Sberbank finances NITOL
Russia's largest state lender Sberbank has signed an agreement with Nitol to open two credit lines worth a total of RUR 9 bn for seven years.
The money will be issued to Usolie-Sibirsky Silicon, Nitol's chemical subsidiary in the Irkutsk Region, Eastern Siberia, within the framework of the project aiming to establish Russia's first large-scale polycrystalline silicon plant. The project is being implemented jointly with the Russian Corporation of Nanotechnologies (RUSNANO).
The new plant will create a material base for the semiconductors industry in Russia, and will significantly advance the creation of a new industry in Russia – the photovoltaics. The project will contribute to realization of the Russian Government targets for increasing the share of renewables in total electricity production and the rational use of energy resources.
The deal was prepared under a memorandum on strategic cooperation between Sberbank and RUSNANO signed in October 2009 and aimed at coordinating efforts to ensure the development of innovative infrastructure and implementation of high-promising projects in the nanotechnologies sector in Russian Federation.

The first batches of polysilicon have been produced at a large-scale production facility in Russia
Usolye-Sibirskoye, Irkutsk region, Monday, December 20: the first batch of polysilicon has been produced at Nitol's main production facility. This is the first polysilicon, ever produced at a large-scale production facility in Russia; the facility design capacity totals 5000 metric tons of polysilicon per year.
The unique production facilities are being built by NItol in Usolye-Sibirskoye, in the Irkutsk Region in partnership with RUSNANO, Sberbank and the Eurasian Development Bank.
The first polysilicon has been produced within the scope of the reactor test operation with process fluids. All the performance targets have been achieved; the successful facility startup has confirmed the accuracy of technological solutions, the equipment operability, high quality of the construction and installation works.
The test runs have been conducted in line with the approved by Rostekhnadzor phased program of the in-process equipment validation.
The production ramp-up to full capacity will be staged: the first polysilicon production phase with a 300 mta capacity was launched in 2008, the second phase to come on line by mid-2011 will increase the output to 3500 metric tons of polysilicon per year.
"The first polysilicon, produced at a large-scale production facility in this country, is a result of joint strenuous efforts not only of the entire NITOL team. This success would have been impossible without our main Russian partners - RUSNANO, SberBank and the Eurasian Development Bank" - stated Nitol Solar's CEO, Dmitry Kotenko.
Darya Poletayeva, a Senior Investment Manager at RUSNANO, commented: "To bring the project on line requires unique solutions not only at a company level, but at the country level too. The key production target, faced by the company to date, is the facility ramp-up to design capacity. Production of the first polysilicon batches at the main production facility is yet another step towards the large-scale project objectives."
Alexander Bazarov, Vice-President of SberBank, noted: "Development of an innovative industrial cluster in the Irkutsk Region, that is carried out in partnership with a syndicate of banks, is a significant project, implemented by our major customers - State Corporation RUSNANO and Nitol – within the scope of public-private partnership".
"The results achieved by Nitol are constituents for the innovative economy. Cooperation with the companies that put into practice the directives for innovation and modernization of the Russian economy, is a strategic priority for our bank" - commented Deputy Chairman of the EDB Board Gennady Zhuzhlev. - "It is the Eurasian Development Bank’s mission to further promote economic and financial integration of the Eurasian Economic Community member states, and in this regard we are pleased to acknowledge our contribution to Nitol’s product, which is in great demand on the markets in Russia and the CIS countries."
The new production facility provides a resource base for further development of microelectronics in Russia and enables advance of a new industry in Russia – the solar energy. The project contributes to implementation of the targets, set by the Russian Government to increase the share of renewable energy in the total electric power production and enhance the energy efficiency.
