Cooperation between Sino-i.com and CNNIC In Establishing a Nationwide e-Commerce Application Training And Unified Accreditation Examination

      (Hong Kong, 7 June, 2000)

Sino-i.com Limited (HKSE code: 250) announced today that its subsidiary, China Enterprise.com Limited ("China Enterprise.com"), had entered into an "enterprise e-commerce application training" agreement with China Internet Network Information Centre ("CNNIC") in founding jointly a "China Enterprise E-commerce Knowledge Training Course", which coursework will be set by China Enterprise.com Ltd.. A nationwide unified examination will be held by CNNIC with the conferment of an accreditation certificate in an enterprise e-commerce qualification which will be an objective, reliable and authoritative accreditation standard for the selection of e-commerce personnel.

The shortage of qualified personnel is evident during the development of e-commerce by most of the Chinese enterprises which do not have any objective assessment standard in the selection of personnel. This Course will assist in rectifying such situation. With the advent of the joint promotion of the e-commerce training and accreditation by CNNIC and China Enterprise.com Ltd., it is understood that training materials will be prepared and provided by the latter which will be responsible for the overall training. Examination papers will be set by the latter and reviewed by the former prior to the examination. Successful candidates will be awarded an accreditation certificate by CNNIC.

CNNIC is a state-level organization which has the authority to represent China in exercising the functions of international and domestic internet information centres. Since its establishment in 1997, it is the most comprehensive and authoritative source of information for foreigners who are interested in understanding the development of Internet in China. China Enterprise.com (Chinese version: www.ce.net.cn / Overseas version: www.china-enterprise.com), one of the earliest professional companies engaged in domestic e-commerce, has currently become the largest domestic China enterprise portal and e-transaction platform. The cooperation between the two parties has reflected the emphasis placed by China on the development of e-commerce as well as the urgent need for training of related domestic personnel.

During the announcement session in Beijing today, Mr. Mao Wei, head of CNNIC has indicated that: the selection of China Enterprise.com as the joint venture partner in enterprise e-commerce training has undergone a due process. After assessing nearly one hundred websites nationwide, CNNIC was able to reach cooperation agreement with China Enterprise.com primarily because of its trust in the faculty and quality of e-commerce training undertaken by China Enterprise.com in recent years. Being the current largest domestic internet company, the seven large branch companies and over forty direct branch offices of China Enterprise.com will assist in the in-depth development of such project.

In addition, he said that, with the current feverish e-commerce activities in developed countries, the application of e-commerce by Chinese enterprises shall mature quickly by keeping in track with the world and the training of e-commerce in China is inevitably desperate. He considered that the era of "the yesterday of advanced enterprise is our present day and their present-day is our tomorrow" has gone forever. With the globalization of the world economy and the development of network economics, if the present-day of an advanced enterprise is not our present day, then, we may probably never see tomorrow. With the present-day global overwhelming of knowledge economics, being behind in conceptual knowledge is a real setback. Accordingly, we have to establish a "net economics" concept in order to fuse into the net economics. At the same time, after China`s entry into WTO, the competition being faced by most Chinese enterprises is more serious as the speedy and effective transmission of information will quicken the pace of competition on a worldwide basis. Thus, traditional enterprises cannot just watch and wait, but have to develop e-commerce, enhance caliber of enterprise personnel, upgrade production efficiency and economies of scale in order to fit themselves into the development of the future global marketplace and make the enterprises more competitive. Or else they will simply be eliminated.

China Enterprise.com currently possesses the largest domestic graphic product database with real time online transaction functions as well the world`s largest "Chinese Enterprise Chinese-English Search Database" with over 600,000 headlines of information. It provides e-commerce services to almost 10,000 subscriber enterprises throughout the year with wealth of practical experience in e-commerce. Since 1998, China Enterprise.com commenced to provide free training to over 55,000 entrepreneurs in large cities like Shenzhen, Beijing, Chengdu, Nanjing, etc. It has also held seminars in Internet and e-commerce for the secretary and mayors of provinces, cities and autonomous regions in the Western Region, such as Qinghai Province, Guizhou Province and Inner Mongolia Autonomous Region. As of this date, almost 1,000 leading cadres from the Western Region have received basic training in Internet through China Enterprise.com with good social effects.

As the major sponsor of the training, Mr. Zhang Hong Ren, Vice Chairman of China Enterprise.com Ltd. indicated that they will establish special teaching faculties to guarantee the normal progress of e-commerce training. In order that domestic enterprises can stand at the forefront of the era and participate in global competition at the least costs and fastest speed, China Enterprise.com Ltd. will hold e-commerce process practical seminars throughout the country with the first batch in the five cities of Beijing, Shanghai, Guangzhou, Chengdu and Shenzhen and then extend to other major cities nationwide. During the announcement session, Mr. Zhang emphasised that, with its object of "honesty as its core and long-term service", it will provide services to Chinese enterprises and promote a better environment for the development of e-commerce by Chinese enterprises and drive the entry of more Chinese enterprises into the world theatre through Internet.
