VANCOUVER, BRITISH COLUMBIA--(Marketwired - Oct. 28, 2013) - Africa Oil Corp. (TSX VENTURE:AOI)(OMX:AOI) ("Africa Oil" or the "Company") announces that the Company and its operating partner, Tullow Oil plc ("Tullow" or, together, the "Partnership"), have temporarily suspended all operations as a precautionary measure in Block 10BB and Block 13T in Northern Kenya. This decision follows demonstrations by local people regarding concerns around employment.

Africa Oil and Tullow take their relationship with the local communities extremely seriously and the decision to suspend exploration and appraisal operations was taken to prevent further escalation of the demonstrations while discussions to resolve this issue for the long term are ongoing.

Africa Oil and Tullow are working closely with the local communities, the local Government and the national Government so that work can resume on Blocks 10BB and 13T as soon as possible. The Partnership is fully committed to utilising as many local workers and local services as possible and currently employs over 800 people from the Turkana region out of the 1,400 people currently employed on the Partnership's Kenyan operations.

      Oil drilling halted after row

      By SAMMY LUTTA

Kenya’s search for oil has suffered a temporary setback after an international company suspended its operations due to public protests targeting its sites in Turkana County at the weekend.

Tullow Oil Kenya — which has in recent months announced significant oil finds that promise to be commercially viable — on Sunday announced that it had suspended its operations due to the demonstrations by area residents demanding to be employed at the company’s sites, including Ngamia 1 and Twiga 1, which are its biggest operations.

Led by MPs James Lomenen (Turkana South) and Nicholas Ngikor (Turkana East), hundreds of residents marched on the oil sites, demanding an explanation from Tullow president on criteria the firm used to hire workers.

They also wanted to know who was responsible for tendering. Rolls Company, which has been subcontracted to provide car hire services, should be blocked, they further demanded even as Turkana Governor Josephat Nanok distanced himself from the protests saying: “We in County Government are not in support of any action that negatively affects investment.”

      FEARS OF SAFETY

Demonstrators blocked all roads leading to drilling sites at Kalapata, Lokichar, Lochor Emoit, Kaalmorog, Kakongu in Turkana South and Nakukulas and Lokichada in Turkana East and vowed not to back down until their demands are met.

On Sunday, the British oil firm, through its public relations firm, Africa Practice, said it had suspended all drilling operations and expressed fears for the safety of its staff.

“Tullow confirms that there have been a number of demonstrations at Tullow operated sites in Northern Kenya today (Saturday, October 26) regarding local concerns around employment. We are working with the central and county government to bring these demonstrations to a peaceful and orderly close as soon as possible. We have temporarily suspended our operations across Block 10BB and Block 13T in Turkana East and Turkana South sub-counties. The priority at the moment is to ensure the safety and security of our staff,” Tullow said in a statement.

The closure could cost Tullow millions of shillings in lost time as this will further delay its exploration and drilling programme.

“Our primary concern remains the safety of all our staff — both Kenyan nationals and expatriate staff. We are working closely with the relevant stakeholders to resolve the situation as soon as possible,” the statement said.

“We have a long term view of our operations in Kenya and are committed to working with the government, the communities and the people of Kenya to ensure that the newly found resource brings lasting benefits to all Kenyans.”

Earlier, Mr Lomenen had accused Tullow of failing to give supply tenders to area residents. “We have vegetables, meat, water and charcoal. Must they get these from Nairobi?” he asked.

A group of elders joined the protesters at Twiga 1, demanding to be addressed by the company’s president and officials from the Energy ministry.

After a three-hour wait, they led protesters to storm Twiga 1 camp, demanding that all workers leave, especially those subcontracted to Rolls Company. Some workers said they had lost valuables, including phones and laptop computers, during the incident.

Tullow announced discovery of oil in Kenya last year after tests on Twiga-1 and Ngamia-1 confirmed the two wells had a potential of 250 million barrels of oil. In September, the firm announced it had struck oil in Agete-1 and Ekale-1.

      ( Interactiv Investor www.iii.co.uk )

"Will be in the news tomorrow, spoke to one of the guys up their about to get on the plane,"

Kenyan Official Seeks Government Action as Oil Drilling Halted

A view of where the drilling equipment at the Paipai well meets the ground, in Turkana, northern Kenya.

      Reuters, October 27, 2013

NAIROBI — Drilling was suspended for a second day on Sunday at Tullow Oil's two exploration blocks in northwest Kenya because of local protests, and a senior local official called for intervention by the government.

Tullow Oil said late on Saturday it had temporarily suspended drilling operations on Block 10BB and Block 13T in northwest Kenya due to security concerns after local residents held protests demanding more jobs at the sites.

Josphat Nanok, the governor for Turkana County, said that local lawmakers also had spurred residents in the area to hold demonstrations over unspecified grievances.

“These protests have now turned more or less violent to a point where national government has to intervene. It's also been fuelled by the local members of parliament. The grievances are not so clear,” he told Reuters by phone.

“This is an issue now with the national government. It's escalated to (a matter of) security, so let national government deal with it.”

Tullow and its partner Africa Oil have struck oil on both blocks and are in the process of determining its commercial viability.

The police have increased security patrols in the affected areas but have made no arrests, Administration Police spokesman Masoud Mwinyi said.

“I can confirm there was a protest on Saturday by local people protesting on being denied employment. The local administration and leaders in the region are in a meeting trying to resolve the dispute,” Mwinyi said.

Tullow officials could not immediately be reached for comment, but the company has said that about 860 of the 1,400 workers on the drilling sites hail from the area.

On Saturday, Tullow said it would not comment on whether any of its staff had to be evacuated from the sites, which are located in a remote part of the east African nation.

In July, London-listed Tullow, which is already producing oil in Ghana and awaiting government approval to do so in Uganda, estimated resources in the Lokichar basin in Kenya's northwest at 300 million barrels of crude oil.

Tullow holds a 50 percent stake and is the operator of both the 13T and 10BB blocks, with Africa Oil holding the rest.

We now have 108 people working in Kenya, of which 86% are nationals. A group of 10 Kenyan students were accepted onto the Tullow Group Scholarship scheme in September 2012. They will now study in the UK for oil and gas related qualifications, to build the capacity needed to develop the oil and gas industry in their home country.
