenpeace.
Mitvol led a recent campaign against a coalition of foreign companies headed by Royal Dutch Shell for alleged environmental violations at Sakhalin-2, a 20 bln usd oil and gas project off Russia's Pacific coast.
The campaign, together with mounting regulatory pressure on other foreign energy companies working on major Russian energy projects, raised an outcry from foreign officials and was interpreted by analysts as a push for increased Russian control of the projects.
Mitvol and other Russian officials forcefully rejected the claims, saying their moves were in line with the assessments of international ecological groups such as Greenpeace.
The ministry said it has revoked over 80 licenses related to subsoil use so far this year.

Ausländische Unternehmen dürfen, nach der weiteren Öffnung der chinesischen Erdölindustrie am Jahresende, in China Raffinerien und Absatznetze errichten.
Im März schloss der russische staatliche Ölkonzern Rosneft bereits mit CNPC ein Abkommen über den Verkauf von Ölprodukten ab. Lukoil könnte das zweite russische Ölunternehmen werden, das in den Einzelhandelsmarkt Chinas einsteigt.

Der US-Energiekonzern ConocoPhillips hat seinen Anteil an LUKOIL von 18,6 Prozent Ende des zweiten Quartals auf 19 Prozent für Ende September aufgestockt.
Das geht aus einer am Dienstag in Moskau veröffentlichten Pressemitteilung von ConocoPhillips hervor. Zuvor hatte LUKOIL-Vizepräsident Leonid Fedun mitgeteilt, dass die Amerikaner planen, ihren Anteil an LUKOIL im Herbst auf 20 Prozent zu erhöhen.
ConocoPhillips wird bis zum Jahresende bis zu drei Milliarden US-Dollar investieren, um den Anteil an LUKoil auf 20 Prozent aufzustocken.
Angeblich soll es auch ein Aktienrückkaufprogramm von Lukoil selbst geben!

Oil Prices Rebound on Reports of Possible OPEC Output Cuts, Nigerian Unrest
WASHINGTON (AP) -- Oil prices jumped back above $60 a barrel Thursday following reports that OPEC aims to reduce its output by 1 million barrels a day.
Dow Jones Newswires, citing a governor of the Organization of Petroleum Exporting Countries, said ministers have agreed to the cut, which includes 300,000 barrels per day from Saudi Arabia, effective as soon as possible.
OPEC President Edmund Daukoru, who is also Nigeria's oil minister, said the group was considering holding an emergency meeting
before its scheduled December conference.
Light sweet crude for November delivery rose 64 cents to $60.05 a barrel on the New York Mercantile Exchange. At London's ICE Futures exchange, November Brent crude rose $1.15 to $60.37 a barrel.
Prices briefly fell to a fresh seven-month low on Wednesday after U.S. government data showed rising inventories of crude, gasoline and heating oil -- and following comments from Saudi Arabia's ambassador to the U.S. that suggested no formal OPEC cut was imminent.
But news of violence in Nigeria's oil-rich southeastern delta brought buyers back into the market.
"Geopolitical sentiment has contributed to breaking the recent slide and the OPEC release appears to have finally ended the bear run for the time being," said Paul Harris, energy analyst at Bank of Ireland Global Markets in Dublin.

Nigeria's light, sweet crude oil is particularly desirable for the production of transportation fuels and any loss of output has the potential to spook the market.
An unsourced Financial Times report on Thursday said OPEC has informally agreed to cut output by 4 percent in coming weeks to defend the $50 to $55-per-barrel price range.
Saudi Arabia's ambassador to the U.S. said Wednesday that he did not expect OPEC to hold an emergency meeting to discuss prices ahead of its scheduled Dec. 14 meeting in Nigeria. Prince Turki said Saudi Arabia's intent was to "bring down prices to reasonable levels."
