Kofax Ascent Capture Solves Challenge Of Access For Las Vegas City Clerk`s Office

Las Vegas has tripled in size during the past 20 years, which makes it one of the fastest growing cities in the United States.

Development of homes, commercial sites, resorts and hotels continues to expand rapidly. With such a booming economy, inquiries about zoning, past development, ordinances, approvals and voting records of council members flood into the Las Vegas city clerk`s office daily.

Drowning in the Desert
The desert metropolis was drowning in a sea of paper. A recent count confirmed that Las Vegas stores more than 1.5 million pieces of paper spread among multiple locations. Staff manually searched storage rooms filled with shelves of bound volumes. After looking through rooms stacked with paper documents, a clerk might finally locate the requested date and possible document, only to find that the information had been misfiled, with no easy way to find it.

The city clerk`s office needed a far more efficient way to store, search and retrieve documents to keep pace with the city`s growth. And soon. The city`s document repository currently adds 3,000 pages per month -- consuming more warehouse space and making information increasingly difficult and expensive to locate.

Solving the Problem
Jesse Palmer of Innovision, a Kofax reseller based in Phoenix, worked with Sharon Kuhns in the Las Vegas city clerk`s office to implement a document imaging solution that would solve the challenge. Innovision designed a solution using Kofax Ascent Capture software, the company`s Adrenaline image processing accelerator, along with IMR`s Alchemy document repository, to capture the records and create a database with structure for search and retrieval. Ascent Capture, noted for its robust and sophisticated image processing, batch integrity and recognition features, won praise for its quick and accurate performance.

"We are using the latest Kofax software," said Sharon Kuhns, records administrator for the city of Las Vegas. "It took us five or six months working with Ascent Capture with Adrenaline to realize how powerful it is. Ascent`s scalability is another asset. With government records stretching back 100 years, we needed a product that would grow with our ability to assign resources. We might scan a few hundred images one day, and thousands the next."

Self Service via the Web
The goal of the city clerk`s office is to process up to 50,000 images per week and to have all information available to the public online. Currently, the office is sharing documents internally and responding to public requests by sending documents directly through email. Eventually, the application will enable anyone to visit the city Web site, access information, locate a particular document and print the requested information.

In addition to responding to daily inquiries and accessing specific documents, the Las Vegas city clerk`s office views the process as a reference and researching tool, enabling access and distribution of historical information. From the clerk`s office or from home, anyone could locate a zoning regulation, building document or council vote from 1982 -- or 1912 for that matter -- and within minutes be able to reference the information.

Jesse Palmer of Innovision said, "The need for this application is widespread and will be useful to a lot of municipalities. With the vastness of public records, technology like Ascent Capture allows archiving and access to information without the need to keep buying warehouses.

"Today`s technology saves time, money and speeds the process of information access, he added. "By allowing people to locate and retrieve information directly, even from their homes, city workers are more productive and can concentrate on other responsibilities.

"The Kofax solution has been our lifeboat."
