Kuzbassenergo tariff hike will be insufficient
Kuzbassenergo is expected to raise its electricity tariffs by an average 10% in the near future. The main reason for the
increase is a 20% price rise for coal from the Kuznetsk basin. The coal hike is expected to be in two stages - 10% in Au-gust
and 10% in September.
Useful energy supply in the region increased by 4.4% in the
first half of this year compared with the same period of
1999. However, output by Kuzbassenergo from its own fa-cilities
grew by only 2%, and there was minimal benefit for
the company`s financial performance. The only realistic
means of improving the company`s financial situation is to
raise tariffs. Household tariffs in the Kuzbass region were
among the lowest in Russia over the last three years at 10
kopeks per kWh. At the end of May prime minister Mikhail
Kasyanov signed an order for Kuzbass household tariffs to
be increased to 23 kopeks per kWh. However, the regional
governor, Aman Tuleyev, refused to accept the rise and set
a level of 15 kopeks instead. Rapid growth in the price of
coal, which is the feedstock for nearly all Kuzbassenergo
generating, will probably force the governors to accept a
further increase. Otherwise Kuzbassenergo could face a
loss of R300m ($10.6m) this year according to company
forecasts.

cheaper than coal from local mines, on which Kuz-bassenergo
is now reliant.
Development of the new mines will require large financing
(a new mine shaft costs between R700m and R1bn) and de-tails
will be discussed at a meeting next week between
Tuleyev and UES chief, Anatoly Chubais. UES wants to see
tariff increases in the region. But the local energy commis-sion
sanctioned an average rise of 11.3% on October 1
(compared with a requested rise of 30%) and will be unwill-ing
to make further concessions. Kuzbassenergo lacks funds
to cover its own costs and will clearly be unable to finance
much of the new coalmine development. The Kemerovo

cover increases in the price of coal inputs and is insufficient to finance a planned investment program for 2001.
The investment program is supposed to include R690m for
re-equipment of power stations and R500m for work on
transmission infrastructure and other projects All of the
money is supposed to come from the company’s own re-sources.
Specific plans include installation of a new 30
megawatt turbogenerator at the Kemerovo power station
and upgrades at the Kuznetsk and South-Kuzbass stations.
Even if they can be fulfilled, the investment targets for 2001
will fall short of the company’s strategic plan for renewal of
its capacities over 10 years by annual investment of R2bn.
In any case it is doubtful that the company will be able to
achieve even the R1bn program this year.

for lighter industrial users (to 37 kopeks and 45.3 kopeks

only suffice to cover recent increases in the price of coal
from R216 to R280 per tonne.
It is likely that the tariff rises will not even be sufficient to
cover further increases in coal prices, expected during the
next 12 months. The Kuzbassenergo investment plan there-fore
seems doomed to fail unless the company can obtain
further significant rises in tariffs during the coming year.

Mal sehen, ob der Thread nicht wieder zum Leben erwacht? Ich habe gerade wieder Rostovenergo gekauft, hat jemand Erfahrungen mit den russischen Energieriesen. Angeblich wartet man da ja seit Jahren auf ein Art Dezentralisierung, wie schaut es aus? Zahlt es sich aus, die Werte sparsam ins Depot zu legen, oder ist in Russland jeder Knopf zuviel investiert?

Wie ich schon mal erwähnt, all zu viel Erfahrung mit Osteuropa habe ich nicht, aber das was ich bisher gelesen habe, verunsichert mich noch etwas. Ich denke nicht, dass vor allem Russland schon so weit ist, um als fester Anlageort zu gelten.
Die doch noch immer etwas wackelige Lage im Bezug auf die Machtverhältnisse ist nicht unerheblich. Und auch wenn davon berichtet wird, dass die Korruption seit dem Antreten von Putin zurück gegangen ist, so ist sie aber noch immer da. Und das nicht unerheblich.
Ein Freund von mir arbeitet bei einer Investmentbank, die auch in Moskau ansässig ist. Er sagte mir, dass die Unternehmensbewertungen als auch die Jahresabschlüsse in Russland teilweise nur noch in etwa angeben können. Es gibt zu viele Unklarheiten... Ungarn soll da schon viel fortschrittlicher sein. Die Gesetze sind strenger und werden kontrolliert.

Da hast Du natürlich vollkommen recht, aber man wäre ein Träumer, wenn man glauben würde, dass Insidergeschäfte und Korruption nur in Russland auftauchen. Sie Dir mal die Zeitungen durch, CDU-Spendenskandal, BSE-Krise, Bank Burgenlandskandal und das sind nur wenige Dinge, die halt zufällig auffliegen. Grausige Leute die andere Leute übers Ohr hauen gibts überall. Mich würde vor allem interessieren, ob die Ressourcen vor allem im Erdöl und Erdgasbereich ein Investment lohnen. Ich sehe da zum Beispiel Unternehmen wie RSNG, die unglaublich günstig bewertet sind und - wenn die Angaben stimmen, und das weiß man eben nicht so genau - auf einer Menge ungenützter Lagerstätten sitzen. So hätte man also kaum Risiko, wenn man auf lange Sicht spekuliert! Aber die Angaben kann man eben nicht überprüfen, das ist das Problem. Und solche Beispiele gäbe es viele .....

Leider kann ich Dir keine genaue Quelle und Daten liefern (werde aber noch suchen), aber ich kann mich erinnern, dass vor allem während der Zeit, als das Benzin sooo teuer war (jetzt schreiben die Zeitungen nur nix mehr drüber, da es schon langweilig ist), den Russen gute Chancen eingeräumt wurden.
Damals ist die Diskussion betreffend der Kanppheit der Rohstoffe wieder aufgegriffen worden und damals wurde Studien erwähnt, laut denen die Russen angeblich noch die größten Öl-Resourcen besitzen.
Kurzfristig denke ich nicht, dass das von Bedeutung ist, aber langfristig gesehen auf alle Fälle ein sehr wichtiger Aspekt für eine Investition in diese Richtung.
