Russian Fuel Oil Exports at Record Highs
LONDON, Jul 9, 2000 -- (Reuters) Record volumes of Russian fuel oil were exported onto global markets in June with the month of July set to see similar levels, a leading analyst said on Friday.
Geneva-based Petrologistics, which measures seaborne trade flowing from Baltic and Black Sea ports said that Russian fuel exports hit 2,980,000 tons or 640,000 barrels-per-day (bpd) in June.
"I`ve never seen it that high, volumes have been going up all the time. Ten years ago volumes were nowhere near that," said Petrologistics president Conrad Gerber, adding that June 1999 saw just 605,000 bpd flowing out of Baltic and Black Sea terminals combined.
"I`m not surprised," said one Rotterdam dealer. "The early days of June saw a hectic (lifting) program. July so far doesn`t look particularly heavy but we`re likely to see a flurry in the second half."
Gerber said that exports in July were likely to be of a "similar" order as the St Petersburg terminal was now cranking out product at full steam while Tallinn (the largest Baltic terminal) and Klaipeda were also exporting at capacity.
"I don`t expect exports to be any higher. I expect them to be about the same in July," he said explaining that Russian producers were drawing down heavily on stocks built up over last year and over the winter months.
Gerber said that most of the fuel export volume appeared to be winding itself down into the Mediterranean and into the Atlantic basin.
He said very little was going East except for the "odd cargo".
"Malta and especially Italy take a lot of fuel oil at this time of year and if there is insufficient coming out of the Black Sea then you`ll see it flowing down from the Baltics," said Gerber who estimated that 75 percent of Russian export volume came out of the Baltics.
"It`s the busiest time we`ve had," said a broker specializing in Russian fuel, confirming that a lot of volume had gone to the United States and into the Mediterranean.
"There has been a lot of barrels showing especially straight run and the arbitrage to the Mediterranean is open so more will move down there from the north," she said.
Gerber said that gas oil and light end product exports which were slightly higher year-on-year in June had mostly found there way across the Atlantic to the United States.
Asked if a Russian government plan to raise the export tariff on fuel oil to 20 euros per ton from 12 euros on August 1 would impact heavily on volumes exported, Gerber said:
"It will have a marginal effect on exports if they fiddle with the tariff as they usually do. And if it is in hard currency it probably will affect it. Much will depend on the price of fuel oil in dollars at Ventspils or Klaipeda or wherever."
As for a Russian government decree to abandon export quotas he said: "I don`t think that has any effect whatsoever that is just talking in the dark. The Russian government has never really been able to apply quotas to anything (efficiently)."

Vimpelcom Bonds to be Placed on U.S. Market Soon
MOSCOW, Jul 10, 2000 -- (RosBusinessConsulting) The convertible bonds of the Russian telecommunications company VimpelCom will be placed on the US stock market starting at the end of July, a source in the company reported to RBC. VimpelCom sent in an application to the US commission for securities for the floatation of the bonds. As of now, the primary registration of documents was finished, and final parameters of the bond issue have not been defined yet. VimpelCom is expecting to attract about $220m. VimpelCom bonds will be included on the list of the NYSE.

Iraq Pressing Russian Group to Honor Oil Contract
PARIS, Jul 9, 2000 -- (Reuters) Iraq is talking with Russian officials to press a LUKOIL-led consortium to honor a $3.7 billion contract to develop a huge Iraqi oil field, an Iraqi oil official said on Friday.
"They have failed to adhere to the provisions of the contract," said Faleh al-Khayat, a senior Iraqi oil ministry official. "We are looking for ways to remedy that."
Russian oil giant LUKOIL and other members of the consortium signed the deal in 1996 to develop the second phase of West Qurna, a field that could yield 600,000 barrels per day (bpd).
Khayat said the field would remain in Russian hands, but the composition of the consortium could change.
"We will find ways" to make the deal work, he said. The contract stipulates that work should start immediately with local contractors.
China faces a similar problem over the al-Ahdab field, where the China National Petroleum Corp (CNPC) and China North industries Corp (Norinco) are involved. But the field is only expected to pump some 100,000 bpd and therefore has less of an impact on the country`s overall production, Khayat said.

MOSCOW, Jul 10, 2000 -- (SKRIN Issuer) In 3Q00 JSC "Chelyabinsky tractor plant" ("URALTRAK") was founded on a basis of CHTZ, plans to register share issue in amount of RUR 1 bln. JSC CHTZ will deliver all its property to "URALTRAK" estimated at share issue value of RUR 1 mln. First shares issue plans to be placed at an open auction, received resources will be directed towards debts payment for previous 5 turns. Now the creditor debt amounts to RUR 2.18 bln, book cost of capital assets amounted to RUR 2.5 bln. Plant`s debt estimates twice less. It is supposed to register the 2 turn of shares issue JSC "URALTRAK" in 2001 in amount of RUR 1 bln. As it was pointed at the enterprise, according to the creditors` wishes, it is possible to make creditors debt payment by shares of a new enterprise. After the 2-s share issue the JSC "URALTRAK" the JSC "CHTZ" property will be sold, after that "CHTZ" will stop its existence as a legal entity.

MOSCOW, Jul 10, 2000 -- (SKRIN Issuer) Net profit JSC "Kotlassky TsBK" (Arkhangelsk Region) in 1H00 amounted to RUR 385,5 mln over RUR 260,5 mln for the same period 1999. Net sales amounted to RUR 1810,3 mln (against RUR 1151 mln for the same period). Gross profit amounted to RUR 544,15 mln (against RUR 436,72 mln for 1Q99). Pre-tax profit estimated at RUR 527,9 mln (against RUR 366,38 mln 1Q99). "Kotlassky TsBK" is one of the largest cellulose producers in Russia. Production capacity amounts to 1 mln tons of cellulose y-o-y. The plant sales its production in Russia, CIS and European countries, Asia and Africa. The company`s capital is divided into 751003400 common shares of nominal value of RUR 1. The main shareholders are : ZAO "ILIM PULP ENTERPRISE" (51,8% share), ZAO "Brunswick Warburg "Nominees" - nominal holder (26,24% share).

Norilsk Nickel to Cut Down Exports
MOSCOW, Jul 10, 2000 -- (SKRIN Issuer) Norilsk Nickel will cut down exports of nickel and cooper as the company intends to switch mainly to the domestic market, Anatoly Komarov, Norilsk Nickel Press Secretary said. The exact volume of exports is not disclosed. In particular, Norilsk Nickel concluded a contract on delivery of 25000 tons of nickel to the Moscow mint. Norilsk Nickel also intends to increase cooper supply to Russian cable producers. According to the preliminary data, the company will deliver around 50000 tons of nickel and cooper to the domestic market till mid-2001. As a result, Norilsk Nickel will double deliveries to the domestic market and cut half exports
