Bauxite up 0.3%, alumina up 1.4%, capesize rates up 19%, Indonesian ban back in the spotlight.

Bauxite traded sideways (up US$0.1/dmt, 0.3%) to US$50.0/dmt, with higher ViU priced cargos from Australia and Brazil being largely offset by lower ViU material from Montenegro. With the market relatively quiet over the Christmas and New Year period, trade activity has been lower.

Malaysian prices remain unmoved on US$27.5/dmt FOB (Total Alumina 40.5%, Total Silica 5.0%) for unwashed material and US$40.5/dmt FOB for washed material (Total Alumina 46.0%, Total Silica 4.0%).

Further signals from Indonesia this week that the minerals export ban could be about to soften, with further news that nickel ore and bauxite could be dropped from the list of minerals specifically prohibited by legislation from export. This would allow exports to resume at ministerial discretion. Despite his previous comments suggesting nickel ore and bauxite could potentially be allowed under revised legislation, the Indonesian Minister of Energy and Mineral Resources, Ignasius Jonan, refused to comment as to what might be included in the latest draft, reportedly being reviewed by the Law and Human Rights Ministry.

The north China alumina price reversed last week's drop, to be up 1.4% (RMB40/t or US$5.8/t) back to RMB2,963/t (US$427/t), while the south was unmoved on RMB2,975/t (US$429/t). This was despite ongoing concerns over the profitability of recent primary Al capacity restarts and ramp-ups, with the Changjiang price still around RMB13,000/t. However, as long as smelter owners remain committed to the proposed operating capacity increases, alumina prices are likely to remain buoyant, although we note the potential for higher volatility after the Chinese New Year (Jan 28th).

An increase in vessel timecharter rates combined with a slight bunker (fuel) price increase to lift capesize freight rates on the Guinea-Shandong route by 19% (US$2.33/wmt) to US$14.57/wmt. Despite the bunker increase, falling panamax timecharter rates saw the panamax freight rate on the North Australia to Shandong route fall 2.6% (US$0.15/wmt) to US$5.60/wmt.

China Aa and Primary Al Output Rises in Dec. 2016
      09 January 2017

      Shanghai Nonferrous Metals News

Domestic alumina output was 5.47mln t in December 2016, up 17.4% on year and up 4.29% on month, representing an operational rate of 89.4%. The country’s alumina capacity gained 800ktpy to 72.05mtpy as East Hope Jinzhong Chemical Co. started commissioning Phase II of its alumina project. Henan-based Heungkong Wanji Aluminium Co. resumed alumina capacity and achieved full capacity production last December. Chongqing Bosai Minerals Group Co. idled some alumina capacity on environmental protection concerns. Domestic alumina output is expected to be 5.51 mln t this January with some output from East Hope Jinzhong’s Phase II alumina project. The operation rate of alumina capacity is likely to rise by 0.6 percentage point on month overall. Some Shandong-based alumina refineries have yet to carry out scheduled capacity expansions – Lubei Chemical Co. is now running one alumina production line of 500ktpy capacity due to a shortage of bauxite and Shandong Xinfa Group is operating 4mpty alumina capacity at present and its 500ktpy expansion plan will be carried out gradually, but in the short term.

Domestic primary aluminium output climbed 18.6% year on year to 2.95 mln t last December, a monthly high, and total primary aluminium output gained 3.83% year on year to 31.75 mln t. Annualized operating primary aluminium capacity rose by 5.44mtpy on year to 34.73mtpy following the commencement of new capacity at Shandong Weiqiao Aluminium and Power Co. and Shandong Xinfa Group and restarts at Sichuan Qimingxing Aluminium Co. and Taiyuan Donglv Aluminium Co. Fast growing primary aluminium production costs and falling aluminium prices since December 2016 have forced Dongxing Aluminium Co. Longxi to cease resuming some primary aluminium capacity. It is anticipated that primary aluminium production growth will continue in January 2017 with the commencement of new capacity of Inner Mongolia Jinlian Aluminium Co., Shandong Weiqiao Aluminium and Power Co. and Shandong Xinfa Group. Primary aluminium output is expected to be 2.97 mln t this January and the annual output will hit 36 mln t in 2017, up 13.4% year on year, according to analysts of the Shanghai Metals Market (SMM).

      CBIX Index Wrap_30 December 2016
      04 January 2017

CBIX down, Guinea protests, Indonesia vacillates CBIX tracked lower last week, down US$1.0/dmt (1.9%) to US$49.9, on the back of shipments of lower Value-in-Use priced ore from Malaysia and Guinea. Despite slightly higher volumes being exported, Malaysian prices have remained unmoved, with unwashed material at US$27.5/dmt FOB and washed material at US$40.5/dmt FOB.

Reports of unrest at some of Guinea’s bauxite mining operations are emerging, with the SMB-WAP operations at the centre of the unrest. Reported by both the Guinean and Chinese media, protests have now seemingly spread to CBG’s Sangarédi operations. While the potential for significant interruptions to supply is rising, no direct impact on exports has been observed. In addition, a less than cordial atmosphere has been reported by other bauxite mining participants in Guinea.:eek::eek:

Meanwhile in Indonesia, mixed messages from the Indonesian Minister of Energy and Mineral Resources, Ignasius Jonan, continue to cause confusion, when he remarked that a 'softening of the ban' on the export of bauxite and nickel laterite was under consideration and that amended regulations could be approved and released as early as January 2017.

Chinese alumina prices have come off recent highs, with the north down 1.3% (RMB40/t or US$5.8/t) to RMB2,923/t (US$421/t) and the south down 0.2% (RMB5/t or US$0.7/t) to RMB2,975/t (US$428/t). The falls continue to be driven by concerns over the economics of recent primary Al start-ups and restarts, given that Changjiang Primary Al price has fallen from a high of RMB15,380/t in November 2016 to be at RMB12,910/t on December 30th 2016.

Vessel timecharter rates were unavailable for the period. However, based on bunker (fuel) price changes alone, capesize rates on the Guinea-Shandong route would be up by US$0.29/wmt (2.5%) to US$12.24/wmt and panamax rates on the North Australia to Shandong route up US$0.12/wmt (2.2%) to US$5.75/wmt.

      23 December 2016

      Alu News

China’s primary aluminum capacity has reached 42mtpy with expected output of 32.5 mln t for 2016. A total of 4.8mtpy new primary aluminium capacity was planned for 2016, of which 2.8mtpy is now on line, primarily in Xinjiang, Shandong, IM and Guangxi. In addition, a total of 2.9mtpy primary aluminium capacity was slated to resume operation, and 2.2mtpy has generated output, chiefly located in Henan, Guizhou and Sichuan. Most new capacity startups and resumptions took place in H2 2016.

Mymetal Net analysts forecast 5mtpy~5.5mtpy new primary aluminium capacity to come on line during 2017. Once again, this will be chiefly located in Xinjiang, IM, Shanxi, Shandong and Guizhou. Total primary aluminium capacity is expected at 46mtpy with 36.2 mln t output for 2017.
