ON AUGUST 24, 1999.


ASSISTANCE TO TURKISH NATIONALS AFFECTED BY THE EARTHQUAKE

OTTAWA, August 24, 1999 -- Elinor Caplan, Minister of Citizenship and
Immigration and MP for Thornhill, announced measures today to respond to the
needs of those directly affected by last week`s earthquake in Turkey and
complement the Canadian relief efforts already underway.

"I share the concerns of the Canadian Turkish community and I am pleased to
say that my department is ready to respond to the needs of families and
individuals affected", said Minister Caplan.

Positive steps will be taken to facilitate the early admission of family
class applicants who have been directly affected by these events. Those who
have applications in progress in Ankara will be dealt with as expeditiously
as the situation in Turkey will allow. Turkish students, visitors and
temporary workers, who are in Canada, will be able to seek extensions to
their stay if their home conditions are not suitable for their return to
Turkey.

"In recognition of the severity of the situation in Turkey, I have
instructed my officials to take the most humane and flexible approach in
dealing with this emergency situation, as Canada has done in similar
situations in the past", added Minister Caplan.

Cumhuriyeti yerine olursam , verdikleri 150 bin dolar üstüne , 150 bin taþ kurup paralarini yüzlerine vururum .

Her firsati kendi lehine çevirmye çalisirken , deprem olayini da elden kaçirmayan Saddam , bakanlarini toplayp , bir karar imzaladi .
Kararda , Türkiye topraklarindan geçen petrol boru hatlariyla , depremzedelere Amerikadan fazla yardim yapmaya hazir oldukalrini
bildirmiþ . Ancak 1.7 milyar dolara sahip olan diktatör Saddam , bir kaç milyon dolari bagislamayi hiç düþünmedi . O`nun bir tek
hedefi , ne pahasina olursa olsun ambargoyu delmek.

Arap gazeteleri de tipki rejimleri gibi , deprem olayini istismar edip , binlerce Türk vatandasinin ugradigi felaketi görmezken , terör
örgütü elebasisi Apo`nun avukatligini yapmaktan vazgeçmediklerini tekrar ortaya koydular . Evet , Arap rejimleri 20. yüzyilin
baslangicinda Osmanlilara karsi açtiklari ihanet sayfasini , kapatmamaya yemin etmiþ olduklarini tekrar göstermiþ durumdalar .

Israil , Amerika ve Avrupa ülkelerinin tutumlarýna bakarken , Islam Cumhuriyeti adini tasiyan komþumuz da , anavatanýn toprak
bütünlügünü bölmeye kalkan teröristleri maddi ve manavi olarak destekleyen , Yüce Allah`in adini bile (Hizbullah ) vesilesiyle
istismar edip , bir çok ülkelerde huzuru kiskirtip , terör olaylarýna milyonlarca dolar aktarirken ,Müslüman Türk
depremzedelerini görmezlikten geliyor . Ayni zamanda Islam Konferansi`nin simdiki sorumluluklarini üstelenen bu komþu ülke ,
görevini yerine getirmezken , deprem felaketine seyirci kalmayi tercih etmisti .

Acimizin ne kadar büyük olusunun farkindayiz . Ölüler , yaralilar , evsizler , kimsesizler , harabeye dönen iller ve ilçeler ,
ekonomik zararlar . Ama unutulmamasi gereken gerçekleri de dosta düþmana bildirmeliyiz . Malazgirt`ten baþlayarak , kurtulus
savasi ve baris hareketinden geçerek , terörbasini yakalayip adalete teslim eden Müslüman Türk Milleti, mutlaka ama mutlaka bu
aci yarayi da saracak .

Irak Türkleri basta olmak üzere , tüm Dis Türkler Camiasi adina , Yüce Allah`tan ölülere rahmet , yaralilara acil sifa , akrabalarina

Europe`s divided capital
It may surprise readers to know that there is still a divided capital in Europe. Nicosia, the capital city of Cyprus, is cut in half by a
demarcation known as the Green Line. On the southern
side of the line is the busy, growing, high-tech capital city of the Republic of Cyprus, largely populated by Cypriots of Greek ancestry.
On the northern side is a virtual ghost town,
largely populated by soldiers of the Turkish army, which invaded Cyprus 25 years ago last month after an attempt by the military junta
in Athens to annex the island.

Since 1974, the Turks have expelled nearly 300,000 Greek Cypriots from their homes and systematically destroyed hundreds of
structures, including thousand-year-old Greek Orthodox
churches. Many of the churches they have not destroyed have been despoiled, and the contents -- icons, gold statuary, ancient
manuscripts -- have been sold on the European and
American black markets.

Twenty years ago, the nominal leader of the Turkish Cypriots, Rauf Denktash, proclaimed the establishment of the Turkish Republic of
Northern Cyprus, and declared the island forever
partitioned. Not necesarily. The Greek Cypriot community absorbed the refugees from the north, and together they have transformed
what was once the poorer half of the island into a
thriving, affluent democracy that will join the European Union in two or three years.

Meanwhile, some of the northern, Turkish-controlled, third of the island has been transformed into a barren landscape. Most Turkish
Cypriots have either departed for mainland Turkey
or gone to Europe in search of work; some have even slipped over to the Greek side. The largest single community in northern Cyprus is
the occupying Turkish army. Indeed, the
depopulation problem is so acute that Ankara has been forced to subsidize elderly colonists who retire to Cyprus from their homes in
Turkey.

The United Nations Security Council has passed several resolutions demanding the withdrawal of Turkish forces from Cyprus, and the
reunification of the island under democratic
auspices. But Turkey refuses even to consider negotiations. And Prime Minister Bulent Ecevit recently boasted that the invasion and
occupation of the island had "solved the Cyprus
problem once and for all."

Of course, the opposite is true. The Turkish invasion has brought untold misery and hardship to Greek and Turkish Cypriots alike. The
occupation has aggravated the hostility between
Turkey and Greece, both NATO members, and it has been characterized by routine brutality. Turkey will not even respond to requests
for information about some 1,500 Greek Cypriots
caught in the invasion and missing since 1974.

The Greek Cypriots will continue to appeal to world opinion, and the United Nations will continue to pass resolutions. But there is one
country with some leverage on Turkey that is
pledged to "solving" the Cyprus problem: the United States. President Clinton might consider solving this historic problem by putting
some pressure on Ankara to acknowledge the
nature of its action 25 years ago, and the importance of ending the partition of a sovereign state. The Greek Cypriots have repeatedly
expressed their willingness to talk to Turkey about
their island, and are pledged to maintain the ethnic power-sharing arrangements (in place before the 1974 invasion), which guarantee the
rights of Turkish Cypriots.

The main obstacle to peace is Turkey, and the only country with the power to influence Turkey is the United States.
