ENERGY / ALTERNATIVE ELECTRICITY SOURCES
More incentives for wind-power operators
ARANEE JAIIMSIN
Producers of electricity from wind power will receive an increase in incentive payments to 3.50 baht per kilowatt-hour from 2.50 baht, and will have their promotional privileges extended to 10 years from seven years, energy planners say.
According to Viraphol Jirapraditkul, secretary-general of the National Energy Planning and Policy Office, the state would also extend the promotion period for solar-power producers to 10 from seven.
Energy Minister Piyasvasti Amranand said no wind power producers had applied for the small power producer (SPP) programme so far because investment in wind power generation is not viable compared with other renewable energy sources.
The incentive payment, known as the ''adder rate'' is intended to encourage wind power generation.
Dr Piyasvasti noted that the energy used for generating one megawatt of wind power is equivalent to 200 kilowatts per hour of power generated from a coal-fired power plant.
He attributed the higher power consumption of wind farms to the fact that wind flow in Thailand is not as predictable as in some countries.
The production cost of wind power is 7.50 baht per unit, compared with 2.15 baht for coal-fired power, 2.20 baht for electricity using natural gas and 2.50 baht for biomass.
Nevertheless, the production cost of wind power is still well below the 15.20 baht it costs to create one unit of solar power.
Despite high production costs, wind power should be promoted, because it is clean energy and fuel oil costs are rising, said Dr Piyasvasti.
Amnuay Thongsathitya, an inspector-general with the Energy Ministry, said a few investors had applied for the Board of Investment promotional privileges for proposed wind farms of 200 to 300 megawatts each.
According to Mr Amnuay, the three optimum locations for wind power are Phetchabun, Chaiyaphum and Pattani provinces.
He said that authorities decided not to offer a higher adder rate for solar power because of the high import content _ up to 80% of total investment.
Dr Piyasvasti, meanwhile, reaffirmed that liquefied petroleum gas (LPG) prices would certainly be floated as planned in December.
He said gasoline and diesel engine motorists were being forced to subsidise liquefied petroleum gas (LPG) prices.
LPG, used mainly for cooking gas, is also used in most Bangkok taxis.
Taxi operators are now being encouraged to switch to natural gas for vehicles (NGV).
