SAN DIEGO -- (Business Wire)

Centrex, Inc. (Pink Sheets:CTXI) today announced that a final agreement has been reached with MicroCars, Pvt Ltd., a Sri Lankan company, to handle the international license and business development for the automobile assembly operations that has been developed in Sri Lanka. Centrex will acquire 51% interest and assume control of MicroCars International, a wholly owned subsidiary of MicroCars. This acquisition gives Centrex the rights to represent the MicroCars technology and manufacturing systems in all markets outside Sri Lanka. The Company already has inquiries from several nations, including Nepal, Bhutan, Syria and Sudan.

Stated Jeffrey Flannery, CEO of Centrex, “We have long been very impressed with the capabilities that have been developed at MicroCars in Sri Lanka and our involvement is really a result of the success MicroCars has already demonstrated to the world. We will immediately begin discussions with interested parties to explore the feasibility of creating assembly operations in these developing countries.”

Centrex will offer the MicroCars system on a license basis. MicroCars will provide support in design and engineering of the physical plant, training of workers, assistance in materials procurement and management, training in the use of special manufacturing, assembly and quality control technologies, as well as assistance in marketing and government relations. Centrex will receive a percentage of the license agreements it is able to negotiate with parties in other countries, as well as a percentage of royalties or other fees that are associated with each new transaction for a term of three years. This term is renewable for another three years. License fees, royalties and other fees are still being negotiated and most likely will be determined on a case by case basis.

MicroCars was established in 2001 by Dr. Lawrence Perera, a veteran automotive designer and engineer who had previously worked with BMW, Volkswagen and other major automobile manufacturers. Dr. Lawrence developed the concept to create a car manufacturing system that is far less capital intensive so that smaller, developing nations can use the labor force to manufacture and assemble quality, economical cars, vans and pickup trucks.

Seylan Bank estimates that they expect to receive as many as fifteen approved loan applications per month.

(Pink Sheets:CTXI) today announced that with MicroCars, Ltd., a Sri Lankan company, has received a request from the Air Force of Sri Lanka to provide servicemen with the opportunity to acquire Micro Car vehicles through a specially financed package. The Sri Lanka Air Force projects sales to its service members would be as high as 50 units per month once the package is completed.

Centrex recently signed an agreement to represent the MicroCars manufacturing system to other nations seeking to establish a locally run and operated car assembly company. (Pink Sheets:CTXI) today announced that a final agreement has been reached with MicroCars, Pvt Ltd., a Sri Lankan company, to handle the international license and business development for the automobile assembly operations that has been developed in Sri Lanka. Centrex will acquire 51% interest and assume control of MicroCars International, a wholly owned subsidiary of MicroCars. This acquisition gives Centrex the rights to represent the MicroCars technology and manufacturing systems in all markets outside Sri Lanka. The Company already has inquiries from several nations, including Nepal, Bhutan, Syria and Sudan.

Stated Jeffrey Flannery, CEO of Centrex, "We have long been very impressed with the capabilities that have been developed at MicroCars in Sri Lanka and our involvement is really a result of the success MicroCars has already demonstrated to the world. We will immediately begin discussions with interested parties to explore the feasibility of creating assembly operations in these developing countries."

Centrex will offer the MicroCars system on a license basis. MicroCars will provide support in design and engineering of the physical plant, training of workers, assistance in materials procurement and management, training in the use of special manufacturing, assembly and quality control technologies, as well as assistance in marketing and government relations. Centrex will receive a percentage of the license agreements it is able to negotiate with parties in other countries, as well as a percentage of royalties or other fees that are associated with each new transaction for a term of three years. This term is renewable for another three years. License fees, royalties and other fees are still being negotiated and most likely will be determined on a case by case basis.

MicroCars was established in 2001 by Dr. Lawrence Perera, a veteran automotive designer and engineer who had previously worked with BMW, Volkswagen and other major automobile manufacturers. Dr. Lawrence developed the concept to create a car manufacturing system that is far less capital intensive so that smaller, developing nations can use the labor force to manufacture and assemble quality, economical cars, vans and pickup trucks.

Micro ? a new passenger motor car from Sri Lanka ?

One of the main parameters to gauge a country's economy could be its overall transport system, roads, vehicular traffic and mode of public transport, goods haulage and private passenger needs.

Sri Lanka as a country has faced turbulent economic tragedies all along since Independence and all points at tremendous political bungling failure to be far-sighted. The toll of such bungling now reached an unprecedented height, making it impossible to put the country's economy back into the rails.

When a free market economy reaches saturation with private sector in its right place the market forces gets stabilized and all that benefits the consumer the common people. But our political pundits changed this free market economy into one of closed with price controls leaving the economy in chaos.

Thus transport system in the country is one such economic trends that is now in chaos. While the passenger transport system was nationalized as far back as in 1950s, the road transport was also paralyzed by various restrictions for import of vehicles and private cars were owned by a very few who either were elite or those who obtained them in a fraudulent manner. Collapsing of the government owned public transport system, saw the influx of second-hand reconditioned vehicles to be used as part of haulage of passengers by privately owned vehicles, making Sri Lanka one hell of a junk yard for redundant Japanese vehicles.

There were attempts to penetrate into this vehicle market by turning out utility passenger cars in Sri Lanka, but the idiotic political pressure uprooted these attempts. One such attempt was Upali Wijeyawardene's Upali Fiat that started some years ago and according to experts if that was properly supported that would have outshone Malaysian and Indian models.

With all these impediments and odds of political authority and bureaucratic pressure another man Dr Lawrence Pereira with genuine patriotic feeling is able to demolish all these barriers and forging ahead in venturing to manufacturing the second automobile. The car Micro a true utility car is designed, developed and is being manufactured in Sri Lanka.

The 'Asian Tribune' had the opportunity of meeting and speaking to Dr Perera at his Micro car manufacturing plant at Peliyagoda, Sri Lanka.

As a transport expert what are your perceptions on the country's transport system, with special reference to public passenger transport?

If I were to comment, regret to state to describe our transport system chaotic is not the word, actually is in utter chaos. Mainly because, we have not capitalized on the massive infrastructure which is available at hand for Railway Transport. We have only concentrated on road transport but it is a weak area. I have been working in this field for 30 years and I see that there is an infrastructure built in since 147 years in the Sri Lanka Government Railway. We have not maximized the efficient use of the Railway and before doing anything we have to use it efficiently.

Is it uneconomical to have smaller vehicles for public passenger transport and second-hand reconditioned vehicles? Any survey made on the losses if any and could you comment on the extent of penetration or impact on the country's economy?

I know of no survey. Whatever it is, the country has to bear a massive expenditure to replace the spares when these junks pack-up. Second hand vehicle means its life has exceeded and really it should go to the junk yard like in USA. On the one hand we have become the junk yard for these vehicles at a heavy price and on the other when added up we would be spending more to replace spare parts than importing brand new vehicles.The life-span of a vehicle today is about five years and at that point you have to either dispose it or face major repairs. The vehicles that are now imported would have already passed their life time. Earlier of course vehicles lasted for about 30 years.

Would you agree that if the public passenger transport would have been left in the hands of the private sector the service by now would have improved drastically, fare structure would have been stabilized with healthy competition and the system would have commenced turning out the vehicular requirements in this country?

What happened originally was that big buses were done by the CTB. Subsequently as what happens in any State organization, CTB had to give up due to its lethargic inefficient attitude and the private sector companies started assembling big buses. What then happened was that the government decided to purchase large volumes of big busses from India, jeopardizing the local manufacture completely as they could not compete with India. If the local manufacture was allowed, encouraged and supported the entire requirement of buses would have been turned out here.

Some junk collectors- the re-conditioned vehicle importers argue that vehicle manufacture in Sri Lanka would be uneconomical. Is it correct?

You have to look at it in a different way. Vehicle manufacture in Sri Lanka, if you look for a volume market it could be uneconomical. Sri Lanka should have a system for a low manufacturing process. But if there is an export potential, the volume could be increased accordingly. To cater for Sri Lanka alone, large volumes would be really uneconomical. Therefore the country should have a unique way of low volume manufacture that would feel the market properly.

Furthermore, our neighboring countries, in the automobile industry, they are miles ahead of us. If you take India, Korea and even Malaysia they have gone faster. Therefore we are too have to go for mass manufacture.

At a forum, earlier, you indicated that when you were to start manufacture the cars, some government institutions tried to block it. Would these phenomena which you have faced suggest that the biggest hindrance to local manufacture of any kind is the Government?

It is not the government. It is some of the government authorities like the Registrar of Motor Vehicles. I agree with you. When the legal provisions required one thing, the officials interpret them in a different way as if they have taken the law into their hands and interpret it in the way they want with scant regard to what that provision really meant. They interpret in such a way that makes life difficult. It is happening in a very big way at the Registrar of Motor Vehicles. In this manner lot of people are harassed.

Despite all these harassments and when you have got calls from other countries with superb terms to set up your unique manufacture, why did you determine to set up your plant in the soil of your Land?

I am born, bred and educated in Sri Lanka and by profession I am an automobile engineer. Looking at the needs of the hour of this country and looking at the people of the country, I found that the majority appeared to be unable to afford the comfort of imported utility vehicle. Thus people have often preferred two wheelers or three wheelers.

I thought that if I could manufacture a car at an affordable price, though the set backs really upset me and discouraged, I thought I must forge ahead in producing a utility car at an affordable price and to fight back the odds you must really have a very strong will as the bureaucratic pressure has been so heavy. It almost appeared impenetrable.

Majority of the people today depend on the public transport and it would always be a terrible experience every day. If a descent vehicle would be available at a reasonable price at least some part of the public transport users would buy my vehicle whereby I give them the pride of owning a Sri Lanka made vehicle of high international standard and could ease the public transport system to that extent.

In fact when I was encountering problems with the officials to set up my factory, an Indian Company wholeheartedly invited us to set up the factory in India and they undertook to provide all the backing up with finance and other requirements. Any other person would have accepted the offer as then you would have been comfortable, but I withstood all the withering as I loved this country and genuinely wanted to help my people.

Could you elaborate the manufacture itself, the numbers, how many cars per month and other details?

The average production of a Micros is at 60 per month. The plans are to increase it further to 300 per month by the end of this year.

By another three months we are preparing to introduce a new improved version "Micro Elite with a 970 cc multi-fuel injection engine. Considering the fuel crisis, the engine would be very economically and it would run 18 km per litre. We are also working on a high-bred car to be turned out with the assistance of an Australian Company which we expect to introduce to the market in 2006. When we expand our production with new versions, we do it with a view to exporting as there is a great export potential even to our utility Micro, but still unable to meet the local demand. The moment we are able to meet the local demand, we start exporting. We are also expecting to export the new models to United Kingdom, Bangladesh and few other countries.

We are also pursuing the manufacturing of automobiles on manufacturing license on technology transfer basis. We have obtained patent and Micro is unique in itself to procure heavy export potential.

There is a bicycle manufacturing concern in Panadura in a seven acre land turning out almost all the components in the factory for bicycles and also involved in exports. They are faced with a huge problem as the government allows cheap second-hand bicycles which has completely de-stabilized the production. My question is whether likewise are you turning out any vehicle components or if not what are your intentions to manufacture automobile components?

You would be surprised to learn that there are60 local manufacturers who supply us various components and we ourselves manufacture the body and the chaises. This is the principle adopted by the large manufacturers all over the world. It is unwieldy to turn out all the components in one place. All what ensure is the top quality. This is the way it is done in countries like Japan Korea etc.

Have you computed the total economic benefit to the country by your local automobile production by way of saving foreign exchange and providing employment and training?

Yes. First and foremost our manufacture is a big import substitution and saves a huge amount of foreign exchange. Then not only there is large employment potential, but also the training which could be marketed in the foreign labor market. Our people are really talented and they could be easily trained.

Definitely it would be very good. With competition you can improve your product and at present we are competing with foreign makes. When there is competition the lapses have to be identified and rectified and improved. Otherwise you would be knocked out of the market. The consumer would have a choice of the best product. I look at it in a positive way.

You are an automobile man and essentially then a transport man. What would be the impact on the vehicles due to the bad roads and congestions?

Any country whether it is developed or developing the cardinal rule in the improvement of transport is the improvement on rail transport. I do not understand why governments in Sri Lanka do not concentrate on railway. I am not saying that road transport should not be improved or neglected. Like the Micro Car design, I have designed for the first time "Lanka Econo Rail" system which can be used for mass passenger transport, using the existing railway infrastructure.

You cannot depend on imported locomotives and carriages. What have we been doing for the 147 years with a massive infrastructure? We have got to manufacture them ourselves utilizing the available technology and we have the capacity to do it. This economical rail system Diesel Multiple Use Concept is worldwide accepted, mass economical method of Railway use. In a country like Sri Lanka at least the authorities must stop thinking of their personal gains and they must work for the country at large as a whole.

There should be a proper system of issuing driving licenses. The media, especially the television should be used to educate the public and the motorists how to use the road for the safety of vehicles and people. In countries like Germany some air time is taken to educate the road users. My ways of thinking of improving the transport system is essentially the use of the massive railway infrastructure and improve in a very effective manner to be used for mass passenger transport.

Due to bad improperly maintained roads there is unprecedented ware and tare of tires, brakes and other components of the vehicles and thereby the life of the tires, other components and as a whole the whole vehicle would be reduced and some of the accidents are caused due to the poor road conditions.

Vehicular congestion on roads is a serious economic debacle specially at a time like this where fuel prices are exorbitant as it wastes an enormous amount of fuel. Investment on roads could save lot of foreign exchange on crude oil. You cannot stop at that, discipline road users and the drivers.

Der o/s beträgt schätzungsweise 100 Mio Stücke, vielleicht sogar weniger, im schlimmsten Falle ist schon fully diluted dann hätten wir 250 Mio, was ich aber nicht denke, wäre Schwachsinn so früh zu verwässern---erstmal Kurs hochjagen, dann verwässern!!!

10 Cent werden wir wahrscheinlich schon sehr bald sehen, meint Ihr etwa nicht, bei 100 Mio o/s hätten wir dann erst ne MK von lächerlichen 10 Mio USD!! Also könnten wir auch noch deutlich höher laufen!!! Wir werden sehen!! Sehr spannende Geschichte!!

Liegt daran das Aktien die an der Pink Sheet gelisteten Börse hier in Deutschland nicht handelbar sind .Deshalb keine Discusionen hier im Forum .Geht mir bei ETIM genau so Habe mir auch mal 1/2 Mio. ins Depot gelegt .Ich von meiner Seite glaube das CTXI und ETIM ihren Weg in den oberen Cent bereich machen werden
Aber das wird auch ohne die Hilfe von uns Deutschen geschehen .

doch dass unternehmen gibts es schon länger. Vor dem Splitt im Dezember 2005 war es ein Biotechunternehmen hat aber absolut nichts auf die Reihe gekriegt ausser Anlger abzuzocken.

Die Homepage von CTXI gibt ja auch noch nicht viel her. Sind wohl noch am arbeiten. Dass klingt zwar alles seht interessant aber sauer verdientes Geld würde ich da nicht mehr investierten.

Nun ja ich glaube ich hab ja auch noch 50 Aktien vor dem Splitt waren es 10.000St

Also Leute kauft dass Ding mal hoch villeicht komme ich aus der Scheisse irgendwann wieder raus

der Vorstand soll erst mal beweisen ob er überhaupt was drauf hat.

Mit dem Biotechunternehmen wurde nur Geld verbrannt und es gab nie Umsätze und solange sich dass nicht ändert sehe ich hier keinen Grund nochmal zu investieren.

Also können nicht mehr als 250 Millionen Stücke ausgegeben werden!!

Es wird geschätzt, dass im Moment circa 100 Millionen Stücke ausgegeben sind, denke nicht, dass der CEO so dumm ist, jetzt schon vollständig zu verwässern (fully diluted - entspräche also die max auszugebende Aktienanzahl - der a/s), da er bei höheren Kursen ja viel mehr Geld für neue Aktien bekommt!

Von welchem o/s gehst Du aus? Kann durchaus sein, ja! Aber wenn man den geschätzten o/s aus den US-Boards nimmt - 100 Mio ausgegebene Aktien, dann kommt man auf ne MK von 0,0042 * 100,000,000 = 420tsd D!
