Police investigate whether Russian mafia tried to gain stake in Bezeq
By Digital Israel Staff (March 26, 13:25)
Police are investigating whether Gad Ze`evi, the second largest shareholder in the state-run telecommunications company Bezeq, used laundered money to buy his shares.
Ze`evi bought his 20 percent stake in Bezeq from Cable & Wireless Plc in 1999. The shares are worth some $600m.
Police are also looking into whether Ze`evi functioned as a "straw man" for Russian businessman Michael Charney, who police suspect of having ties to the Russian organized crime groups.
Charney who immigrated to Israel seven years ago, recently sold a controlling stake in Bulgarian cellular telephone service provider MobilTel.
Infrastructure Minister Avigdor Liberman defended Charney, a personal friend, in an interview with Army Radio saying he trusted Charney "more than all of the police investigators put together… "There has been an ongoing attempt by the police to hound this man [Charney], for one reason only. Because he has had a successful life.
"I, for my part, trust this man`s integrity and fairness more than the integrity of all the police investigators put together," Liberman said.
The government considers Bezeq a national strategic asset, requiring disclosure of all individuals acquiring stock in the company. Bezeq has long been a candidate for privatization. Bezeq is expected to sell about $309m. worth of shares to raise money for worker severance packages for employees that will be fired after the state sells its stake.
Police are concerned that elements in the "Russian mafia" are involved in attempts to attain controlling interests in various Israeli companies, in order to gain partial control of the economy.
Police investigators released Ze`evi on bail until the end of the investigation.

Chernoy’s lawyer: Israelis brand Russian immigrants mafiosi
Assaf Zohar
26.03.2001 15:13
Mikhail Chernoy’s lawyer in Israel, Adv. Amnon Zichroni, firmly denies the allegations against his client, dismissing them as “nonsense”.
”Regrettably, Israeli society, or at least part of it, tends to brand wealthy immigrants from CIS countries as mafiosi. This, of course, is groundless,” Zichroni said.
”The man has never been on trial in Israel or anywhere else around the world. When the time comes, we’ll also unveil documents showing that the allegations are groundless,” Zichroni added.
Zichroni claims that Chernoy has no problem proving the sources of his money, which was not criminally obtained. Zichroni rejected the allegation that Chernoy is involved with the Russian mafia, and is considered an intelligence target in many countries around the wold. Zichroni said that Chernoy is prepared to furnish police around the world with documents proving the legality of his business activities.
”Let them state what he is suspected of, and we’ll respond to everything. Let them show us the material without exposing their intelligence sources, so that we can prove once and for all that the man is innocent. Unfortunately, the only place we see the allegations is in newspaper headlines.
”I approached various quarters, including the Attorney General, and argued that this is an intolerable situation – making allegations against people without these people being able to refute them. If somebody is suspected of having committed crimes, let him be put on trial, or let them tell us what they have against him,” Zichroni said.
Gad Zeevi’s lawyer, Dan Sheinman, declined to comment on the report.

Bezeq Profile
Bezeq is Israel`s principal telecommunications provider with revenues of $2.2 billion in 1999. One of the few companies in the world to have digitalized its entire switching network, Bezeq and its subsidiaries offer a comprehensive range of services including local, long distance and international telephone services, cellular communications, data communications, satellite services, leased lines and corporate networks.
Established in 1984, the company has brought about a technological telecommunications revolution in Israel, introducing innovative services, increasing investment and achieving substantial profitability. Bezeq is making the customer driven changes needed to meet the challenge of increased competition. Government deregulation means that Bezeq is already confronting competition in international telephone services and cellular communications and is gearing up for domestic competition in the near future. The company`s strategy is to focus on growing revenues by entering into new business activities which leverage Bezeq`s key strengths and core capabilities, defend its current revenue base through initiation of strategies to preempt competition in key areas of vulnerability, and improve operating efficiency through continuing restructuring and re-organization processes.
Bezeq has invested enormous resources in developing a modern and sophisticated network. The Company has built up the Bezeq brand as a communications "supermarket." Today, Bezeq provides its customers with a wide range of value-added telephone and broadband data communication services. The company is preparing for new services based on ADSL technology. ADSL enables high-speed transmission over existing copper wires and will enable Bezeq to deliver megabytes to its customers through emerging applications in the home and business place.
Bezeq is becoming a leaner and more flexible company by reducing costs and integrating sound profit measurement principles at every level of activity. The Bezeq employee of the future, dedicated to customer satisfaction and welcoming technological progress, will spearhead Bezeq`s new image.
