Dollarmilliarden für zweifelhafte Verkehrsprojekte

232 Millionen Dolllar für eine Brücke zu einer Insel mit nur 50 Bewohnern, eine Straße, die nach dem Präsidenten-Freund Don Young benannt wird ... Genüsslich listen US-Medien auf, wofür Präsident George W. Bushs Straßenbaugesetz Milliardenausgaben vorsieht.

Eigentlich war das neue Straßenbaugesetz selbst dem notorischen Schuldenritter George Bush zu teuer: gut 286 Milliarden Dollar für die Verbesserung des Transportnetzes, und das bei tiefroten Haushaltszahlen. Aber dann hat er doch noch grünes Licht gegeben. Weil dieses rund 1000 Seiten dicke Gesetz vielen Autofahrern das Leben leichter macht - und vor allem vielen Bush-Freunden im Kongress hilft, bei den Wahlen 2006 ihre Mandate zu verteidigen. Bush stellt sich derweil hin und verkauft die Sache als nationale Wohltat: "Dieses Gesetz schafft Hunderttausende neuer Jobs, es verbessert die Infrastruktur und rettet Leben."

Tatsächlich sichert es wohl eher das politische Überleben von Senatoren und Abgeordneten im Repräsentantenhaus, die sich ab sofort die renovierte Brücke hier oder die nagelneue Autobahn da als Ergebnis ihrer erfolgreichen Arbeit in Washington an den Hut stecken und damit beim Wähler punkten können. Etwa ein Zehntel der 286 Milliarden Dollar ist fest verplant für mehr als 6000 nicht zwingend sinnvolle Prestigeprojekte ehrgeiziger Politiker.
Millionenprojekt im Wahlbezirk des Ausschusschefs

In den Zeitungen des Landes werden genussvoll die unsinnigsten aufgezählt: 223 Millionen gibt es für den Neubau einer Brücke in Alaska, die eine Insel mit dem Festland verbindet, auf der gerade einmal 50 Leute leben. Eine andere ähnlich teure Brücke wird zwischen Anchorage und einem noch komplett unerschlossen Flecken Land gebaut. Der Name dieses Projektes: "Don Young’s Way". Don Young ist der mächtige Chef des Verkehrsausschusses: Er hat die Millionen für seinen Wahlkreis an Land gezogen. Der Republikaner führt mit einer knappen Milliarde Dollar die Hitliste der besonders erfolgreichen Geldbeschaffer an, gefolgt vom Kalifornier Bill Thomas mit 630 und dem Demokraten James Oberstar aus Minnesota mit für ein Mitglied der Opposition immer noch beachtlichen 121 Millionen Dollar. Die drei reiben sich Hände, während Kritiker des Gesetzes ihre über dem Kopf zusammenschlagen.
Politik mit dem Fleischfass hat in den USA Tradition

"Kein Amerikaner steht deshalb kürzer im Stau, aber mächtige Politiker kriegen viel Geld für ihre Lieblingsprojekte", meint Keith Ashdown, der Sprecher einer Organisation mit dem optimistischen Namen "Steuerzahler für gesunden Menschenverstand".

Der Aufschrei im Land ist nicht zu überhören, aber er wird bald wieder verklungen sein. Öffentliches Geld für Renommierprojekte politischer Freunde des Präsidenten - das ist eine Tradition in den USA schon seit dem 19. Jahrhundert. Man nennt das Ganze "pork barrel politics"(Politik mit dem Fleischfass). Ein Begriff aus der düsteren Zeit vor dem Bürgerkrieg: Damals hatten Grundbesitzer ihren Sklaven von Zeit zu Zeit gepökeltes Schweinefleisch aus einem Holzfass vor die Füße geworfen und sich dann am Anblick der über die Brocken herfallenden Halbverhungerten erfreut ...

Naja nicht ganz, denn die bauen zwar eine teuere Brücke, aber haben dann wenigstens noch das Geld um eine Strasse dorthin zu bauen, damit diese genutzt werden kann.Bei uns nicht selbstverständlich.(siehe Schwarzbuch der Steuerzahler)
