and on the other hand - bad news in britain :

Scots wind-turbine firms in crisis as new orders dry up

      JAMES REYNOLDS
      ENVIRONMENT CORRESPONDENT

PLANNING refusals and objections from campaigners opposed to the building of huge turbines have left the wind energy industry in Scotland in crisis.

Two of the country?s biggest manufacturing plants for turbine parts are considering slashing jobs to stay in business, The Scotsman has learned.

One blade-manufacturing factory in Kirkcaldy could face closure by the end of the month unless new contracts or a last-minute buyer can be found. The workforce at NOI Scotland?s plant has already been cut from 75 to a skeleton staff of 30, who are working on a trio of blade contracts, and preparations are under way to shut down.

Bill Chrystal, the commercial director, told the industry magazine Renewable Energy News that discussions were taking place with a number of parties to try to salvage one of the United Kingdom?s few manufacturers for the renewable-energy industry. Scottish Enterprise in Fife is also working with the blade manufacturer to try to secure a buyer for the business as a going concern.

Discussions are believed to have taken place with several industry leaders, including the Danish turbine producer Bonus and the American company GE.

However, Renewable Energy News reports that market observers are sceptical about the chances of a big name buying the facility.

Jobs are also under threat at Vestas Celtic, in Machrihanish, through a lack of orders for turbine parts from customers in Scotland and Northern Ireland, only two years after Jack McConnell, the First Minister, opened the £12 million plant.

Now it seems that, unless there is an increase in orders, redundancies may be on the cards.

A decision is expected within the next few weeks.

Jason Ormiston, senior wind energy officer for Scottish Renewables, the industry forum, said: "Clearly, the orders are not coming through in the volume that Vestas requires to keep going, and this demonstrates the importance of bringing on more approvals of proposed wind farms across Scotland and also in the UK.

"That is up to the planners, the Scottish Executive and the developers, who have to demonstrate the quality of their schemes. I believe the developers have been able to do that, but there is some nervousness in the planning departments and at the Executive about giving the green light to these developments on a quicker basis."

Mr Ormiston went on: "The anti-wind-farm brigade have been effective in getting their message across, but I still believe that they are a vocal minority. They have got a much better play in the media than the renewables industry has, and that is a problem for the industry."

A spokesman for the Executive said: "The industry is still comparatively new, and fluctuations in demand are to be expected. In general, however, the renewable energy industry can create and support thousands of jobs across Scotland. ."

Gillian Bishop, of the wind farm protest group Views of Scotland, said: "It has always been something of a mystery as to where the promised thousands of wind-related jobs were going to come from. Denmark dominates the turbine market and I understand neither the failed Arnish yard nor Machrihanish is able to assemble the giant turbines which tend to make up current applications."

      FIGURING OUT THE FACTS

There are 28 wind farms, with a total of 312 turbines, in Scotland.

? Twenty further projects have been given the green light, which will add 376 turbines.

? A wind turbine lasts about 20 to 25 years.

? They start operating at wind speeds of about 10mph and reach maximum power output at about 33mph.

? Electricity produced by wind farms costs on average 3p per kilowatt. National Grid power generally costs four and a half pence per kilowatt.

? Large turbines that sell power to the national grid can be financially viable where the average wind speed is more than 15mph.

? Small turbines, such as those in remote places not served by the national grid, may be viable with average wind speeds as low as 11mph.

? The total project cost of a single, large, grid-connected wind turbine is about £500,000.

? One 600kW turbine produces enough electricity for about 375 homes.

? The total power capacity of wind farms in Scotland is about 300 megawatts.

      (....) 31.8.2004: Vestas A/S liefert 54 Windturbinen nach Australien
