As TransCanada has proved abundantly, burying an oil pipeline in Nebraska is a controversial idea.
Drilling straight down in the Elk Creek area in search of niobium and other rare and pricey elements is a much more popular concept.
TransCanada hit stiff resistance in the Nebraska Sandhills in getting people to sign pipeline easements. Another Canadian company, Quantum Rare Earth Development, has fared much better in collecting some 50 signatures on mineral option leases along Nebraska 50 about 70 miles southeast of Lincoln.
Unfortunately, it takes time to raise money to add to the $2 million Quantum already has spent in 2011 in drilling five test holes to an average depth of 2,400 feet.
"Things have certainly slowed down, that's for sure," Quantum executive Peter Dickey said from his office in Vancouver. "We hoped to get back drilling this fall. But funds are a little tight, as they have been with a lot of companies right now."
That means the most immediate concern is what Dickey described as "a small capital raise" that can help pay for more drilling next spring.
Elk Creek and niobium moved into the Nebraska news spotlight early this year when Quantum announced that it would come to a site abandoned by another company, Molycorp, in the 1970s.
California-based Molycorp found niobium -- prized by the aeronautics industry as an ingredient in super-hardened steel and for other uses -- but the deposits weren't rich enough to cover the cost-benefit ratio decades ago.
Since then, the price per pound has soared, and it has become more clear that Brazil is the only known source of reliable supplies.
Eldon and Esther Buethe, who farm just east of Nebraska 50 and west of Elk Creek, are among those who signed lease options.
"It's at a standstill right now," Esther Buethe acknowledged in a recent telephone interview. "They're not drilling."
But she's still optimistic that Quantum will succeed where Molycorp failed. "I don't think they'll let it go," she said of Quantum's drilling timetable.
Core samples collected by Quantum look promising, Dickey said, but appeals to potential investors require "independent reports on the economics of it, which is always a big necessity."
With that in mind, "we're looking at having a third-party, independent report done for us to confirm what we believe internally."
He expects to have it in hand during the first quarter of 2012.
Earlier on, Dickey described the potential at Elk Creek as involving hundreds of jobs and hundreds of millions of dollars in mining investment.
His most recent message about more drilling to those who signed lease options?
"It's all dependent on funding," he said. "But we hope to get in there as early as we can in 2012. … It's likely it will not happen until at least February."
