einen entscheidenden Einfluss auf die Unternehmensentwicklung haben, sondern ganz klar

NEWFOUNDLAND AND LABRADOR REFINING EMPLOYERS ASSOCIATION SIGNS LABOUR AGREEMENT WITH CONSTRUCTION UNIONS
St. John's - Today the Resource Development Council on behalf of its member construction unions and NLR Employers' Association Inc. signed a Memorandum of Settlement concluding the negotiation of a collective agreement for the construction of the new 300,000 barrel per day refinery at Southern Head, Placentia Bay.
Upon commencement of construction, anticipated in the late Spring of 2008, this Agreement will ensure the employment of thousands of skilled Newfoundland and Labrador trades people in the construction of a world class facility.
The parties acknowledge the need to attract trades people currently working elsewhere back to Newfoundland and Labrador; and the agreement negotiated reflects that desire.
In the next step on the labour relations aspect of the Refinery Project, the NLR Employers' Association Inc. and the Resource Development Council shall jointly approach Government to obtain the Special Project Declaration which is essential to justify the commitment necessary for projects of this magnitude.
The Project is expected to take up to four years to complete and to provide over 3,000 construction jobs at its peak.

Die CSR ist recht lang. Ich möchte daher einen ganz entscheideneden Absatz der Einleitung hier einkopieren:
"Based on information contained in the CSR and taking into account the implementation of mitigation measures, the RAs conclude that construction, operation and decommissioning phases of the Project are not likely to cause significant adverse environmental effects."
Die zuständigen Behörden kommen also zu dem Schluß, dass nach ihren Maßstäben das gesamte Projekt keine signifikant schädlichen Auswirkungen auf die Umwelt hat.
Die CSR liegt nun bis 24.1.2008 öffentlich auf. Danach entscheidet das zuständige Bundesministerum Kanadas.
In der CSR ist auch festgehalten, dass bei der Erstellung der CSR die Bundesbehörden bereits eingebunden wurden. Soweit mir bekannt ist, sollen die befaßten kanadischen Behörden die eigentlich federführende Altius Minerals mehr gebeten haben, das Projekt voranzutreiben, als umgekehrt. Die geplante Raffinerie mit 300.000 barrels/Tag und einer Erweiterungsmöglichkeit auf 600.000 barrels/Tag ist schließlich der einzig bekannte Neubau auf dem nordamerikanischen Kontinent mit seinen bekannt maroden Raffinerien. Zudem wird sie eine der größten auf der Welt und damit auch ein Goldesel für das kanadische Steuersäckel.

St. John's - Newfoundland and Labrador Refining Corporation (NLRC) is pleased to report that it has entered into technology licensing and engineering agreements with UOP and ConocoPhillips for the major process units required at NLRC's proposed 300,000 barrel per day grassroots oil refinery in Placentia Bay.
UOP LLC Engineering Services Agreement
NLRC has selected UOP LLC, a Honeywell company, to supply technology, basic engineering services and equipment. Basic engineering design is currently under way by UOP, and the new facility will feature a wide range of UOP technologies to produce low-sulfur, high-quality clean fuels.
Technologies include the UOP Unicracking(TM) process and the UOP Unionfining(TM) processes to remove sulfur and upgrade distillate materials for the production of clean fuels. The UOP CCR Platforming(TM) process, a continuous catalytic reforming process used throughout the petroleum industry to produce high octane gasoline blending components and hydrogen from naphtha, and the UOP Penex(TM) process will also be used to enhance the quality of the new refinery's gasoline pool.
Additionally, NLRC will use UOP's Chlorsorb(TM) system, which absorbs chlorides off of regenerated catalyst from the CCR Platforming process to enhance efficiency of chloride management and reduce emissions.
