PNG: Provinces Cautioned On Autonomy Plans

Papua New Guinea’s Parliament has been told that provinces considering an autonomous government, like Bougainville should be cautious.

Inter-Government Relations Minister, Peter Barter made the warning in response to questions from Morobe Governor, Luther Wenge relating to the violation of the National Constitution, if other provinces would also have autonomy.

Sir Peter said these were important considerations and the Government in response, was considering re-establishing the Constitutional Review Commission, to re-look the autonomy issue.

He said this would have to be discussed at the National Executive level for a decision.

Sir Peter said the government in whatever deliberations it made on autonomy, must conduct itself properly because some provinces had the capacity to have autonomy, whilst others were not.

The minister also told the House, he was proud that the Bougainville Constitution has been described as ‘fair’.

Sir Peter added that a detail report of the islands autonomy and constitution would be presented to Parliament once everything was in place.

He will be in Bougainville today for talks on Bougainville`s autonomous Government….NBC/PNS

PNG: PNG Recalls Diplomats

Papua New Guinea’s National Executive Council has endorsed the appointment of new Heads of Missions overseas, while three others have been recalled home.

Acting Prime Minister and Minister for Foreign Affairs, Sir Rabbie Namaliu says the new appointments are for Australia, New Zealand and Fiji.

Cabinet has also endorsed the extension of terms of appointment for Robert Aitsi who is based in New York, Ms Jean Kekedo in London and Mr Michael Maue in Tokyo for a further three years.

The changes to the Heads of Missions will be effective, once cleared by the respective governments.

NBC reports that in the new appointments, PNG`s mission in Canberra will now be headed by Charles Lepani who`s had extensive experience in the private and public sectors.

Sir Rabbie says former parliamentarian, Bernard Narakobi is the new High Commissioner to New Zealand and accredited to Tonga, Samoa, Cook Islands and Niue.

Mr Peter Eafeare will move to Suva to replace Alexis Maino. He will also be responsible for Nauru, Kiribati and Tuvalu.

The PNG Embassy in Korea has been re-opened and Kuma Aua current secretary for Mining will look after the office.

The other two recalled are Renagi Lohia in Canberra and Mrs Lucy Bogari in Wellington.

Kurse um die 0,35 EUR waren doch damals schon übliches Geplänkel ohne konkrete Wiedereröffnungsphatasie und ohne Hoffnung auf ein Kriegsende. Aber heute, gerade wegen dem geschichtlichen Durchbruch auf Bougainville, sollte der Kurs eher über 0,50 EUR als unter 0,30 EUR zu finden sein. Denn, so wie auch Lorenz schrieb, kann es im jetzigen Stadium und bei den heutigen Kursen kaum eine bessere Aussicht für die Aktionäre geben. Deswegen negro sind wir ja auch zur Zeit 0,90 A$ näher als an 0,55 A$ ...

Ferner hat Bougainville jetzt eine eigene Verfassung, eigene Polizeikräfte und sogar eine eigene Gerichtsbarkeit bekommen, was sie früher trotz Kurse um die 0,35 EUR noch nicht hatten. Diese drei Elemente der Demokratie können jetzt in den verbleibenden 3 Monaten die Sicherheit auf der Insel aufbauen, welche von dem Vorstand immer wieder als Grundvoraussetzung für eine Wiedereröffnung genannt wurde. Ein gutes Timing.

1.) Die Sicherheit wird bis zu den Wahlen im Mai hergestellt.

2.) Die Grundvorausetzungen für eine Wiedereröffnung wären sodann gegeben.

3.) Beide Parteien, Vorstand von BOC und die neu gewählte Regierung, hätten grünes Licht ...


Fazit: Mit zunehmender Sicherheitslage dürfte auch der Kurs von BOC weiter anziehen.

Election road map out

THE “road map” for the elections and establishment of the autonomous Bougainville Government is out.
The Bougainville Transitional Consultative Council said this yesterday.
The council said its assumptions for the “road map” included the law and order conditions, progress, funding and other resources to be available at the time required.
It also included Papua New Guinea Electoral Commission support to be made available and former years’ allowances and expenses to be paid before the start of election schedule.
These are the dates and events approved by the council:
* Provincial assembly enactment of the Bougainville People’s Congress Act (February 3) to give the congress formal recognition as a consultative and advisory body to the IBPNG;
* Port Moresby resource officers’ visit (February 7 to Feb 18);
* Compile roll (April 1 to 7);
* Issue of writs (April 14);
* Nomination (April 14 to 27);
* Printing of ballot papers (April 25 to May 3);
* Polling and counting (May 20 to June 2);
* Return of writs (June 9);
* Swearing in ceremony (June 9);
* Assumption of office — president and member (June 11);
* First sitting of members (June 13 to 24); and
* Members induction seminar (June 27 – July 8).

Judiciary arm opens legal year

THE Bougainville judiciary opened its legal year on Monday with a guard of honour hosted by Bougainville police.
Visiting judge Justice Greg Lay arrived on the island on Saturday to sit for the February circuit and listen to court hearings — mostly trials and bail applications.
In addressing the parade, Justice Lay expressed his commitment in working with the police and judicial system in ensuring that there was justice for law breakers. He met with legal executives and the disciplinary institutional heads to discuss matters relating to court issues during the first part of the day.
The court advised on Monday there were more than 114 cases to be covered between this month and April.
The National Court convened its hearing for the first time in Buka last December after five years absence from the island.
Justice Mark Sevua came to the island to hear the cases with other administrative tasks and plan for the 2005 court circuit.
In December, there were 127 outstanding cases dating back to 1997 but the number was cut down after the first visit.
