ANAHEIM, Calif., Aug 31, 2001 /PRNewswire via COMTEX/ -- A Boeing-designed and -built booster vehicle was successfully launched today for its first verification test flight from Vandenberg Air Force Base, Calif. The three-stage booster vehicle is the prototype interceptor for the Ground-based Midcourse Defense Segment (GMDS) Program (formerly National Missile Defense.) The Boeing Company (BA, Trade) is the prime contractor for the program.

Operational booster design and systems engineering work is done by Boeing in Anaheim, Calif. Boeing in Huntsville, Ala., is responsible for the integration, assembly, test and check out of the developmental booster vehicle.

The booster vehicle is a three-stage commercial-off-the-shelf missile integrating motors from Alliant Techsystems (first stage) and Pratt & Whitney Chemical Systems Division (second and third stages.) The objectives of this first flight test included verifying launch operations and procedures and completing a three-stage flyout and separation. Initial assessments indicate that all objectives were met.

"We are very pleased with the results of today`s flight test," said Jim Evatt, executive vice president and general manager of the GMDS program. "The successful first launch of this prototype booster vehicle brings us one step closer to the final integrated system for the ground-based program."

The GMDS program involves the development, testing and potential deployment of a system to detect, track and destroy hostile intercontinental ballistic missiles before they can reach any of the 50 states.

Boeing, as prime contractor, is responsible for the development and integration of the GMDS elements, including the Ground-Based Interceptor, X-Band Radar, Battle Management Command, Control and Communication systems, Upgraded Early Warning Radars and interfaces to the Space-Based Infrared System Satellites. Major team members include Raytheon Company (kill vehicle, radars); TRW (BMC2); and Lockheed Martin Missiles & Space (Payload Launch Vehicle).

The Joint Program Office of the Department of Defense Ballistic Missile Defense Organization directs the Ground-based Midcourse Defense Segment program.

The Boeing Company is the largest aerospace company in the world and the United States` leading exporter. It is the world`s largest manufacturer of commercial jetliners and military aircraft, and the largest NASA contractor. The company`s capabilities in aerospace also include rotorcraft, electronic and defense systems, missiles, rocket engines, satellites, launch vehicles, and advanced information and communication systems. The company has an extensive global reach with customers in 145 countries. MAKE YOUR OPINION COUNT - Click Here http://tbutton.prnewswire.com/prn/11690X70824541

U.S. tests booster rocket for missile shield
      Reuters, 08.31.01, 6:12 PM ET

WASHINGTON, Aug 31 (Reuters) - The U.S. Defense Department said it successfully launched a prototype three-stage booster rocket on Friday that would be used in President George W. Bush`s controversial anti-ballistic missile defense.

The booster rocket was launched from Vandenberg Air Force Base in California at 4 p.m. EDT (2000 GMT), carrying a mock "kill vehicle" to simulate the weight and mass of an actual missile that would be used in future intercept tests, Pentagon spokeswoman Cheryl Irwin said.

The rocket traveled about 3,000 miles (4,827 km) before plunging into the Pacific Ocean.

The first intercept test using the new booster rocket, designed and built by Boeing Co (nyse: BA - news - people), is planned for sometime in 2002 or 2003, she said.

Boeing, the prime contractor for missile defense, officially dubbed the "Ground-based Midcourse Defense Segment (GMDS) Program," said the booster rocket was a commercial-off-the-shelf missile integrating motors from Alliant Techsystems (nyse: ATK - news - people) and Pratt & Whitney Chemical Systems Division.

This first flight test was aimed at verifying launch operations and procedures and completing a three-stage flyout and separation, Boeing said.

"Initial assessment indicates that all objectives were met," the company said in a statement.

"The successful first launch of this prototype booster vehicle brings us one step closer to the final integrated system for the ground-based program," said Jim Evatt, ???nd general manager of the missile defense program.

The U.S. Defense Department shot down a moc???ific Ocean in July in a successful test of the missile defense program, a multilayered shield against missiles that could be tipped with nuclear, chemical or biological warheads.

Bush, citing what he calls a growing missile threat from countries like North Korea, Iraq and Iran, is eager to deploy a multilayered shield including missiles launched from ships and lasers fired from modified Boeing 747 aircraft.

In addition to Boeing, TRW Inc. (nyse: TRW - news - people) builds the battle command, control and communications system. Raytheon (nyse: RTN - news - people) builds the "exoatmospheric kill vehicle" and Lockheed Martin Corp. (nyse: LMT - news - people) is prime contractor on the interceptor`s current booster system.

      @dosto

ATK Shielder Anti-Tank Barrier System Enters Service With U.K.

      Royal Engineers

MINNEAPOLIS, Sept. 6 /PRNewswire/ -- ATK (Alliant Techsystems) (NYSE: ATK) said its Shielder vehicle-launched anti-tank barrier system has entered service with the United Kingdom Royal Engineers following final approval of the system by the country`s Ministry of Defence.

Developed by ATK Integrated Defense Company, Hopkins, Minn., the Shielder system rapidly dispenses anti-tank munitions from the modified Stormer tracked armored vehicle. It is derived from similar anti-tank barrier systems developed by ATK and deployed with U.S. armed forces, and is adaptable to multiple vehicle platforms.

"This is a key milestone for the Shielder program, marking the completion of our first international contract and culminating five years of development and production work by Larry Paryz and our tactical barrier team," said Hube Hopkins, president, ATK Integrated Defense Company. "With Shielder, the U.K. now has a highly effective anti-tank barrier system that can be used in all tactical operations."

The U.K. Ministry of Defence selected Shielder from a number of competing systems in 1996, awarding ATK a basic contract and options valued at more than $100 million.

In 2000, ATK was awarded a $50 million contract from a U.S. ally to produce a similar tactical barrier system on a different vehicle. A number of other allied nations have expressed strong interest in procuring similar systems for their military forces.

Any Cut in U.S. Missile Defense Budget `Harmful,` Rumsfeld Says
      By Tony Capaccio

Washington, Sept. 6 (Bloomberg) -- A Senate committee`s projected cut of $1.3 billion in the Bush administration`s budget for missile defense could set back both the program and U.S. efforts to win Russia`s acceptance of the system, said Defense Secretary Donald Rumsfeld.

The Senate Armed Services Committee is set to make the cut tomorrow because the full $8.3 billion request isn`t justified, particularly since the administration hasn`t said whether it would fund activities that violate the 1972 Anti-Ballistic Missile Treaty, the committee chairman, Democrat Carl Levin of Michigan, told the Washington Post.

The request is about $3 billion more than the Clinton administration earmarked for fiscal 2002. Most of the extra money would pay for expanded testing of air, sea and ground-based components of a ``layered`` missile defense system.

The cut would be ``very harmful,`` Rumsfeld told reporters at the Pentagon. ``It`s big as a percentage; it`s enormous. It delays things. It causes a change in the program that has been put together.``

The cut also would complicate U.S. efforts to reach an accord with Russia that replaces the ABM Treaty and accommodates missile defense, Rumsfeld said.

``What kind of a signal does it tell the Russians?`` he said. ``It tells them that at least that those individuals who proposed those things think differently than the president, and I suppose then that they make their calibrations based on that. No one could in any way characterize it as helpful.``

The committee`s cut would have to survive the full Senate and be reconciled with the Republican-controlled House Armed Services Committee`s approval of the full $8.3 billion over Democrats` efforts to shift about $1 billion to other military programs.

In addition, a cut could be restored by the House and Senate panels that approve spending for the fiscal year. Those panels have not yet started work on the defense budget.

      Levin`s Concern

Levin says the administration hasn`t clarified conflicting accounts as to whether missile defense testing planned for next year would violate the ABM Treaty.

The program has no firm price tag or definite deployment dates, but it includes testing and construction activities in fiscal 2002 that ``bump up against`` the treaty, Deputy Defense Secretary Paul Wolfowitz told the Senate committee July 12.

``We are on a collision course,`` he said. ``No one is pretending that what we`re doing is consistent with that treaty. We`ve either got to withdraw from it or replace it.``

Wolfowitz`s remarks were counter to testimony June 13 from the Pentagon`s top missile defense official, Air Force Lt. Gen. Ronald Kadish, who told the committee no test activities in fiscal 2002 would violate the treaty.

      A Running Discussion`

Rumsfeld said Levin and other missile defense skeptics are asking for unambiguous answers on ABM treaty violations where none exist.

``There`s been a running discussion on this very subject,`` he said. Rumsfeld repeated the administration`s statement that -- rather than violate the treaty -- it would give the six-month notice the treaty allows of intent to withdraw.

``It seems to me the answer is pretty clear: If we get to the point as the president has said it looks he can`t make a cooperative agreement with the Russians, he`ll have to make a decision as to what he does about it,`` Rumsfeld said. ``He doesn`t know when that will be.``

Boeing Co. is the top contractor on the ground-based system of interceptors, sensors and communications equipment that is the most technologically advanced of any U.S. antimissile system.

Terrorist Attacks May Spur Defense-Spending Increase By Jonathan Berr

Washington, Sept. 12 (Bloomberg) -- President Bush`s administration will face pressure from Congress to increase defense spending following yesterday`s terrorist attacks in New York City and Washington, industry experts and analysts said.

The spending probably would focus on counter-terrorism programs, bolstering espionage and other surveillance actions, rather than on weapons systems such as fighter jets. It is possible there will be calls for immediate increases, though a move to devote more funds to defense probably wouldn`t begin until the 2003 budget, analysts said.

Spending increases could lift the shares of defense contractors such as Lockheed Martin Corp., Raytheon Co. and Northrop Grumman Corp., said Sam Pearlstein, an analyst at First Union Securities. He said he doesn`t own stock in any of those companies.

``This is certain to lead to an increase in defense spending above what was expected,`` said Loren Thompson, executive director of the Lexington Institute, a research organization in Virginia specializing in defense issues. ``More importantly, we will be changing our spending priorities.``

President Bush`s proposed $61.4 billion 2002 budget for weapons purchases is $1.4 billion less that what had been requested by the Clinton administration. It`s also less than many industry analysts and investors had expected. Defense Secretary Donald Rumsfeld has said total current spending on anti-terrorism measures is about $11 billion.

      Unfortunate Benefit

Yesterday`s tragedy strengthens the case for the $329 billion defense-spending budget now before Congress, analysts said. It also should give Congress greater incentive to dip into Social Security funds to increase defense spending, said Christopher Hellman, a senior analyst at the Center for Defense Information in Washington.

``It`s kind of hard, as we count bodies, to use (Social Security) as political fodder,`` Hellman said. ``The Pentagon will get whatever it asks for, and probably then some.``

Lockheed Martin, the biggest defense contractor, stands to benefit the most from the change because of its ``substantial expertise in surveillance,`` Thompson said.

The proposed National Missile Defense system, President Bush`s plan to protect the U.S. from missile strikes, may find some of its potential funding shifted into other defense programs and to the CIA and FBI, said Donald Goldstein, a professor of security studies at the University of Pittsburgh.

      Dawning Realization

``It`s too costly at this time,`` Goldstein said. ``Our allies don`t want it. Consequently, we are going to ditch it for a while.``

The Senate Armed Services Committee is proposing to cut $1.3 billion from the missile-defense program, a move Rumsfeld opposes. The program`s biggest contractor is Boeing Co.

``It`s going to affect the ballistic-missile debate. Now the question is, are we putting too many eggs in one basket?`` for defense programs, said Michele Flournoy, defense analyst at the Center for Strategic and International Studies.

Proponents of missile defense will say the terrorist attacks only bolster arguments for the program because the next terrorist attack may be with a missile, perhaps launched from a ship, analysts said.

`` I think it`s a major mistake`` to take money from missile defense to fund counter-terrorism, said Congressman Duncan Hunter, a California Republican, who sits on the House Armed Services Committee. ``I reject the notion that you should compete them against each other.``

The US Defense budget is expected to grow considerably after the attacks. The U.S. defense industry has undergone dramatic consolidation resulting in the emergence of four dominant prime system contractors: Boeing (BA 43.46), Lockheed Martin (LMT 38.32), Northrop Grumman (NOC 81.94) and Raytheon (RTN 24.85). Others with large defense exposure include General Dynamics (GD 75.97), the Navy`s leading supplier of combat vessels, and TRW (TRW 33.89), which provides systems engineering, research and technical services. The caveat is that Boeing will be under pressure as the concern of lower air travel demand weighing on its commercial business will overshadow its defense segment. Earlier this year, there was much talk of defense budget cuts. We believe that the attacks fundamentally alter the country`s attitudes for the long term...There are over 1,400 airports worldwide providing service for roughly 2.5 billion passengers per year. Of these airports, over 550 are located in the US. The FAA has already said that security at airports will be beefed up which will help security equipment suppliers....Briefing.com expects some small cap bomb detection stocks to trade higher next week including Magal Security (MAGS 4.99). InVision (INVN 3.11) makes 3D scanners while Viisage Tech (VISG 1.94) sells face recognition software...BusinessWeek is highlighting a couple of stocks that could benefit: Intelli-Check Inc (IDN 8.60), a provider of document verification systems and Armor Holdings (AH 14.30), a security gear maker....While all defense will be bolstered, there will be an immediate focus on ISR (intelligence, surveillance and reconnaissance) abilities. An interesting company is L-3 Communications (LLL 63.00), which is much more focused on ISR than the diversified names above. LLL sells secure, high data rate communications for military and other US reconnaissance and surveillance applications.

Private Jets in Demand After Terrorist Attacks, Companies Say
      By Peter Robison

New York, Sept. 19 (Bloomberg) - Interest in traveling on corporate jets is increasing in the wake of last week`s terrorist hijackings in New York and Washington, operators of air-charter companies said.

For some individuals and companies, paying $38,000 for a round-trip, transcontinental flight on a Gulfstream jet seems reasonable in return for the security and speed of charters, which allow clients to be whisked to their flights via limousine.

``People that can afford this kind of travel are always going to have that vision in their minds of those commercial aircraft flying into the Trade Center,`` said John DePalma, president of Avbase Aviation, based at Hopkins International Airport in Cleveland.

The company added extra shifts to handle a 50 percent increase in calls from potential clients, he said. Another air- charter company, Petersen Aviation in Van Nuys, California, estimates it`s getting 10 to 15 calls an hour compared with five before the attacks.

The renewed interest may be long-lasting and accelerate a shift away from commercial flights already underway, analysts said. Major carriers have been losing business to corporate charters and programs that let companies buy part-ownership in jets like condominium time-shares.

U.S. airlines have slashed schedules as much as 23 percent and tightened security procedures, leading to longer lines at check-in, after terrorists hijacked four jetliners and crashed three of them into U.S. landmarks.

      Delays

``You have an exacerbation of the reasons people fled scheduled air transport -- security concerns, delays, inconvenience,`` said Richard Aboulafia, director of aircraft consulting at the Teal Group in Fairfax, Virginia. ``Companies aren`t going to come out and advertise it, but the deaths of so many high-profile people will make everyone think twice.``

The producers and top executives of one reality-based television show started using Petersen Aviation`s service in the past week, and another ``large business`` said it won`t fly on scheduled commercial flights anymore, said Will Petersen, the company`s director of marketing. He wouldn`t disclose any names.

Executive Jet Inc., the world`s largest operator of private business jets, has seen an ``uptick in interest,`` said Kevin Russell, senior vice president of marketing. He said it wouldn`t be ``proper`` to cite a figure.

``Obviously the catastrophes of last week have made people focus on the safety and security and convenience that private aviation provides,`` he said.

Executive Jet, owned by Warren Buffett`s Berkshire Hathaway Inc., was the first to offer corporate jet time-shares in 1986.

A 1/16th share of a jet, with 50 hours of annual flight time, costs $400,000 to $2.6 million a year depending on the plane.

      Bombardier

Bombardier Inc. and Raytheon Co. offer similar programs. More than 3,700 companies and individuals used such time-share programs last year, up from 110 in 1993.

UAL Corp., owner of United Airlines, announced plans for a similar service in May. It said in June it would buy as many as 135 Gulfstream and Dassault SA Falcon jets. UAL plans to start taking deliveries as planned in April even after the attacks, which are expected to lead to a record loss of more than $5 billion for U.S. airlines this year.

``Our business plan is unchanged,`` said Steve Fuschelberger, vice president of marketing for the UAL service, called United BizJet Holdings.

Time-share programs have helped support booming sales of business jets. Sales of business jets have tripled in value since 1995 to an estimated $11 billion this year, Aboulafia said, with deliveries surging to 728 from 307 in the same period.

The major manufacturers are General Dynamics Corp.`s Gulfstream; Bombardier, which makes the Learjet and Challenger models; Dassault SA, which makes the Falcon; Textron Inc.`s Cessna; and Raytheon, maker of the Hawker.

``It`s one of the few segments of civil aerospace where the upside may just outweigh the downside`` of the attacks, Aboulafia said, adding that the companies still face the likelihood of reduced travel budgets and an economic slowdown.

Corporate jets aren`t immune from security concerns, either. On Friday air-traffic controllers cleared one Avbase jet to fly to Chicago`s Midway Airport but the plane was diverted to Gary, Indiana, when the airport demanded a codeword the pilot didn`t have, DePalma said. A police SWAT team met the plane at the airport in Gary.

      ATK: Price/Book:-4.42-Price/Sales: 1.19-Price/Earnings: 24.52
      CSCO:Price/Book:-4.54-Price/Sales: 7.07-Price/Earnings: miese
      INTC:Price/Book:-6.26-Price/Sales: 8.68-Price/Earnings:179.14

      Verdammtes shuttle!

      Reuters
Before the Bell: Alliant Tech, Boeing Off
Monday February 3, 8:10 am ET

NEW YORK (Reuters) - Shares of Alliant Techsystems Inc. (NYSE:ATK - News), a space shuttle contractor, fell 13.5 percent in trading before the opening bell on Monday after the space shuttle Columbia broke up over the weekend.

Alliant, one of just a handful of publicly traded contractors on the space shuttle program, builds the twin solid rocket boosters that provide the shuttle`s initial lift from the launch pad. Boeing Co. (NYSE:BA - News) and Lockheed Martin Corp. (NYSE:LMT - News) are the program`s principal contractors, through a joint venture named United Space Alliance.

Alliant shares fell $7.36 in trading on electronic brokerage Instinet at $47.50, from their closing price Friday of $54.36 on the New York Stock Exchange.

Lockheed shares were not trading on Instinet in the United States, but fell 1.9 percent in trading in Frankfurt, Germany, to $50.22 from Friday`s close of $51.05. Boeing fell to $31.49 in Frankfurt, down from $31.59.
