Molycorp Minerals, the owner of the Mountain Pass mine, has already announced plans (backed by Goldman Sachs) to reopen the mine. Developers in Wyoming believe that the location can be producing by 2015.

But Molycorp first needs to drain some 95 million gallons (360 million litres) of water that has filled the pit's bottom and remove surface rock covering the ore, a two-year process.

New technologies—Some academic experts believe that new
processing technologies are needed in order to compete with
Chinese producers on price, and academic experts do not
believe these technologies will be available on a full production
scale for up to 4 years
:eek: and will require large start-up costs!!!!!

The Mountain Pass facility does not currently have the full
capability needed to refine the oxides into pure rare earth metals.

Based on industry estimates, rebuilding a U.S. rare earth supply
chain may take up to 15 years and is dependent on several factors,
including securing capital investments in processing infrastructure,
developing new technologies, and acquiring patents, which are
      currently held by international companies.

There are two main issues: Rare-earth minerals are costly and complicated to extract. And processing them is even more complex. The U.S. doesn’t even have the facilities anymore to turn rare-earth minerals into usable materials. These days, China produces about 97 percent of rare-earth oxides used in the world.

A recent Government Accountability Office report estimates to will take 15 years to rebuild a U.S. rare earth supply chain.

But a reporter who recently visited the mine site saw that everything, including the processing equipment and the buildings’ door frames, was rusty.
