      16 December 2008

      Falkland Oil and Gas Limited

      ("FOGL" or "the Company")

      Operational Update

FOGL, the oil and gas exploration company focused on its extensive licence areas to the South and East of the Falkland Islands would like to provide the following update on progress. In particular, the Company is pleased to announce the commencement of the site survey programme.

      Site Survey Commences

The MV Fugro Meridian survey vessel has now commenced work on the programme. The MV Fugro Meridian, which is operated by Fugro Surveys Limited, will acquire digital site surveys in order to assess drilling hazards in the top few hundred meters of sediment below the sea bed. Detailed sea bed bathymetry and imaging surveys will also be obtained to assist in ensuring the stability and suitability of the selected drill sites.

The British Antarctic Survey vessel the James Clark Ross has been contracted to deploy wave and current meters. These instruments will be used in the environmental assessment and the preparation of rig mooring and riser design.

The final part of the site survey is a coring programme that will establish the make-up of the top 150 metres of seabed. Information derived from this survey will be used to assist in the detailed casing design of the wells. This survey will be carried out by the MV Fugro Saltire and is planned to commence in January 2009.

The site survey programme will be undertaken on 5 different prospects, which represent a range of geological play types across the licences.

      Outlook

The site survey program is expected to be completed in early 2009. Further updates on the progress of the site programme will be provided on FOGL's corporate website.

Efforts to secure a suitable drilling rig are in progress and an update on this will be provided in due course.

      Fugro Saltire - Survey Vessel

Fugro is a technical consultancy providing subsea surveying and data interpretation services for the oil and gas industry. Fugro-Rovtech Limited, a division of Fugro, provides remotely operated vehicle support vessel (ROVSV) services for third party vessels, mobile offshore drilling units (MODU's) and its own DP2 vessels.
"The deck is equipped with two work-class ROVs."

In May 2006, Fugro (Aberdeen) signed a contract and long-term charter for a new ROVSV - the Fugro Saltire. The vessel will be owned by E Forland Shipowners and Fugro-Rovtech and will provide offshore construction and subsea support services alongside Fugro's FCV 3000 remotely operated vehicles (ROVs).

The Fugro Saltire will increase the company's range to provide support, inspection, repair and maintenance services. The agreement has an option for the vessel to be purchased after 2013.

The Fugro Saltire is 111m long, 24m wide and 6,500t gross (draught 7.5 m). It is the sister ship of Fugro's Geo Celtic seismic vessel.

The Fugro Saltire is being constructed at the Bergen Mekaniske Verksted shipyard in Bergen, Norway, and is due to be delivered in April 2008.

      SALTIRE SPECIFICATION

The Fugro Saltire is a DNV+1A1-class vessel, which is equipped with a Simrad SDP21 system interfaced to the Fugro SeaSTAR DGPS, two Simrad HiPAP 500 USBL acoustic systems, Seapath 200 and a Fanbeam laser system.

There are also numerous 500kVA power, fuel, water and air points around the 1,100m² deck area for contract work use. There is also a helideck designed for a Sikorsky S61 / S92 helicopter with a maximum load of 12,800kg.

      ENGINES

The ship is equipped with four Rolls Royce 4,160kW diesel engines and two auxiliary engines (CAT 3408 39kW and CAT SR4 462kVA). The bow is equipped with one 1,400kW azimuth and two 2,000kW tunnel thrusters. There are also two 1,400kW azimuth stern thrusters. The cruising speed of the ship is 16k.

      CONSTRUCTION OF THE FUGRO SALTIRE

Norwegian Deck Machinery (NDM) supplied anchor winches with cable lifters, chain stoppers with local control and capstans with warping head and local control. The company also provided the hydraulic power systems for the anchor winches and capstans.

The ship has cabin space for 105 persons (37 single and 34 double cabins). Facilities include a fitness centre gymnasium, three client offices, conference rooms, a 50-seat amphitheatre, an internet café and full air conditioning. There are also on-line (12m × 12m) and off-line (12m × 7m) survey rooms.

      REMOTELY OPERATED VEHICLES

The deck is equipped with two work-class ROVs (FCV 3000) that provide inspection surveys, positioning services and construction support. Fugro are to build eight of these new ROVs.
"The Fugro Saltire will increase the company's range to provide support, inspection, repair and maintenance services."

The ROVs will be launched from the Fugro Saltire using two Hydramarine AHC over-side launch and recovery systems (LARS) from the central vessel hanger. The ROV systems (stored in ROV hangars on either side of the ship) will be equipped with control consoles integrated alongside the vessel's survey on-line systems.

A Hydramarine 150t knuckle-boom heave compensated crane is being installed as part of the deck equipment (there is also a 10t Hydramarine auxiliary subsea crane). The 150t crane will be able to operate in water depths of 3,000m.

The ship also has a moon pool (7.2m x 7.2m), which will be used for module handling. The vessel features under-deck chemical tanks (1,000m³) to provide storage and discharge capability for pipeline commissioning chemicals.

The Falkland Islands are expecting the arrival in mid-January of the brand new Fugro Saltire a survey, construction support and intervention vessel, built earlier this year, which is to carry out seabed surveys for BHP Billiton.

Moored in Falmouth in the UK at present, visitors to the docks have said they are impressed with the vessel. Andrew Bell, formerly of Curnow Shipping Ltd and a friend of Rob Pitaluga, said the ship is the largest off shore supply vessel he has ever seen.

It is thought that the Fugro Saltire is being fitted with a drilling rig before heading south.

Representatives from BHP Billton visited Stanley last November to lay the groundwork for the Southern Ocean drilling program which they hope will begin in some 12 to 18 months time.

At the time the head of the Falklands exploration project, Deb Pfeiffer, and External Affairs manager for BHP, Julie Tushingham were confident that the melt-down of worldwide financial institutions will not impede the program.

Since BHP Billiton entered into a licence farm-in agreement with Falkland Oil and Gas Ltd in October 2007 and acquired a 51% holding in the company, the presence of BHP Billiton has considerably increased interest in oil exploration in Falklands’ waters.

BHP Billiton interests refer to the East Falkland Basin located off the southern and eastern coast of the Falkland Islands.

The production licenses cover approximately 18 million acres and are located in water depths ranging from approximately 200 to 2,000 meters. At the time Steve O’Rourke President Exploration of BHP Billiton Petroleum said

"We believe this substantial Falklands acreage will be a good addition to BHP Billiton Petroleum’s global portfolio and we look forward to working with our partner to pursue this under explored area"

He added that "with our strong focus on growth, we now hold a significant interest in this high potential basin and will utilize the talent of our team to safely execute an exploration program in the Falkland Islands”.(PN, MP).-

Board: iii, User: rpoodle, Datum: 25.11.08.

"OK, I now have the story regarding the coring issue.
The Fugro Meridian will commence work this year. A second vessel is expected to arrive in January. The coring survey that will be conducted (by the second vessel) will be dedicated to the EIA. However, BHP have decided not to procede with the coring plan to locate hydrocarbon seeps. Apparently they're confident enough with the CSEM and seismic DHIs....
      Cheers
