RATING: Moody`s erhöht Rating Russlands auf `Baa3` - Ausblick stabil

MOSKAU (dpa-AFX) - Die internationale Ratingagentur Moody`s hat das Rating für Russland von "Ba2" erstmals auf "Baa3" gehoben. Der Ausblick sei stabil, heißt es in einer am Mittwoch in Moskau verbreiteten Mitteilung der Agentur.
Die höhere Einstufung werde zur schnelleren Lösung der Aufgabe beitragen, das Bruttoinlandsprodukt (BIP) des Landes binnen zehn Jahren zu verdoppeln, kommentierte Russlands Finanzminister Alexej Kudrin die Entscheidung von Moody`s.

Aktien Moskau Schluss: Gewinne - Hohes Landesrating beflügelt

MOSKAU (dpa-AFX) - Beflügelt durch die jüngste Entscheidung der internationalen Ratingagentur Moody`s, das Landesrating Russlands erstmals auf die Investitionsebene von "Baa3" zu heben, hat der Moskauer Markt am Mittwoch nach äußerst aktivem Geschäft mit zum Teil kräftigen Gewinnen geschlossen. Der RTS-Interfax-Index RTSUSDNDX.TWI des Computerhandels in Moskau notierte 3,15 Prozent im Plus bei 628,98 Punkten und erreichte somit sein bislang absolutes Maximum. Spekulanten rechneten mit neuen westlichen Investitionen, hieß es. Der Umsatz nahm auf 75,291 Millionen Dollar (63,908 Mio Euro) zu.
Aktien des weltweitgrößten Gasproduzenten Gasprom OGZD.SQ1 GAZ.FSE legten an der St. Petersburger Effektenbörse um 6,46 Prozent auf 43,81 Rubel (1,221 Euro) zu. Papiere von Russlands größtem Stromversorger EES Rossii schlossen gegen den Tagestrend 0,17 Prozent leichter bei 0,3015 Dollar.
Werte des größten russischen Ölkonzerns LUKoil LKOD.SQ1 LUK.FSE gewannen 2,03 Prozent auf 24,1 Dollar. Aktien der Ölfirma Yukos zogen um 0,63 Prozent auf 15,97 Dollar an. Papiere des sibirischen Ölunternehmens Surgutneftegas kletterten um 6,14 Prozent auf 0,5615 Dollar. Aktien der Ölgesellschaft Tatneft (Tatarstan) stiegen um 5,55 Prozent auf 1,275 Dollar.
Werte des Bunt- und Edelmetallproduzenten Norilsk Nickel bauten ihren Vortagsgewinn um weitere 9,94 Prozent auf 60,4 Dollar aus. Aktien des regionalen Stromversorgers Mosenergo verbuchten ein Plus von 2,05 Prozent auf 0,0745 Dollar. Titel der Telefongesellschaft Rostelekom notierten 3,45 Prozent höher bei 1,8 Dollar. Papiere der halbstaatlichen Sparkasse Sberbank gingen mit einem Plus von 8,89 Prozent auf 294,0 Dollar vom Markt.
Die Zentralbank hob den amtlichen Wechselkurs der russischen Währung zur US-Devise um 0,46 Kopeken auf 30,3773 Rubel je Dollar (Vortag: 30,3819). Zum Euro sank der amtliche Wechselkurs um 26,80 Kopeken auf 35,8665 Rubel (Vortag: 35,5985)./am/DP/sit

Moody`s acquires minority stake in Interfax Rating Agency
MOSCOW. Nov 12 (Interfax) - Moody`s Investors Service and Interfax Information Services Group have finalized the sale of a minority stake in the Interfax Rating Agency.

Moody`s Investors Service, a strategic partner to the Interfax Rating Agency over the past several years, has now become one of its shareholders.

The Interfax Rating Agency and Moody`s Investors Service have also signed an agreement to extend their cooperation in the assignment ratings based on the national scale to the territory of Ukraine, Belarus, Kazakhstan and Azerbaijan.

"Moody`s affiliation with Interfax Rating Agency over the past two years has enhanced our ability to provide credit rating and research services in Russia and to assist Russian issuers seeking to access the international capital markets," said John Rutherfurd, Jr., Chairman and Chief Executive Officer of Moody`s Corporation, the parent company of Moody`s Investors Service.

"We are now exploring ways to expand our cooperation with Interfax to better meet the credit rating and research needs of firms operating in other countries within the region," he said.

"Moody`s acquisition of a stake in the Interfax Rating Agency confirms that our ratings meet the highest international standards," said Mikhail Komissar, Chairman of the Board of Directors of Interfax Group. "We see in this step by the leading global ratings agency a recognition of the growing attractiveness of the Russian financial market."

The agreement is a great opportunity to expand for Interfax Rating Agency, which will now operate in other CIS countries as well as Russia, and guarantees that the service`s standards will continue to rise, Komissar said.

Moody`s Investors Service, a leading global credit rating, research and risk analysis firm, publishes credit opinions, research, and ratings on fixed-income securities, issuers of securities, and other credit obligations. The firm provides credit ratings and analysis on more than $30 trillion of debt covering approximately 136,000 corporate and government securities, 67,000 public finance obligations, 6,000 corporate and financial institution relationships, and 100 sovereign nations. Moody`s is a subsidiary of Moody`s Corporation, which employs approximately 2100 employees in 18 countries and had reported revenue of $1 billion in 2002.

The Interfax Rating Agency, a member of the Interfax Information Services Group, specializes in the assessment of credit risks in Russia. The agency rates financial institutions, regional administrations and non-financial enterprises, as well as their individual liabilities.

The Interfax Rating Agency signed a strategic cooperation agreement with Moody`s Investors Service in October 2001. Moody`s Investors Service announced a decision to acquire an approximately 20% stake in the agency in June 2002.

The Interfax Rating Agency bases its ratings on the Russian rating scale. It has assigned its ratings to several dozen Russian securities issuers - banks, companies and the larger regions.

Russia`s Moody`s rating not being reconsidered for now
MOSCOW. Nov 12 (Interfax) - International rating agency Moody`s does not intend to change Russia`s credit rating either up or down, seeing the rating as stable, Moody`s Vice President Jonathan Schiffer has said.

At a Wednesday press conference at Interfax, Schiffer said that Moody`s views the Yukos furor as an isolated incident that does not signal the start of an attack on property rights. The agency does not view it as any wide-ranging event that could reverse the course of reforms in Russia, he added.

There is nothing in the Yukos events that would interfere with Russia servicing its debt, is Moody`s view, Schiffer said.

The agency does not think it necessary to reconsider Russia`s rating in light of increased capital flight, Schiffer said. The expected outflow of capital in the second half has not proved terribly large, he added. <>
