      About Maglev

      Friday, January 19, 2001

      Post-Gazette Staff Writer

Maglev Inc. has been working on a high-speed, magnetically levitated transportation system for more than a decade now.

The public-private corporation, which recently moved its offices from Moon to Monroeville, took a giant leap forward in the lengthy development process yesterday when the federal government named it a national finalist in the race to win approval for construction of a prototype system.

While public awareness of high-speed maglev technology has grown in recent years, and while the U.S. Department of Transportation`s announcement carried great significance for the region, officials who have been involved with Maglev Inc. said people still don`t know that much about it.

In question-and-answer format, the Pittsburgh Post-Gazette is providing some of that additional information based on previous coverage, experience and Maglev Inc.-supplied materials on file.

      Q. What is Maglev Inc.?

      A. A Pittsburgh-based, public-private corporation that was formed to plan, build and operate the nation`s first high-speed, maglev system. Shareholders and board members include Adtranz, the West Mifflin-based manufacturer of people movers; Michael Baker Jr. Inc.; Duquesne (Light) Equities; USX Corp.; Wheeling-Pittsburgh Steel; Carnegie Mellon University; Pittsburgh Building and Construction Trades; and the United Steelworkers of America.

      Q. What is the source of its money?

      A. At first, mostly private money supported the corporation and its work. In recent years, as transportation officials recognized the corporation`s progress and put increased emphasis on maglev technology as a possible future solution to growing highway and air congestion, Maglev Inc. has been granted more than $10 million in federal and state grants.

      Q. What is the federal government looking for?

      A. Congress has earmarked $950 million in federal transportation legislation to invest in one or two ventures. The recipient or recipients will be responsible for finalizing the maglev technology and building a prototype that serves transportation needs, demonstrates whether maglev is feasible and keeps the U.S. up to pace with similar undertakings in Germany and Japan.

      Q. Why Pittsburgh?

      A. The region has the university, labor and industry resources to accomplish the project. The challenging terrain and four-season climate can demonstrate the capabilities of a system. The region is centrally located, making future expansions feasible in several transportation corridors radiating out of Pittsburgh. A prototype would link an outlying county (Westmoreland), a busy suburb (Monroeville), a city and one of the nation`s top-ranked airports.

      Q. What would a high-speed maglev system do for the region?

      A. At first blush, there`s the novelty factor. A system would draw visitors, or at least enhance their trips to Pittsburgh, much like a maglev test track in Germany where`s there`s a waiting list for demonstration rides. It would make the region an incubator for transportation development as well as a source for maglev expertise and manufacturing.

In the 45-mile prototype system that would showcase Pittsburgh, magnetically levitated and powered trains running on elevated guideways would travel in excess of 200 mph. The average travel times would be seven minutes for the 19 miles from Downtown to Pittsburgh International Airport; six minutes for the 12 miles from Greensburg to Monroeville; 11 minutes for the 14 miles from Monroeville to Downtown.

Maglev would, of course, provide jobs, alleviate congestion, improve air quality and stimulate business and interest in the region.

      Q. How much would it cost?

      A. Maglev officials are estimating $1.3 billion total. If the federal government picks the Pittsburgh regional project and is willing to part with $950 million, you can bet the rest will materialize from public and private sources. Already, Pennsylvania has provided $2.5 million in planning funds.

      Q. What are Maglev Inc.`s chances of being the No. 1 choice?

      A. Politics will have a bit to do with it. So in that regard, the area is in fair shape -- Republican President, Republican governor, two Republican U.S. senators, Republican chief executive at Allegheny County`s helm.

      Q. When can I take a ride?

      A. New technology takes time, and when government is involved, it takes a long time. Although Maglev Inc. projects a schedule showing vehicles to begin operating in 2007, don`t hold your breath. The obstacles are many; yesterday was just another one.

      Consultant contract advances maglev

      Saturday, August 25, 2001

By Joe Grata, Post-Gazette Staff Writer

A joint venture of consultants has been hired to do an environmental impact study for the region`s proposed high-speed maglev train line.

The Port Authority board of directors awarded a $5.2 million contract yesterday to MSM Group, consisting of three firms -- Maguire Group, Skelly and Loy Inc. and McCormick, Taylor and Associates -- all of whom have done transportation studies in the Pittsburgh area.

The authority did the hiring as the public facilitator and government grant applicant for the project, although the futuristic system is the product of Maglev Inc., a 12-year-old, for-profit corporation based in Monroeville and supported by community businesses.

"We want to do all we can to help position the project for success," Port Authority Chief Executive Officer Paul Skoutelas said. The authority isn`t a financial partner; it`s reimbursed for staff and expenses as Maglev Inc.`s public partner.

The Pittsburgh project, a 47-mile line linking Greensburg, Monroeville, Downtown and Pittsburgh International Airport, is a semifinalist competing with a high-speed maglev proposal in Maryland for $950 million in federal funding for future development.

The Maryland project would link Baltimore, Baltimore-Washington International Airport and downtown Washington, D.C.

The Federal Railroad Administration, the branch of the U.S. Transportation Department handling maglev technology development, has said it will decide by May 2003 whether Pittsburgh or Maryland will get federal money.

While one of the requirements is that trains use electro-magnetics to elevate, guide and propel cars at speeds that must reach 240 mph, the environmental impact study is expected to weigh heavily on which project is selected to move forward. The Port Authority contract calls for MSM Group to finish the study by the end of 2002.

"It`s a tight timetable and a tight budget," said Bruce Ahern, authority director of business development, "so we don`t have a day or a dollar to waste."

Maglev Inc. president Fred Gurney called hiring the consultants a vital part of ongoing efforts to bring the project to Western Pennsylvania.

"People don`t understand about the delays with projects like this, but they need to be understanding and patient," Gurney said. "The study will not only show how maglev will benefit them but also how we can build it without negatively impacting their environment."

If Pittsburgh wins the competition for high-speed maglev, whose trains operate mostly on elevated track called "guideway," it will bring a new industry to the region as well as provide travel benefits.

"It`s a remarkable project," Allegheny County Chief Executive Jim Roddey told the authority board he once chaired. "Seven minutes to the airport and, someday maybe, 45 minutes to Harrisburg."

Nunja, dann ich auch noch einmal:

"Based on the proposed Federal Railroad Administration (FRA)
schedule, selection of the corridors will be completed in late summer
of 2000. Movement into the technology transfer and construction
phases will occur following selection of the final corridors.

Construction of the facilities to begin fabrication of the system
components will begin in 2000 and run through 2003. The guideway
installation would begin in 2003 and be completed for the first
segment in 2004. Following the completion of pre-revenue service
testing and system safety verification, in-service operation would be
      scheduled to begin in 2005-06.

      REMARKS
      AS PREPARED FOR DELIVERY
      U.S.
SECRETARY OF TRANSPORTATION RODNEY E. SLATER
      MAGLEV
      ANNOUNCEMENT
      JANUARY
      18, 2001
      WASHINGTON,
      D.C. I
am pleased and delighted, on behalf of President Clinton and Vice President
Gore, to announce the next phase of the Maglev Deployment Program.
Maglev reflects President Clinton=s and Vice President Gore=s
commitment during these past eight years to develop new technology that will
foster economic growth and protect the environment in the 21st Century.  The two projects that we
are announcing today, Baltimore-Washington and Pittsburgh, will allow us to
demonstrate the technology that may become the backbone of intercity passenger
transportation in our most densely populated transportation corridors in this new century and new millennium.  As
you know, state-of-the-art Maglev technology uses magnetic current to levitate
and propel a train above the rail at speeds up to 240 miles per hour and can
move five hundred or even 1,000 passengers in comfort and convenience on a
single train in virtually all types of weather.
Maglev offers the promise of fast, smooth and reliable transportation,
and, in many cases, shorter trip times than either road or air.
      The
Maglev Deployment Program is one of the most visionary and truly
future-oriented undertakings of the United States Department of
Transportation.  This commitment to Maglev reinforces President Clinton and Vice President Gore=s
belief that transportation is a strategic investment, along with education,
health care, technology and the environment, and that transportation is
essential in strengthening America for the fresh challenges and limitless
opportunities of this new century and this new millennium. Maglev will
      complement other modes of transportation.
By creating an attractive alternative for short distance air travelers,
high-speed rail can free up scarce airspace capacity for long-haul flights.
By offering an attractive alternative to commuters, it will also
relieve highway congestion.  What=s more, high-speed rail is energy friendly and
      environmentally efficient.  When
you add in jobs and economic development, particularly to downtown areas,
high-speed rail is a definite force for positive change for American cities.
Indeed, the real push for Maglev and high-speed rail comes not just
from Washington, D.C., but from the states, which have become more and more
aware of its inherent advantages.  Through
technology transfer, we expect that when this program is completed,
American-owned firms, employing skilled American workers, will have the
know-how and experience to design and build Maglev systems anywhere in the
      U.S. and around the world.
      The
two projects we selected today, Baltimore-Washington and Pittsburgh, will
share the $14 million dollars appropriated for Maglev in the Fiscal Year 2001
budget, with matching funds coming from state, local and private sources.  Later, my successor will select which of these two projects
will be eligible to receive up to $950 million dollars in federal funds to
assist in the final design and construction, if Congress appropriates the funds.  The
Baltimore-Washington project is a 40-mile line that will link downtown
Baltimore to BWI Airport and to Union Station in Washington, D.C.
We envision our announcement today as just the initial stage of introducing Maglev to the entire Northeast Corridor.
      The
Pittsburgh project is a 47-mile line that will link downtown Pittsburgh to
Pittsburgh Airport and its eastern suburbs.
Travel time would be a record 7 minutes and on eastward out to
      Greensburgh in 26 minutes.  The
Pennsylvania Project has been active in seeking to tie the new technology of
precision steel fabrication necessary to construct the Maglev guideway to
other possible uses such as ship hull manufacture and other large scale metal
      fabrication. Before
we go, however, I would like to congratulate all the participants for their
extraordinary work toward improving the transportation needs of their regions.
In May 1999, when we initially selected seven projects, in California,
Florida, Georgia, Louisiana, Maryland, Nevada, and Pennsylvania, we noted
these projects= innovativeness and their commitment to improving the
quality of life for residents in their regions.   Indeed, I would like to encourage the other projects to
continue to develop their plans and to look for other sources of funding.
To help them continue, we have made sure that each of these worthy
projects will receive almost $1 million dollars in federal funds.
      I
would also like to commend the American people for their commitment to rail
service, as Amtrak has seen record level ridership and revenuesCand just recently has inaugurated its high-speed rail
      service.  Our vision for high
speed rail is to eventually reach 75 percent of the population in 100
metropolitan areas with an opportunity market of 150 million people.   I
applaud everyone here today for the excellent work they do every day to ensure
that commuters have safe and efficient transit choices to connect them to
work, to school, to health care, to an improved quality of life. They
know, as we do here at the Department of Transportation, that transportation
is the tie that binds -- it brings people together, and connects us
to the world.  Our hard work
together these past several years has helped to ensure that the places in which
we live in today will remain the places in which we want our children and our
      grandchildren to live tomorrow.
