      Thorium Power Enters Into $5 Million Consulting and Strategic Advisory Services Agreement With Foreign Government-Owned Entity
      Monday December 3, 9:00 am ET

      Company Selected to Assist in the Development of a Roadmap for Foreign Nation\'s New Nuclear Energy Program

      MCLEAN, VA--(MARKET WIRE)--Dec 3, 2007 -- Thorium Power, Ltd. (OTC BB:THPW.OB - News), the leading developer of low-waste, non-proliferative nuclear fuel technology for existing and future reactors, today announced that it has entered into a consulting and strategic advisory services agreement with a foreign government-owned entity to develop a roadmap as the first phase of a feasibility study for a prospective program to deploy civilian nuclear power plants. The roadmap will include recommendations related to timelines, organizational structure and priorities for subsequent phases of the program.

      ADVERTISEMENT
      The terms of the agreement call for an initial payment to Thorium Power of $5 million USD at the start of the first 15-week phase of the feasibility study on November 30, 2007.

      The agreement also provides a framework for a subsequent consulting engagement for the second phase of the feasibility study, which will be mutually agreed to by the Parties. The scope of the services under the agreement have been defined in consultation with appropriate authorities in the U.S. government in compliance with all applicable U.S. export controls. Thorium Power intends to communicate additional details about the client relationship once certain governmental steps are completed in both countries relating to potential additional work.

      Thorium Power was selected after a detailed technical review of the company\'s fuel designs by independent nuclear experts, as well as an extensive evaluation of the company\'s experience within the global nuclear industry and its expertise in non-proliferation issues.

      Precious Metal.... Thorium Power. (THPW)
      Your high school chemistry teacher probably didn't say much about Thorium, but the low profile element
      could be ready to make the move from the also-ran on the periodic table to critical building block of our energy future. The naturally occurring, slightly radioactive metal is similar to uranium in that it can be used to make nuclear energy, but it's three times as abundant, easier to mine, and leaves behind no weapons
      grade leftovers (and only a fraction of the waste). It's backers include India which has tons of the stuff and wants a nuclear energy program, and U.S. Senators from Utah and Nevada, current dumping grounds for U.S. nuclear waste. (Utah's Orrin Hatch proposed a thorium research bill last month.) So far the only working reactor is a test plant in Russia, but Thorium Power Ltd. of McLean, Va., owns the patent on the process and hopes to sell the idea to U.S. regulators. Could a thorium futures exchange be far away? TD

      THPW once again has gap opening
      A gap opening is a bullish indicator, thpw looks like the interest is building and a rise into the 40 cents range is about to occur. I have been buying for a year now, on the good news postings. Currently show a small gain, average price .35. I feel that in a short while this stock will have a daily fluctuation over .35.
      We are on to something BIG! The ten bagger is a definite possibility. The company web site looks like the best place to stay current:http://www.thoriumpower.com/default2.asp?nav=news.



      Re: THPW once again has gap opening
      It got up to .40 a couple of days ago.....so we know there is current interest at that price....but IMO, a 10 bagger is really a conservative forecast....for this stock--this is not only a money-making endeavor, but a humanitarian and earth friendly one as well....:eek::)



      ........wie häufig, darf man solche statements nicht
      überbewerten, jedoch wird schön ersichtlich, welch
      power hier noch entfacht werden kann !!!

      Government considering potential sites for nuclear plants; thorium reactors on cards news

      Mumbai: The site selection committee (SSC) of the union government has evaluated potential sites as offered by various states, including Madhya Pradesh, for locating nuclear power plants, minister of state in the Prime Minister''''s Office, Prithviraj Chavan, said.

      The committee has submitted its report and the government is studying the report for in-principle approval of the recommended sites, he said.

      The setting up of atomic plants would depend on the nuclear power programme and establishment of fuel linkages, Chavan informed the Lok Sabha.

      He said the government plans to improve the operation of nuclear power reactors and reduce the gestation period of reactors under construction. It is also trying to cut down on delays in exploration of new uranium mines, he said.

      The planning commission has allocated Rs11,000 crore for the department of atomic energy to carry out research and development during the 11th plan, the minister said.

      "We are also working to develop international civil nuclear cooperation to boost the country''''s nuclear electricity generation programme," he added.

      The minister had, on Wednesday, said the government was working towards evolving a consensus on the Indo-US civil nuclear deal, which will put the research on thorium-based reactors on the fast track.

      "We are hoping to get unanimity in the country over the nuclear deal," Chavan told the Lok Sabha.

      He said research on thorium-based nuclear reactors was on track and with international cooperation "it will be put on fast track."

      Thorium Power Ltd of the US, the leading developer of low-waste, non-proliferative nuclear fuel technology for existing and future reactors, meanwhile, said it has entered into a consulting and strategic advisory services agreement with a foreign government-owned entity to develop a roadmap - the first phase of a feasibility study - for prospective civilian nuclear power plants.

      The roadmap will include recommendations related to timelines, organisational structure and priorities for subsequent phases of the programme, it said.

      The terms of the agreement call for an initial payment to Thorium Power of $5 million at the start of the first 15-week phase of the feasibility study.

      The agreement also provides a framework for a subsequent consulting engagement for the second phase of the feasibility study, which will be mutually agreed to by the parties. The scope of the services under the agreement have been defined in consultation with appropriate authorities in the US government in compliance with all applicable US export controls.

      Thorium Power intends to communicate additional details about the client relationship once certain governmental steps are completed in both countries relating to potential additional work, it said.

      Mr. Lars Hogberg is the former Director General of the Swedish Nuclear Power Inspectorate, a position he held from 1989 to 1999.       Revenue for the three months ended March 31, 2008 was $3.8 million. Operating loss for the three months ended March 31, 2008 was $0.8 million, compared to an operating loss of $2.9 million for the same period last year. Net loss for the three months ended March 31, 2008 was $0.8 million, or $0.00 per share, compared to net loss of $2.8 million or $0.01 per share in the comparable period of 2007. As of March 31, 2008, the company had approximately $6.7 million of cash, cash equivalents and marketable securities and $3.8 million of working capital.

Robert Ihde will serve as Thorium Power’s Senior Vice President for Nuclear Technology while Dr. Claudio Filippone will serve in the capacity of Senior Director of Nuclear Technology Analysis.

      Mr. Ihde brings a wealth of experience to Thorium Power from his years in leadership positions with Areva and Babcock & Wilcox while Dr. Filippone’s extensive nuclear technology knowledge has been most recently applied as a professor of Nuclear Science at the University of Maryland.       The agreements are consistent with, and a result of, the UAE policy published in April 2008, for the evaluation and potential implementation of peaceful nuclear energy. Under one agreement, Thorium Power will provide strategic advice for the structuring and launch of Emirates Nuclear Energy Corporation (ENEC), the vehicle of the Government of the Emirate of Abu Dhabi that will develop and oversee nuclear energy development.       Fazit

      Fassen wir also nochmals zusammen. Das Konzept des Flüssigfluorid-Thorium-Reaktors hat entscheidende Vorteile:

      - Es ist sehr viel sicherer als herkömliche Designs, insbesondere sind herkömliche "GAU"s unmöglich
      - Es entstehen rund 1000 Mal weniger radioaktive Abfälle, die zudem nach 300 Jahren ungefährlich sind
      - Es besteht die Möglichkeit, bestehende radioaktive Abfälle mitzuverbrennen
      - Es ist unmöglich, Uran für den Bau von Atombomben abzuzweigen
      - Thorium, der Ausgangsstoff für den Brennstoffkreislauf, ist sehr viel günstiger und weltweit häufiger als Uran

      Warum werden denn nicht schon lange Flüssigfluorid-Thorium-Reaktoren gebaut? Zum einen hat sich die Entwicklung der Kernenergietechnik einseitig auf "Festkörper"-Kernreaktoren konzentriert. Die Erfahrung mit diesem Reaktortyp ist klein: in den USA, in Kanada und in Indien wurden bereits Reaktoren gebaut, die mit Thorium arbeiten, während Flüssigfluorid-Thorium-Reaktoren nur in den USA getestet wurden. Für die Ansprüche der Militärs jener Zeit, die eher einen schnellen Brüter im Sinn hatten, der grosse Mengen von Plutonium erzeugen konnte, genügte der Reaktor nicht den Ansprüchen, so dass die Finanzierung des Projekts in den 70er Jahren beendet wurde.

      In den letzten Jahren aber hat das Interesse in Thorium als Brennstoff für Kernkraftwerke stark zugenommen, unter anderem auch wegen dem stark gestiegenen Uran-Preis. Länder wie Norwegen steigen heute in die Erforschung von Flüssigfluorid-Thorium-Reaktoren ein, Indien, das über gigantische Thorium-Vorräte verfügt, will ebenfalls diese Art von Reaktor voran treiben, nicht zuletzt, um von ausländischem Uran unabhängig zu werden.

      Und wie sieht es mit der Schweiz aus?

      Hallo zusammen!

      Ich beobachte Thorium seit circa einem halben Jahr. Und bin immer wieder begeistert, wenn sich was tut.

      Mich würde folgendes interessieren, wenn mir da jemand weiterhlefen könnte wäre nett:

      1) Wann kann mit dem Bau des ersten "Thorium"-Reaktors gerechnet werden.

      2) Besitzt die Firma Thorium das komplette know-how auf diese entwicklung?

      3) Will die Firma irgendwann selber Thorium abbauen? Ist das lukrativ wie z.B. bei Forsys

      4) Welche anderen Thorium-Firmen gibt es noch (know-how und/oder Abbau)?

      Vielen Dank für euer know-how.

      die firma selbst verkauft nur ihre ideen (soweit ich die webseite verstanden habe ..) wie so ein reaktor funktionieren könnte (uran/thorium pellets, wie unsere holzpellets :laugh:) und da haben die patente darauf und schon viel herumexperimentiert ..
      wenn man sich hier weltweit ein reaktor-patent auf friedliche und sauberere kernenergie nutzung sichern kann (und damit auch müll abbauen kann) ist das sicher ein "mega"ton dollar gewinn ..

Equity und davon gerade noch 4,7Mio$ Cash.
      Im März 2008 gabs einen Quartal Net Loss von 787.935 USD, d.h. ohne weitere
      Verträge (und Indien dauert noch, da die Gesetze in USA erst gändert werden müssen) gibts bald neue Shares oder kein Licht mehr.
      Gabs schon eine Meldung dass mit "Fuel fabricators" geredet wird, mit welchen?
      Was kann man eigentlich für Patente verlangen, 10%-20% sind die Einsparungen in den Kernkraftwerken, wieviele Kernkraftwerke brauchen die damit Sie Gewinn machen? bei 10% von 50 MioUSD/Jahr sind das 5MioUSD Einsparung beim Kraftwerk, davon bekommen Sie vielleicht 10% d.h. 500.000USD/Kraftwerk/Jahr, bei 3MioUSD laufende Kosten im Quartal macht das 24 Kraftwerke.
      Kommisch dass sich das Ding so gut hält :confused:, andere "Öko"Aktien und selbst Unternehmen mit Gewinn fallen im Moment ins nichts ..

      in dem zusammenhang schau dir auch mal AAE an, den namhaftesten vertreiber von wind- energie in CAN. wurde mitte des jahres gewaltig abgestraft, aber steht mit jüngster news (meldung eines MILESTONE- auftrags) vor auferstehung...IMO!!!

      In her final days as secretary of state, Condoleezza Rice signed a nuclear-energy accord with a Gulf ally 80 kilometers, or 50 miles, from Iran, calling the measure "a powerful and timely model for the world."
      President Barack Obama is likely to agree.
      The deal with the United Arab Emirates is designed to assist the Arab nation in starting a nuclear-power industry that cannot be converted into a weapon-making enterprise. The agreement may help Obama keep his pledge to crack down on the production and smuggling of nuclear materials.
      He has called the spread of nuclear weapons "the gravest danger we face." That threat is increasing: With global electricity demand projected to double by 2030, dozens of countries across Asia, the Middle East, Africa and Latin America have expressed interest in nuclear power - and with any nuclear program comes the risk of proliferation.
      "The U.A.E. is doing it absolutely the right way," said Jon Wolfsthal, a former U.S. government monitor at North Korean and Russian nuclear facilities who will be advising Vice President Joseph Biden Jr. on proliferation. "We should not only support the U.A.E. deal, but it could be used as a model" for other countries to pursue nuclear power in a way that does not raise fears of clandestine weapons programs.
      A federation of Arab sheikdoms that borders Saudi Arabia, the U.A.E. has committed to buy nuclear fuel from foreign countries and send back spent supplies. It is the first country to pledge that it will not exercise its right under the Nuclear Non-Proliferation Treaty to enrich uranium or reprocess plutonium to make its own fuel. Those are also the only ways to create fissile material for bombs.
      In exchange, the Bush administration supported allowing U.S. companies to sell the Abu Dhabi government nuclear technology.
      The U.A.E. commitment is "a counterpoint to what Iran is doing," Wolfsthal said. Although Iran contracted to buy supplies from Russia and send spent fuel back, it has also insisted on enriching uranium, claiming it needs its own fuel. Like North Korea, which clandestinely reprocessed plutonium, Iran's suspected dual-use facilities have triggered international sanctions, and both countries have resisted economic incentives for closing them.
      Ben Chang, Obama's National Security Council spokesman, says the administration is studying the U.A.E. deal before deciding whether to send it to Congress, which will have 90 legislative days to block the agreement before it becomes law.
      Rejecting the accord would be counterproductive, says Andrew Grotto, a security analyst at the Center for American Progress in Washington, a public-policy group with ties to the Obama administration. Since the U.A.E. can legally buy nuclear-power technology from companies in France, Britain, Japan and other nations, blocking a U.S. agreement that includes safeguards against proliferation "would undermine our efforts to set a high bar for transparency," he said.
      The U.A.E. arrangement has won an unusual combination of support from both the U.S. nuclear-power industry - which stands to gain billions of dollars from selling technology and materials worldwide - and from nonproliferation experts including the former United Nations chief weapons inspector Hans Blix, who is now chairman of the Weapons of Mass Destruction Commission, based in Stockholm.
      At the headquarters of Thorium Power, a nuclear-energy company that is advising the U.A.E. on building its industry, the deal was celebrated as a blueprint for prospective programs in Saudi Arabia, Ukraine and elsewhere.
      Seth Grae, the chief executive, is trying to develop a "proliferation-proof" fuel based on thorium, a metallic element that theoretically could not be reprocessed for weapons use. The company's advisers include Blix, who is also a former director general of the International Atomic Energy Agency in Vienna.
      Other ideas to halt proliferation include creating an international fuel bank to discourage countries from making their own fuel, a proposal Obama supports. The project, spearheaded by Nuclear Threat Initiative, based in Washington, has been funded by the investor Warren Buffett, the U.S. government, the U.A.E., the European Union and Norway.
      Many experts say the 45 nations that sell nuclear-energy technology need to tighten their export controls. George Perkovich, director of the nonproliferation program at the Carnegie Endowment for International Peace, says all suppliers should take back spent fuel so plutonium cannot be reprocessed.
      By voluntarily pledging not to seek sensitive nuclear technology, the U.A.E. sets "the gold standard" that other nations should emulate, said Thomas Graham Jr., a former top U.S. arms-control negotiator who is now Thorium's executive chairman.
      There are some objections to the agreement. Representative Ileana Ros-Lehtinen, a Florida Republican, has questioned security at the U.A.E.'s port in Dubai, a nexus for the proliferation network once run by the Pakistani nuclear scientist A.Q. Khan that supplied Iran, North Korea and Libya with sensitive nuclear material. Blix says there are ways to avoid this problem: If "Congress has concerns about leakage of technology to Iran, assurances of export controls would be in order."
      Joseph Cirincione, president of the Ploughshares Fund, a nonproliferation foundation in San Francisco, says he worries that power plants can be "the starter kits for nuclear weapons" and that some nations may have ulterior motives in seeking nuclear energy.
      "Iran's rivals cannot afford to let it gain the military, political and diplomatic leverage conveyed by nuclear weapons," he said. "What's to stop them once they've built the reactors from adding on a fuel-making facility?"
      The U.A.E.'s ambassador to the IAEA in Vienna, Hamad al-Kaabi, said his nation's "decision has nothing to do with Iran." If the U.A.E. wanted weapons, it would not have become the first nation "to forgo enrichment and reprocessing," he said. Since 2007, the U.A.E. has enhanced export controls through new laws, prosecutions, interdictions and the banning of companies involved in proliferation, said Kaabi, a U.S.-trained nuclear engineer.
      The U.A.E. deal probably comes too late to serve as a road map for negotiations with Iran, Perkovich said. "But it could work for the next country."

      On February 2, India signed an agreement with the International Atomic Energy Agency (IAEA) allowing United Nations oversight of 14 of its 22 civilian reactors by 2014. Considering the amount of brouhaha the original Indo-U.S. nuclear deal had caused -- it nearly brought down the Congress-led United Progressive Alliance (UPA) government in New Delhi -- the response was low key. "This ends 34 years of nuclear apartheid," said All India Radio. Very few people noticed.

      Recent months have, however, seen a lot of action on the nuclear front. On January 26, at India's Republic Day function, the chief guest was Kazakhstan President Nursultan Nazarbayev. The Central Asian Kazakhstan, one of the independent republics of the former Soviet Union, has never been particularly high on India's radar, so the president's pride of place at the ceremonies caused some surprise. The explanation came a couple of days later when, at a press conference in Kazakh capital Almaty, Mukhtar Dzhakishev, president of Kazatomprom, the state-owned nuclear holding company, said that new Indian atomic power plants would use Kazakh uranium as fuel.

      Nazarbayev's team is only one of a series of delegations that have been visiting India to seal nuclear deals. They cover a wide range both in terms of countries and offerings, from raw materials to equipment and fabrication skills. A couple of days after the IAEA deal, nuclear giant Areva of France signed an agreement with the Nuclear Power Corporation of India Ltd. (NPCIL) to provide India with six new-generation reactors. "This is just the beginning," says Anil Kakodkar, chairman of India's Atomic Energy Commission. "The deal is worth US$12.3 billion," adds NPCIL chairman and managing director S.K. Jain.

      January was a hectic month. An 18-member delegation from the UK, headed by Lord Peter Mandelson, the British secretary of state for business, enterprise and regulatory reform, arrived in Delhi with executives of companies such as Rolls Royce, Urenco Enrichment, Thompson Valves and Weir Power. A Canadian delegation also visited India, led by minister of international trade Stockwell Day; it included representatives from Atomic Energy of Canada Ltd. (AECL), uranium supplier Cameco and SNC-Lavalin, a nuclear engineering firm. "Canadian companies are well positioned to capitalize on opportunities and to work with their Indian counterparts to meet the needs of India's civilian nuclear market," says Day. "India is very enthusiastic about using Canadian technology and resources to help build [its] nuclear energy capacity." Earlier, there had been visits from French, Japanese and Russian teams as well.

      But stealing the thunder both in size and significance has been the U.S. commercial nuclear mission (which was to have visited India in December 2008, but was delayed because of the Mumbai terrorist attacks). It arrived in the country with 60 senior executives of 30 nuclear power companies. The delegation spoke to an array of Indian companies, including Tata Power, Heavy Engineering Corporation, Larsen & Toubro (L&T) and Punj Lloyd. "The robust presence here of the U.S. commercial nuclear industry, so soon after the unfortunate events in Mumbai, speaks of the commitment of our companies to partner with India in the coming nuclear renaissance," says Ted Jones, director for policy advocacy at the U.S.-India Business Council (USIBC). According to USIBC projections, Indo-U.S. nuclear cooperation could add up to US$150 billion over the next 30 years.

      India can maximize its opportunity by getting some of the world's leading uranium suppliers or nuclear plant construction firms to compete with one another to offer the best terms, notes Jitendra Singh, a Wharton professor of management. "The opportunity is large, so I suspect this will happen," he says. The current economic slowdown could present India with an opportunity to negotiate long-term contracts at favorable prices and conditions to further its civilian nuclear program, according to Singh.

      Done Deals

      Some deals are in place. "We will develop long-term relationships and partnerships with industrial companies, design firms and academic institutions," Meena Mutyala, vice president of Westinghouse Electric Company told The Hindu, a national daily. The newspaper also quotes Brandon Bethards, CEO of Babcock & Wilcox Company: "We have world-class nuclear component manufacturing facilities and a strong commitment to safety, quality and performance. We recognize these are key tenets of India's nuclear programs and look forward to working with India as they begin to add more nuclear generation."

      While NPCIL has taken the lead among public sector companies, L&T is racing ahead of its peers in the private sector. "L&T has signed an MoU (memorandum of understanding) with Westinghouse of the U.S. for work involving EPC (engineering, procurement, construction), manufacturing and construction activities for the AP1000 modular nuclear reactors which they intend to offer for Indian requirements," says M.V. Kotwal, L&T's senior executive vice president. "L&T has also signed an MoU with AECL of Canada. This covers the development of the Candu ACR 1000 heavy-water moderated reactor for the Indian market. Our company has been involved in discussions with other major players such as GE, Areva and Rosatom, which are likely to offer light-water reactors for the Indian nuclear program. This is because we are a potential participant covering project management, engineering, manufacturing and construction for any of the designs of nuclear reactors and can also play a cost-effective role in supplying critical nuclear equipment for projects outside India."

      Kotwal says that exports are a distinct possibility. "One of the mandatory requirements for a company before it can export nuclear equipment is to have an 'N' (nuclear) stamp accreditation," he explains. "L&T is the only company in India to have been assessed and awarded both the 'N' as well as the 'NPT' (national pipe thread) stamps by ASME (American Society of Mechanical Engineers), covering design as well as manufacture. L&T can therefore supply equipment to other countries as well."

      Other companies are also seeking collaborations with foreign firms, though specific agreements have not yet been announced. "HCC (Hindustan Construction Company) is well engaged in the recent development of the nuclear power industry in India," says Vinayak Deshpande, the company's president and chief operating officer. "Having built more than 50% of India's nuclear power capacity, HCC has been a market leader in the space of civil and structural works required for containment building and other auxiliaries. As the trade is likely to expand multifold, within and outside the country, HCC has been seeking domestic and international opportunities in partnership with global players recently seen visiting India. HCC, with its strong engineering background, will also seek active participation in domain specific engineering, testing and certification areas."

      Analysts have already started to identify Indian companies that could benefit from this nuclear summer of cooperation. Fenil Maru, an equity advisor at ICICI, has a laundry list that includes L&T; HCC; the public sector Bharat Heavy Engineering ("It is looking for a tie-up and has been in talks with Alstom, GE Energy, Russia's Leningrad Metal Factory and Siemens"); the public sector National Thermal Power Corporation ("It is setting up a 2,000 MW nuclear plant" to be operational by 2012-2013); Areva Transmission & Distribution, a subsidiary of Areva of France ("It is looking at a plant for uranium mining and recycling"); Alstom Projects ("The company already makes nuclear reactors and rotors"); Rolta ("The Rolta-Stone & Webster joint venture provides reactor-building technology"); Gammon ("It has undertaken turnkey construction for nuclear projects"); ABB ("It makes components for power projects"); Anil Ambani's Reliance ADAG ("It plans to invest an additional US$2.4 billion in nuclear power capacity); Crompton Greaves; Walchandnagar Industries; Siemens; and Tata Power. As is evident from this list, several multinationals already have a presence in the country through subsidiaries, which they are likely to leverage.

      How large can the nuclear power business become? Today, nuclear power constitutes just 4,100 MW or 3% of the country's energy needs. According to NPCIL's Jain, by 2032, India will have to increase this to 63000 MW, at a bare minimum. This translates to 40 new reactors worth US$80 billion.

      "It is premature to provide specific numbers as details of the work involved cannot be discussed with any of the foreign companies pending clearances from their respective governments," says Kotwal of L&T. "An approximate assessment of the business potential available for Indian industry could be on the order of US$1.5 billion to US$2 billion a year after a couple of years." The USIBC is more optimistic with its expectation of US$5 billion a year.

      Even more optimistic is an L&T white paper, which takes a broader view. "The Indo-U.S. nuclear deal will open two-way cooperation between India and the U.S. on key technologies in the areas of defense, nuclear energy, aerospace and aviation," says the paper. "This is a business mega-opportunity of more than US$200 billion."

      Political Risks

      It could reach that level if everything goes right, but chances are that plans may hit a speed-bump. The first problem is political. General elections are due in India, and a new government will be voted into office by the summer. Analysts predict that this is likely to be a coalition government supported by left-wing parties. They could jam the works since they have vowed to rework the Indo-U.S. nuclear deal. Even the opposition Bharatiya Janata Party (BJP) -- which could have a shot at forming the government -- vehemently opposed the deal when it was discussed in Parliament.

      Singh says he is "puzzled by the Indian left-wing political parties." Describing their ideologies as "intellectually bankrupt," he says the best outcome would be if in the upcoming elections, the winner gets a clear majority, "so that it is possible to avoid the dysfunctional dynamics of coalition formation between partners who do not see eye to eye on many issues."

      Several critics believe that future opposition to the nuclear treaty will be ineffective. "I do not think any new regime in India or the U.S. would go back on the deal," says Shivanand Kanavi, who is writing a book on India's nuclear program and is the author of Sand to Silicon, a book on the digital revolution. "Basically, the Indo-U.S. deal was the key that was necessary to open doors globally for nuclear trade with India. The bilateral deals that have been signed with France, the U.S., Russia and Kazakhstan have proven that. The Left had objections to the deal with the U.S. but later claimed it had no problems with deals with other countries. Since then, not much has been heard from them on the subject. I do not see any post-election problem if a coalition involving the Left comes to power. The BJP had claimed that it would renegotiate the deal. But it, too, has not said much on the subject recently."

      "I do not feel a reversal is likely," says Kotwal of L&T. Adds Vasant Natarajan, professor in the department of physics at the Bangalore-based Indian Institute of Science (IISc): "The current climate seems to be that being part of this nuclear clique is somehow strategic for India and I don't see any Indian government having a fundamentally different outlook. As a policy of course one can always reverse it, but once we sign some agreement to buy a reactor we can't go back on it."

      No Silver Bullet

      The second issue is that the nuclear deal is not an instant solution that will immediately increase energy supply. According to Kanavi, "The Areva agreement is just the beginning of a new project. The site has been identified as Jaitapur near Ratnagiri, on the coast of Maharashtra, but the size of the reactor, the price and the subcontracts to be outsourced to Indian companies have to be worked out. Areva has a proven design for the 1,000 MW pressurized water reactor. However, it is also touting a new 1,600 MW design. Which one NPCIL will finally choose remains to be seen. There are pros and cons for both options."

      Kanavi notes that GE-Hitachi and Westinghouse are still a long way from signing any reactor supply agreements. "The reasons are twofold," he explains. "Areva and Rosatom [of Russia, which has just signed a deal for fuel supplies] are backed by sovereign guarantees on lifetime fuel supplies as well as indemnity. The U.S. companies being privately owned do not enjoy that luxury. Moreover, the 123 agreement between India and the U.S. does not give India pre-consent for reprocessing. Thus there is still work to be done by both the governments for U.S. companies to become serious players."

      On another front -- raw materials -- the picture is clearer. "With the sanctions being lifted, there are enough low enriched uranium (LEU) suppliers for power projects," says Kanavi. "In fact, this embarrassment of riches is driving the department of Atomic Energy to think innovatively about using LEU in its pressurized heavy-water reactors, thereby achieving a high burn rate and greater power. On the whole, the worldwide downturn might give India a great opportunity to be tough negotiators for both uranium supplies as well as reactors. In the drive for job creation, we might get some very attractive financing options as well."

      Whatever the immediate attractions, the opposition to nuclear power is not going to go away overnight. True, even the Leftists have seen a new light. For all the public criticism, the Left government in West Bengal, which has been ruled by the Communists for more than 30 years, wants a nuclear unit in the state. But others view nuclear energy with suspicion.

      "I am not in favor of nuclear energy because it is expensive, and it also does not make a lot of sense for a country like India which does not have a large supply of uranium and other inputs," says Natarajan of IISc. "We will always be beholden to the suppliers. If they decide to turn off the tap one day, for whatever reason -- political or economic -- we will be stuck. Every country is going to look after its own interests. If the U.S. has any strategic interest in this region, it is because they want to ensure their supply of oil from the Middle East or have a counterbalance to China. Any time that India does not agree with the U.S., they will just turn off the tap. In the nuclear supply group, every country in a sense is a U.S. ally. I don't see any country which will be willing to counterbalance U.S. interests and take India's side through thick and thin. In fact, signing the Indo-U.S. deal is almost like signing a worldwide deal because everyone will toe the U.S. line."

      Singh argues that it is "overly simplistic" to describe nuclear power as being expensive. "A different way of asking this question would be to factor in the total costs of thermal power from coal, for instance, by including the costs of its environmental impact," he says. "I am confident that such a calculation will show nuclear power in a much better light." Singh further asks if India isn't "already beholden to the oil-exporting nations. The imagined alternative is a false, autarchic fantasy which has little place in today's world. Would such critics rather see India go the way of Cuba, Angola or North Korea?"

      The argument that the U.S. supports India's civilian nuclear program because it wants a counterbalance to China is also misguided, according to Singh. "Why is it in India's interest to look this gift horse in the mouth? In today's geopolitical reality, with only one superpower in the world, it is in India's interests to constructively engage with the U.S. across as many fronts as make sense," even as it protects its own strategic interests. Singh favors nuclear energy also because he believes India doesn't have the option to build thermal, coal-fired power plants to cover its power deficit in the next few decades. Also, the environmental costs could be "staggering," he says.

      Big Business or Bust

      Natarajan is skeptical for other reasons, too. "I don't see it as a big business opportunity for Indian companies because we do not have an indigenous supply of raw material," he says. "India is not a big producer of uranium and that is why our main investment is around thorium, which is available in plenty in India. That is important from a long-term view. If we can develop this [thorium] cycle or something which gives us an indigenous supply of raw material, there may be a business opportunity. But as things stand now, Indian companies can at best be collaborators and do marketing. This will be like any activity where one is a local agent. I won't call it a big business opportunity." (Thorium is not being ignored, however. Infrastructure company Punj Lloyd and the U.S.-based Thorium Power signed an MoU in December to form a 50:50 joint venture to explore commercial nuclear power opportunities. The proposed investment is US$1 billion.)

      India's nuclear summer is only part of a global mosaic. With crude prices shooting through the roof last year -- they have come down now -- the nuclear option is being reviewed. "Increasing global consensus is in favor of setting up nuclear power plants for energy needs, especially in view of ever-rising oil and gas prices, depletion of oil reserves, the global warming caused by traditional thermal power plants and demonstration of safe and reliable performance of nuclear plants in the past two decades," says the L&T white paper.

      "There are reasons to believe that there will be a nuclear renaissance in the next couple of decades," says Kanavi. "Global warming and carbon concerns have encouraged positive attitudes regarding nuclear power. The large reactor manufacturers have started investing in manufacturing capacity once again. The Bush administration had announced certain incentives for nuclear power. Accordingly, there are 20 proposals in the U.S. However, the Obama administration's policy is yet to be spelled out. The technology has evolved incrementally in the interim. No radical new design has come up due to the slowdown after Three Mile Island and Chernobyl."

      Mumbai-based business magazine Business India points out that the financial motive has been a key factor in the slowdown in nuclear energy activity. "As many as 103 nuclear power plants were built across the U.S. between 1963 and 1973, after which no new ones have been erected," says the magazine. "Grossly overbuilt on expectations of runaway energy requirements, nuclear power became uneconomical when this did not materialize, especially because of uncertain licensing procedures for investments. In the UK, too, the last nuclear power station to have been built was Sizewell B in Suffolk, erected between 1988 and 1995. But the Gordon Brown regime decided to end this 20-year hiatus by approving a new generation of reactors to help balance high carbon generating power systems. Ten nuclear stations are likely to be built, at a cost of US$2.4 billion each."

      "The attitudinal change that is happening even in Europe towards nuclear power is evident from the recent decision by Sweden to order two large reactors," says Kanavi. "Sweden is one of the most environmentally conscious countries and, in a referendum, had totally ruled out nuclear power decades ago."

      China has also increased its nuclear generation targets. It currently has 11 civilian reactors with a capacity of 8.6 gigawatts (GW). The earlier plan was to bolster this by 2GW a year to reach 40GW by 2020. In March 2008, the State Energy Bureau raised the number to 50GW. In June, the China Electrical Council projected a target of 60GW. More recently, the National Energy Administration has been talking about 70GW by 2020. That plan still awaits government approval.

      Such arguments fail to convince the skeptics, though. "Global interest in nuclear energy is probably because, in the short term, the greenhouse gas emission from nuclear power plants is almost negligible compared to a coal-fired plant. Global warming and greenhouse gas emission are important issues in the energy market," says Natarajan of IISc. "The long-term solution for a country like India or a continent like Africa is solar power, simply because we get so much sunlight. The developed countries are not thinking along these lines because they don't get the sunlight that we do. If we invest in solar power, we can be world leaders in this field. We should plan our future on something that we can be sure about. The sun is not going to stop shining because the political climate changes."

      I agree the presentation was a probably a bit of a snoozer for those that have seen THPW's presentations over the years but maybe not to the new investors the presentation was directed at. The presentation was given at a Roth Capital Partners investors conference. Google their website. The specialize in micro and small cap growth companies and host a lot of investor conferences in many places including international. Maybe has something to do with the rise in stock price over the last couple of days???? Seems like a good way to get the word out.

      I was doing some research on Thorium Energy, a future Thorioum mining company. Although they are a private company, they may be considering an IPO. A recent study proved that their Thorium reserves in the Last Chance Mine (Lemhi Pass) may be the highest in the world, placing the US above Australia on this list. In addition, these reserves may be of the highest quality globally.

      Below is a link to an article written by Jack Lifton. It is long, but the 2nd to the last paragraph points out the fact that Thorium Energy plans an IPO on or around the time the USGS approves this Gilerman report. The last paragraph recommends Thorium Power, ltd (soon to be Lightbridge) as the best "technology play" in the re- emerging nuclear market and Thorium Energy may be the best "mining play".

      As I mentioned, doing research on building a nuclear energy portfolio..Areva, Toshbia, PKN et al When I happened upon an article on line about thorium possibilities I stopped in my tracks as the article rang true..nothing is perfect out of the box and I have been researching constantly for the past two years and still cannot find a reason to discard this possibility.

      I worked in Nuclear Medicine for years, did both clinical and research at a major University, and delt directly with the Nuclear regulatory folks as a radiation safety officer at a govt facility...so this slow progress all "feels normal" from that perspective... No news is definitely good news in this arena.

      I am comforted in a way by THPW being under the radar..the people posting here are genuine and intelligent. unlike the crap on the C, GE, GM type boards...we will look back at this time frame as the good old days once the word gets out and the day traders find us. This could be the opp of a life time...a true win win for those invested and the rest of mankind. talking to lay people about this opportunity I get blank stares and conditioned cliché negative responses. I am looking ahead and patient 5 to 10 years GLTA Chet

      Revenue for the three months ended March 31, 2009 was $2.9 million compared to $3.8 million for the first quarter of 2008. Revenues for the three months ended March 31, 2009 and March 31, 2008 were generated by the Company's consulting and strategic advisory services business segment. The variation in revenue reflects the uneven nature of consulting projects and the timing of revenues recognized on the respective projects. Operating loss for the three months ended March 31, 2009 was $1.5 million compared to an operating loss of $846,389 for the same period in 2008. Operating loss for the first quarter included approximately $1.3 million of non-cash items versus $1.4 in the comparable period last year. Net loss for the three months ended March 31, 2009 was $1.5 million compared to a loss of $787,935 in the first quarter of 2008. Excluding the impact of non-cash items, adjusted net loss for the three months ended March 31, 2009 would have been $243,486 compared to adjusted net income of $578,879 for the same period in 2008 (see "About Non-GAAP Financial Measures" near the end of this release).

      As of March 31, 2009, the company had approximately $4.4 million of cash and cash equivalents and $6.6 million of working capital.

      Entry into a Material Definitive Agreement, Financial Statements and Exhibits


      Item 1.01. Entry into a Material Definitive Agreement.

      On July 23, 2009, Thorium Power, Ltd. (the "Company") entered into an Initial Collaborative Agreement (the "Agreement") with Areva ("Areva").

      Pursuant to the Agreement, the Company will conduct the first phase of an investigation of specific topics of thorium fuel cycles in Areva's light water reactors ("LWRs"). This first phase will focus on providing initial general results relating to evolutionary approaches to the use of thorium in Areva's LWRs, specifically within Areva's Evolutionary Power Reactor (EPR). Anticipated phase 2 and further phases of the collaboration, including a detailed study of evolutionary and longer-term thorium fuel concepts, will be conducted in accordance with additional collaborative agreements.

      The Agreement is binding upon the parties and will be in effect until the scope of work detailed in Addendum 1 to the Agreement is completed. The Company will submit monthly invoices to Areva for fees and expenses incurred in the performance of the Agreement. Areva is obligated to pay the Company a total of $550,000 for services provided in phase 1, assuming no early termination and assuming completion of the original scope of work. Areva will also reimburse the Company for any reasonable out of pocket expenses properly incurred by the Company and directly attributable to the provision of the services outlined in the Agreement.:eek::)

      Phase 1 and phase 2 of the collaboration between Thorium Power and Areva are being conducted with the intention of future collaborative agreements between the two parties in order to develop and set up new products and technologies related to thorium fuel concepts. Areva's use of Thorium Power's intellectual property for commercial purposes or any purpose other than as specified in the Agreement would be separately negotiated on a royalty basis.

      Pursuant to the Agreement, each party shall retain ownership in its existing (i.e., developed prior to entering into the Agreement) intellectual property. The parties have also agreed that Areva will retain full ownership of any work product resulting from the services performed by Thorium Power under the Agreement that relate to Areva's LWRs and Thorium Power will retain full ownership of any work product resulting from the services performed by it under the Agreement that relate to reactors other than Areva's LWRs, including, but not limited to Russian VVER-type reactors.

      The foregoing description does not purport to be a complete statement of the parties' rights and obligations under the Agreement, or the transactions contemplated thereby or a complete explanation of the material terms thereof. The foregoing description is qualified in its entirety by reference to the Agreement, attached hereto as Exhibit 10.1.

      Take this for what it's worth: I have watched this company since its inception. It has been a great trading stock. You could buy it at .20 and sell it at .28 10 times a year. But things have changed. :eek::eek:

      I don't think that this is a stock you want to sell here despite the unbridled enthusiasm on this board and these are my reasons:

      The stock is currently trading in the area it most commonly held after it went public. In fact, .29 is serious resistance as this is the cost basis for the majority of shareholders who have bought over the last 3 or so years. They are happy to get their money back in what has been a very difficult market. But I believe the trade of buying THPW in the .20 cent area and selling here at .29 may be over. Instead, I think the trade is to accumulate on every pullback and my reasons for this are many.

      First, unlike when the stock went public or shortly thereafter and traded in this area for what felt like an eternity, the company really had nothing going on viz-a-viz the consulting business. Since then, the Company has successfully represented the UAE in its nuclear ambitions. It is estimated that the UAE program will cost approximately 41 billion dollars should they elect to build all 14 reactors. On average, a lead consultant would look to make 10 percent or so of the project cost. Now I don't believe that THPW will make over the next 15 years 4.1 billion dollars but it seems reasonable to assume they will make 1% or 410 million dollars. If you take the present value of that revenue stream you arrive at approximately 200 million or twice the current market cap.

      Second, THPW's consulting re the UAE has been heralded by almost all accounts, called a model for a nuclear program by the Obama Administration. This means, that THPW has established itself as a legitimate consultant business and the prospects for future clients seems bright. Of course, clients like the UAE are hard to come by, but Saudi Arabia and other gulf states must be considered. THPW's consulting business has removed one of the great risks to the company as an investment. The revenue stream from the UAE (estimated to be approx. 25 to 30 million a year) means that THPW most likely does not need to go back to the capital markets. The risk of dilution has been taken off the table as well as the risk of debt financing (current debt is 0) and the risk of THPW as an ongoing concern.

      Third, unlike when the company first went public, THPW now can point to some success on the technological front with the 8k's announcement of the collaborative agreement with Areva. The beauty of this is that the costs for future development will be born by Areva (THPW also gets $500,000 which is nice). Again, the risk of THPW going back to the capital markets to raise the 20 or so million dollars to take their technology to the next level has been taken off the table. Areva will pay for development as it relates to modification for their specific reactor. It should be assumed that other, similar arrangements will be forth coming in the next few weeks. I for one expect to hear something about the AP1000 from Westinghouse.

      Lastly, as Super as said, the everything seems to be in THPW's favor right now: politically (Hatch should introduce legislation in the next couple of months; you have an administration that is bent on reducing proliferation risks as well as promoting technologies that reduce carbon emissions, 123 Agreements with the UAE and India, better relations with Russia etc.), socially (the country is ripe for a "cleaner non-proliferative" nuclear fuel) and economically, both for the company and the country which wants to ween itself from foreign oil.

      With all of this said, I would NOW buy the dips, see a lower price action as an opportunity to accumulate , as opposed to simply trading the stock. The risk of this stock going to a dollar or higher is I believe too great. In conclusion, for the trader who just made 10 cents congratulations. I am looking to make at least 10 times that.
