      Rooftop solar project attracts many proposals on first day

      The government's policy to support solar-power stations on rooftops has received overwhelming interest, as more than 1,000 households and businesses yesterday submitted their project proposals on the first day of applications.
      Direk Lavansiri, chairman of the Electricity Regulatory Commission, said the prospective suppliers started queuing up at 4am before the doors opened at 9am.

      Submissions will be accepted until October 11 at the Provincial Electricity Authority (PEA) and the Metropolitan Electricity Authority (MEA). The names of qualified sellers will be revealed on October 14.

      Under the initial quota of 200 megawatts, half will come from households and half from businesses and factories. The PEA will purchase 120MW and the MEA the rest.

      More than 800 businesses and households submitted project proposals to the PEA, of which more than 400 are in the Central region, 90 in the South, 120 in the North and 175 in the Northeast.

      Each proposed to sell between 500 kilowatts and 1MW. More than 300 businesses and households made proposals to the MEA.

      Bangchak Petroleum made the most proposals. It plans to install solar farms on 100 of its fuel stations nationwide with the capacity of 11-15kW each.

      Direk said it was up to the government whether it would purchase more electricity if the proposals exceed 200MW.

      Methodology of rooftop solar power purchases opposed

      The Thai Photovoltaic Industries Association opposes the government's approved method for purchasing power generated by solar cells and has urged the Department of Industrial Works to authorise exemption from a factory-operation permit to streamline the process.

      Dusit Krue-Ngarm, chairman of the association, submitted a letter dated August 29 to the Office of the Energy Regulatory Commission (OERC) and the Provincial Electricity Generation (PEA) opposing the process for purchasing 200 megawatts of electricity generated by rooftop solar PVs as stated in the OERC's draft regulations.

      The draft specified a selection process according to the sequence in which the offers of electricity for sale were received, or on a "first come first served" basis. The association claimed this process was unfair and might even be illegal.

      Moreover, submission of the required documents should be allowed at PEA offices in every province instead of the single available location - the regional representative office. This would minimise the advantage of distance some firms would have over others.

      According to Dusit, another vital issue is that the department should drop the requirement for the No 4 factory operations permit for installation and sales of electricity from the rooftop solar PV project as it would be a major obstacle to proceeding with the project.

      The rooftop PV project has generation capacity of at least 3.7 kilowatts, which means it is labelled as a power plant, needs the No 4 permit and must comply with city zoning laws that ban power plants from locating within 200 metres of communities, schools, temples, hospitals and state offices. Hence this project, which the Energy Ministry said would supply 200MW of power this year will not be able fulfil that task, as it could only generate 3.7kW from the solar cells installed on residential homes. Since it takes six to 12 months to obtain the No 4 factory-operation permit, the generation and sale of 200MW would not be possible.

      The association said an initial survey showed that a large number of firms were interested in this project.

      Auf der Homepage wird jetzt speziell auf die Rooftop-Systeme eingegangen. Ein gutes Zeichen, wobei sie natürlich erst einmal woanders Werbung machen müssen, damit jemand auf ihre Homepage geht.

      Nachdem der Schlusskurs heute bei 6,15 Baht lag, würde sich (auf Grundlage des EPS der letzten 6 Monate) ein aktuelles KGV von 17 ergeben.

      Die Quartalsbetrachtung verzerrt immer einiges, da die Grossprojekte mal hier, mal dort reinragen. Unter dem Strich sinkt aber die Verschuldung und steigt die Marge nach 6 Monaten, so dass es ein EPS von 0,18 ggü von 0,06 Baht gibt. Allerdings ist auffällig, das die Admin Kosten steigen.

      Aber man sollte sich die ganzen Zahlen anschauen:

      DEDE plans Bt80-bn community solar-cell project

      The Department of Alternative Energy Development and Efficiency (DEDE) said the 800-megawatt solar-cell power-generation project, which installs solar-cell panels in local communities, will need about Bt80 billion in investment outlay.
      As part of the project, the DEDE will propose that the government map out a promotional policy for Thai solar-cell producers, leading to a reduction on the reliance of imports.

      According to Kulwaree Buranasajjawararaporn, director of the DEDE's Solar Innovation Group, the community solar-cell power-generation project is backed by the National Energy Policy Office (NEPO), which asked the Energy Ministry and the National Village and Urban Community Fund Office to develop the project.

      The NEPO, chaired by Energy Minister Pongsak Ratapongpaisal, will be responsible for issuing regulations and guidelines and selecting the communities that are ready to receive the solar-cell-panel installations.

      The Energy Regulatory Commission will issue regulations for the sale of power generated by the community solar-cell installations.

      The community solar-cell power-generation project will require an investment outlay of about Bt100 million per megawatt and would begin distributing solar-cell-generated power on a commercial basis by 2014. The Village Fund will assume ownership of the projected, which is expected to cost around Bt80 billion.

      To finance this project, the Village Fund will rely on low-interest loans from state banks under the government-promoted "feed-in tariff" electricity rate for a period of 25 years. The FIT rate for the first to third years would be Bt9.75 per unit; at Bt6.50 per unit for the fourth to 10th years; and Bt4.50 per unit for the 11th to 25th years.

      The DEDE expects government banks should be eager to provide financial support as the project would provide satisfactory returns.

      Kulwaree said the community solar-cell power-generation project would help boost income for the participating communities and fulfil their electricity needs.

      It should also prove to be more beneficial to them than the solar farms, which are further away from the electricity users, leaving most of the benefits to the private operators.

      In any case, at the policy level, there should be some incentives to support Thai solar-cell producers, for example, allowing them to receive more FIT if they use locally produced panels. This would boost local solar-cell development and investment because of the lower cost of locally made panels, thus also reducing the reliance on imports.

      Furthermore, the ranking of subcontractors, the establishment of product standards and government assistance for communities in developing and running efficient solar projects would also stimulate growth of the Thai solar-cell industry.
