Redback Networks and ZTE Corporation Sign Strategic Distribution Agreement to Expand Reach in Asia Market China`s Leading Telecommunications Equipment Manufacturer To Market and Resell Redback`s SMS Product Family Throughout Asia

SAN JOSE, Calif., Sep 16, 2003 (BUSINESS WIRE) -- Redback Networks Inc.
(Nasdaq: RBAK), a leader of next-generation broadband networking systems, and ZTE
Corporation, the leading telecommunications equipment manufacturer and network
solution provider in China, today announced they have entered into a strategic
distribution agreement. Under the terms of the agreement, ZTE Corporation will
market and resell the Redback(R) SMS(TM) subscriber management family of
products under the ZTE label throughout Asia and also provide installation and

      customer service."

Redback`s SMS family of products enables service providers and carriers to
manage, provision and aggregate broadband, leased-line and dial-up subscribers
and services via a single, unified platform. As an intelligent networking
platform, Redback`s products are designed to speed the deployment of broadband
services to market, provide a scalable operational model for managing
subscribers and enable the creation of new value-added services including VPNs,
self-provisioned tiered bandwidth, video multicast and Web portal services.

"By aligning our products and services with a global leader like ZTE
Corporation, we can significantly expand our reach to customers throughout Asia
with the same level of quality and support they have come to expect from
Redback," said Joel Arnold, senior vice president of strategy and partnerships
for Redback Networks. "As the broadband infrastructure throughout Asia continues
to undergo rapid growth, our ongoing relationship with ZTE enables us to play a
