      Na, das hört sich doch gut an. Wenn Argentinien jetzt Bohrlizenzen verkaufen kann, sollten doch Rockhoppers Sea Lion und Borders Darwin mit Kusshand genommen werden. Warum Unsicherheit bezahlen, wenn für viele Millionen bereits Öl und Flüssiggas entdeckt wurde?

      Pemier Full Year Results

      Our Sea Lion project in the Falkland Islands is Premier's largest pre-development project with around 400 mmboe reserves and resources (net to Premier) to be developed over several phases. With considerable progress made in 2016 to optimise the project economics for the first phase of the development, work in 2017 focused on the commercial, regulatory and fiscal work streams and on securing a financing solution. Discussions are ongoing with senior debt providers and supply chain contractors to secure suitable funding and commercial terms. Letters of Intent have now been signed with contractors for the provision of a range of services including vendor financing. Premier is working towards a final investment decision by the end of 2018.

      Falklands: Rockhopper satisfied with advance of Sea Lion project

      Rockhopper Exploration said the Sea Lion phase 1 project in the North Falkland Basin was moving towards sanction at the end of 2018. London-listed Rockhopper said project partners had been focusing on securing the US$1.5billion of capex required to achieve first oil.

      Rockhopper has a 40% working interest in the project, having farmed out 60% to Premier Oil in 2012. The company said a new draft field development plan (FDP) was submitted for discussion with Falkland Islands Government in November 2017.

      It also said the environmental impact statement was “substantially complete”, with a 42-day public consultation expected to commence this month.

      Sam Moody, chief executive of Rockhopper, said: “We are pleased to be able to start 2018 by reporting on the material progress we have made alongside partner Premier in moving forward many aspects of the Sea Lion project in recent months.

      “We are delighted to have entered into exclusive letters of intent with a number of the key contractors to Sea Lion and are hopeful of entering more during the first quarter of 2018.

      “This news, alongside good progress with Falkland Islands Government on the field development plan discussions, and continued engagement with FIG and other stakeholders on the Environmental Impact Statement, represents good progress in taking the steps required to sanction the Sea Lion development at the end of 2018.

      The Sea Lion complex is estimated to contain around 520mmbbls which will be developed in two phases.

      This week and next week Premier are holding briefing presentations on East and West Falklands in order to introduce the Sea Lion Project Environmental Impact Statement and summarize the key findings of the impact assessment.

      Banks ready to start pumping cash into oil projects as price rebounds

      Banks and big investors are showing new interest in the oil sector as prices rebound, the boss of Premier Oil has said, improving options for funding its proposed Falklands development.

      Tony Durrant said that the group was seeing “more institutional investor interest in the sector than we have for some time”, helping to lift Premier Oil’s share price as Brent crude trades within a whisker of $70 a barrel.

      The company was also seeing a revival in the project financing market, which had been “pretty dead 12 months ago”, and was exploring this as a way of developing its Sea Lion field off the islands.

      Premier is an independent exploration and production company with operations in the UK and Asia, and has discoveries off the Falklands and Mexico. It has just started up its biggest development, Catcher, in the North Sea and said yesterday that production from the first two wells was significantly better than expected.

      Like many oil companies Premier was hit when the price of crude fell from more than $100 a barrel in 2014 to less than $30 a year ago. It went through a painful debt refinancing and remains subject to restrictions on its spending while it pays down its $2.7 billion debt.

      Every $10 on the oil price should increase its cashflow by about $120 million this year, Mr Durrant said, improving its ability to meet debt covenants at the end of the year.

      In the past month, as crude prices climbed following the extension of production curbs by Opec, Premier’s shares have risen by more than a third.

      “We had a handful of traditional institutional UK investors coming back into the [shareholder] register or increasing from a very low level in December and some of them have carried on buying in January,” Mr Durrant said.

      “I think it’s a combination of improvement in the supply and demand balance, supported by Opec, and the realisation that shale is not going to change the world overnight and destroy the whole offshore industry.”

      The oil price slump has made it particularly difficult to finance the development of Sea Lion, which was discovered by Rockhopper Exploration in 2010 and which Premier bought into in 2012, as its remote location — with no oil infrastructure in the Falklands — means it has relatively high costs.

      Mr Durrant said that project financing had now “come back on to the agenda because of the oil price. At $65 a barrel we are talking about rates of return well in excess of 30 per cent.”

      Premier and Rockhopper said that they remained on track for a decision on the first $1.5 billion phase of the Sea Lion development this year. They expect to start talking to banks soon with the aim of establishing their appetite for the project.

      Rockhopper shares rose 6.2 per cent and Premier Oil’s rose 1.5 per cent.

      In the Falkland Islands, work continues on the commercial and fiscal work streams and on securing a financing solution for the Premier-operated Sea Lion project. The latest draft of the Field Development Plan was submitted to the Falkland Islands Government in November 2017 and the public consultation for the Environmental Impact Statement is expected to commence shortly. Premier is in discussions with contractors for the provision of a range of services including vendor finance in respect of the Sea Lion Phase 1 Development and letters of intent are being signed.
