Lithium Power awarded key production licence for Maricunga project
      March 14, 2018

Lithium Power, through 50 per cent owned Minera Salar Blanco (MSB), has been awarded a key export licence from the Chilean Nuclear Energy Commission (CCHEN) for lithium production, export and marketing at its Maricunga project in Chile.

The approval permits initial extraction quotas of 88,885 metric tonnes of lithium in brine (or 472,868 tonnes of lithium carbonate equivalent), with the option to increase said quotas subject to MSB advancing its deep-drilling exploration to the extent that it makes its inferred, measured and indicated resources between 200–400m compliant with JORC and NI 43-101 standards.

MSB can also request an increase in the allocated quota if it presents a special operation contract (CELO) to CCHEN covering mining concessions registered after 1979, something it plans to do later this month.

Martin Holland, chief executive officer of Lithium Power, said the company was delighted to have gained the authorisation and support of CCHEN, reaffirming confidence that the Chilean government would continue to “encourage and protect foreign investment as a leading mining jurisdiction”.

Cristobal Garcia-Huidobro, chief executive officer of MSB, was likewise enthused, calling the permit a key milestone in the advancement of the Maricunga project.

“After four years of successful development […] the company continues to progress on the next step to submit its Environmental Impact Assessment to the authorities, making the Maricunga project the most advanced lithium project in Chile,” he said.

Minera linked to Martin Borda gets key permit to exploit lithium in Maricunga
      Constanza Valenzuela 03/12/2018

The company of Chilean, Canadian and Australian capitals received the approval from the Cchen, granting a lithium extraction quota of 88,885 LME tons. Now he will go in search of a Ceol for the use of all of his belongings in the salar.

A third lithium actor is about to settle in Chile, in the Salar de Maricunga, and it is not Codelco. And is that the mining company linked to businessman Martin Borda along with Australian and Canadian capitals received a key permit to finalize his project for US $ 500 million to extract lithium in the Salar de Maricunga, same area where the state seeks to settle with a partner.

Salar Blanco received the green light last week from the Chilean Nuclear Energy Commission (Cchen), which authorized it to produce and market lithium products extracted from the Salar de Maricunga, with an extraction quota of 88,885 metric tons. Lithium metallic equivalent (LME), for a period of 30 years. The figure is above the current quota of SQM in the Salar de Atacama, which is around 65 thousand tons of metallic lithium, but much lower than the 349,553 tons of metallic lithium obtained by the non-metallic mining company until 2030 after ending the conflict he had with Corfo.

The permit obtained by Salar Blanco authorizes the company to extract lithium from these belongings, which were registered before 1979 - that is, before the new Mining Code - and which are equivalent to about 50% of the mining company's property. to Salt. From the company they are working to obtain a Special Lithium Operating Contract (Ceol) to be able to exploit 50% of the missing belongings. These are governed by the current regulation that establishes lithium as a non-concessible element, forcing those who wish to exploit to associate with the State.

Once this contract is reached, Minera Salar Blanco must again resort to the Cchen to expand its authorization in its concessions registered after 1979.

However, in parallel, the company reported that they are preparing the environmental impact study (EIA) for their project, which will be presented before the second quarter of this year. Additionally, one of the project's partners comments, it is also working with the communities surrounding the initiative, as well as with the authorities in the area.

"This permit is a very important step for the company in its goal of becoming a short-term player in the lithium industry in Chile. Today the company, after more than four years of exploration and development in the Salar de Maricunga, is about to present its Environmental Impact Study (EIA) to the evaluation system, which transforms the project of Minera Salar Blanco, into one of the most important in South America. We are convinced that Chile has a unique opportunity to consolidate its position in an industry that will undoubtedly be relevant in the future. It is important to highlight the diligence and professionalism with which the Chilean Nuclear Energy Commission (Cchen) addressed the request submitted by Minera Salar Blanco reflected in this authorization, "said Cristóbal García-Huidobro, CEO of Minera Salar Blanco.

In parallel to these procedures, Minera Salar Blanco is working together with the giant China Fulin Group in order to develop, for the first time in Chile, lithium cathodes. All this, as part of a memorandum of understanding signed during the past year between both parties.

Fulin Group was one of the companies selected by Corfo last Friday to win a share of the production reserved in the agreement with Albemarle.

It is further noted that Decree No. 64 explicitly states that any future CEOL will not affect, in any manner whatsoever, any lithium concessions granted prior to 1979, under the “Old Code” mining regulations.
A significant proportion of MSB's properties, namely: Cocina, Salamina, Despreciada and San Francisco tenements are “Old Code” tenements, with only the Litio tenement classified as post 1979 “New Code”. Refer to Figure 1.

      ( Inhalt entnommen aus o.g. Document )

      From the PEA, pg. 194-195:
"it is planned that a minimum of 13 production wells will be installed...The overall wellfield configuration and the final location of each production well will be determined by the results of the three-dimensional finite element groundwater flow model...It is expected that the initial wellfield layout will be constrained to the Cocina and San Francisco concessions."

It appears production wells are expected to be located outside of the Litio tenements. Groundwater flow model is meant to be finalised by end of Q1 according to their timeline, so hopefully we'll get confirmation of where they plan to extract the brine from by the end of the month.

Erst einmal ein wenig entschärft aber nach den Berichten auf HC bleibt mE immer noch das Risiko,, dass MSB keine Abbaugenehmigung bekommt? Was meint ihr dazu?
