Manila says will consider buying 2 Enron contracts
MANILA, Dec 4 (Reuters) - Philippine state-owned generator National Power Corp (Napocor) is looking at buying Enron Corp`s (NYSE:ENE - news) two power plant contracts in the country, Napocor Chairman and Energy Secretary Vincent Perez said on Tuesday.

Enron, which filed for Chapter 11 bankruptcy protection in the United States at the weekend, owns an oil-based power plant in Batangas in the southern part of the main Luzon island and another plant at Subic Bay, north of Manila.
The two plants were set up by Enron, the world`s dominant energy trader, under a build-operate-transfer arrangement with the government to supply electricity to Napocor. The supply contract of the Batangas plant expires in July 2003 while the other expires in March 2009.
Perez said any state buyout of the unexpired portion of the contracts would depend on Enron offering Napocor a good deal.
``They offered to sell the contracts to Napocor and we said we would only do that for an attractive discount rate... They offered a low discount rate but we didn`t commit on that...but if they come back to Napocor and PSALM (Private Sector Assets and Liabilities Management Corp) with an attractive discount rate at which they wish to sell then we are prepared to sit down with them.``
Enron had initially offered a 12 percent discount for the contracts, he said.
PSALM is the firm created to take over Napocor assets in line with their planned sale to the private sector, under the country`s new electricity sector restructuring law.

Enron`s German shares surge after emergency funding
FRANKFURT, Dec 4 (Reuters) - German-listed shares in ruined Enron Corp (NYSE:ENE - news) surged 23 percent on Tuesday after the group said it had secured an $1.5 billion emergency round of financing.
Enron shares were 27.66 percent higher at 0.60 euros by 0855 GMT, the fourth most-heavily traded stock on Deutsche Boerse`s Xetra electronic trading system in volume of 762,770 shares.
Enron secured the financing to run a skeleton operation, a day after the former energy giant filed the biggest bankruptcy in U.S. corporate history.
