      LONDON (Dow Jones)--When Organization of Petroleum Exporting Countries ministers gather for their regular meeting next week in Vienna, they are likely to trumpet their oil-restraint policy`s success in defending prices despite a downturn in global oil demand.

      But whether OPEC members are prepared to tackle the uncomfortable issue of how high oil prices have eroded theirshare of the global oil market remains to be seen, analysts said.

      "They`re interested in keeping prices sustained at or above $20 a barrel," said Medhi Varzi, research director with Dresdner Kleinwort Wasserstein. "The danger is that that sort of price will allow non-OPEC production to carry on growing."

      April Brent blend crude futures have risen sharply in the past week, peaking at $24.15/bbl Thursday, a high for the year.

      Meanwhile, sentiment in the oil futures markets has turned bullish. Since Dec. 18, when big speculators posted their largest ever net short position of nearly 72,000 light, sweet crude oil contracts on the New York Mercantile Exchange, speculators had trimmed net short positions to 2,304 contracts by the week ending Feb. 26. Investors holding short positions are betting prices will fall.

      OPEC`s own research paints a bleak picture for the group`s 2002 growth prospects. This year, OPEC expects a 940,000 barrel a day increase in non-OPEC supply, against a 500,000 b/d increase in world oil demand. The producer group isn`t expected to change output policy at the March 15 meeting.

      However, OPEC members are continuing to invest in production capacity, more and more of which is sitting idle following production quota cuts of 3.5 million barrels a day in 2001. According to the International Energy Agency, OPEC`s spare production capacity compared with January output stood at 5.77 million b/d.

      "At the moment, their preoccupation is obviously with revenues," said Leo Drollas, chief economist at the independent Center for Global Energy Studies in London. "They don`t see high prices as a problem, but they should. High prices curtail demand. When you get non-OPEC increases, their market share is curtailed," he said.

      OPEC members are aware of the problem and last September began a hard-fought campaign to convince non-OPEC producers to participate in supply cuts. The effort eventually produced commitments from Russia, Norway, Mexico, Oman and Angola to cut oil exports for the first quarter of this year.

      But the biggest threat to OPEC comes from Russia and its drive to lift oil production to early 1990s levels. The IEA expects Russia to raise crude output by 430,000 b/d this year. Kazakstan and Azerbaijan are also expected to lift output in the future.

      OPEC Secretary General Ali Rodriguez and President Rilwanu Lukman were in Moscow earlier this week in an attempt to persuade officials there to extend pledged output cuts through the second quarter. This was despite early indications that Russia has largely ignored its commitment to cut first-quarter oil exports by 150,000 b/d.

      Rodriguez and officials at the OPEC secretariat in Vienna have publicly avoided talk of falling market share, but privately it remains a priority, according to an OPEC official, who asked not to be named.

      "Publicly, we don`t really like to talk about (market share) because then you will get into talk of a price war between OPEC and the Russians," the official said. "Whether we like it or not, Russia is the second-biggest producer. We have to live with that fact."

      Instead, Rodriguez talks of efforts to stabilize the price of OPEC oil between $22/bbl and $28/bbl and warnings that higher OPEC or non-OPEC supplies in the second quarter will precipitate a price collapse.

      OPEC crude has been below the group`s $22/bbl floor since September, yet analysts believe 12 months of OPEC supply restraints and signs of a rebound in the U.S. economy bode well for oil prices through the balance of the year.

      In fact, with strong indications that global oil markets have tightened, analysts say an increase in OPEC output will be needed later this year to prevent prices from running away.

      One indication of how the OPEC internal debate over market share versus price is playing out could emerge in talks over the timing of the group`s next meeting.

      An output increase early in the third quarter would keep global inventories relatively balanced, and would suggest the market-share concerns outweigh price, according to Washington-based Petroleum Finance Co. A delay to the end of the third quarter, "which would cause inventories to fall to levels that leave little room for error in OPEC market management," could be interpreted as a victory for the price hawks, the consultancy said.

      "OPEC needs to go after an oil price that is sustainable in a sense that the group can start clawing back market share," DKW`s Varzi said. "Unfortunately that oil price is too low for them in terms of their short-term revenue requirements."

      London - Wie der britische "Independent on Sunday" berichtet, könnten die Mitgliedsstaaten Venezuela und Indonesien am Freitag drohen, das Kartell zu verlassen. Libyen und Algerien könnten ihnen folgen. Die vier Länder stünden unter großem Druck aus dem Inland, die Produktionskapazitäten voll auszuschöpfen. Es werde davon ausgegangen, dass sie forderten, die Kapazitätskürzungen von vergangenem Dezember rückgängig zu machen, da der Ölpreis mittlerweile wieder über 23 Dollar liege. Berichten zufolge hätten Opec-Länder Schlupflöcher genutzt, um trotz der Ölproduktionssenkungen auf dem alten Förderniveau zu produzieren.

      Venezuelan oil dispute spreads

      Oil workers have been striking for three days

      Venezuela`s largest union federation has called a 24-hour general strike in a show of support for striking managers from the country`s state oil company.

      The Confederation of Venezuelan Workers will hold the nationwide work stoppage on Tuesday.

      Oil workers from the state-owned PDVSA are on the third day of a partial strike which has already disrupted fuel and gas supplies in the world`s fourth-largest oil exporter.

      The union`s decision marks the biggest challenge to Venezuelan President Hugo Chavez since he came to power three years ago.

      A general strike last December virtually paralysed the nation`s economy.

      Supplies hit

      Union leader Carlos Ortega said the constant persecution of the country`s workers by the government was sufficient reason to call the action.


      Chavez: Not seen since strike began


      He warned the 24-hour stoppage could be extended, depending on events on Tuesday.

      The one million member union federation had been planning a general strike for later this month to call for higher public sector salaries. But the date was brought forward to coincide with the oil sector dispute.

      Managers from PDVSA, marked the third day of their strike with demonstrations outside the company`s buildings.

      The oil strike was called to protest against the company`s management board, which workers say President Chavez has filled with his supporters.

      The progressive strike has shut down one of the company`s refineries and affected fuel and gas supplies in the country.

      Oil tankers are not being loaded, which may already have begun to affect the country`s exports.

      Falling popularity

      This is a particular blow for the economy, as oil brings in almost half of the government`s revenues.

      The strike has also caused clashes between supporters and opponents of the government, culminating in the deaths of two oil workers last week.

      If successful, the general strike will be a massive personal blow for Mr Chavez.

      The president`s popularity has plummeted in recent months following a successful nationwide strike last December.

      Mr Chavez has not been seen in public since the oil strike began, and negotiations have broken down.

      The government has taken a hard line against the oil workers so far. But this latest challenge may force them back to the table.

      soll er nur - umso größer ist die chance, dass er bald davongejagt wird. und dann könnte es spannend werden, denn laut dem vor einigen wochen gefeuerten pdvsa-chef lameda wurde pdvsa vor einiger zeit von chavez angewiesen, insgesamt ca. 15 mio bbl einzubunkern, um auch ja nie die opec-quoten zu überschreiten. wenn quotenfreund chavez endlich weg vom fenster ist, stehen die chancen nicht schlecht, dass venezuela auf den mit amtsantritt chavez` amtsantritt aufgegebenen weg der ständigen fördererhöhungen zurückkehrt. innerhalb pdvsa war man mit dieser strategie schon immer unglücklich, schließlich produziert venezuela heute weit weniger als ende der 90er, als chavez an die macht kam

      SINGAPORE (Dow Jones)--Benchmark U.S. crude futures fell around 1.6% in after-hours trading after news that Venezuelan President Hugo Chavez was giving up power raised expectations of a resumption of oil flow from the world`s fourth largest oil exporter.

      A change in the political leadership in Venezuela would improve the prospects of resolving the country`s national strike "in a much shorter time frame," said Tom Hilboldt, head of Asian oil and gas research at Solomon Smith Barney.

      In the longer term, the departure of Chavez could have implications for OPEC, as under his leadership, Venezuela had closely respected OPEC output policy decisions, unlike his predecessors.

      State oil monopoly Petroleos de Venezuela SA (E.PVZ) had seen its crude output fall by around half a million barrels a day in the last four to five days due to a national strike, industry sources said Thursday.

      Exports have almost completely stalled, and only a few vessels have left the nation`s main terminals loaded with crude and products recently, as refineries are running at low capacity to keep products from piling up, industry sources say.

      May light, sweet crude futures fell around 1.6% to US$24.60 a barrel around 0245 GMT in after-hours New York Mercantile Exchange trade Friday on early unconfirmed reports that Venezuelan armed forces had ousted Chavez.

      May Access crude was little changed after news broke that he was resigning, at 0516 GMT. At 0555 GMT, May Access crude traded at $24.61/bbl, down 38 cents from Thursday.

      At 0555 GMT, May Access heating oil fell 96 points to 63.75 cents a gallon while May Access gasoline fell 112 points to 77.75 cents/gallon.

      Current Status Of Oil Industry Unclear

      It remains unclear at around midnight in Venezuela what the current state of the nation`s crucial oil industry is. Operations of production and refined products have been seriously hampered by labor turmoil over the past six weeks.

      One industry source at one of the main terminals on the East coast said that if the strike is resolved, exports and refining could reach their usual capacity relatively quickly.

      "If the administrative staff is returning to their jobs Friday, we can see some vessels being loaded later that day," the source said.

      Venezuela is one of the main suppliers of crude oil and refined products to the U.S.

      It is also a founder, and key member of the Organization of Petroleum Exporting Countries and is the world`s fourth largest oil exporter.

      A Merrill Lynch oil analyst said that if the national strike continued - even with Chavez`s removed - OPEC kingpin Saudi Arabia could easily replace Venezuelan oil.

      "Saudi Arabia is still the swing producer, they just have to turn on the taps," he said. Saudi Arabia holds about 3 million barrels a day of spare oil output capacity.

      Solomon`s Hilboldt agreed that Saudi Arabia could cover any shortfall if the strike was extended and continued to hit oil exports.

      Chavez Enforced Tight Quota Compliance

      In the longer term, however, Venezuela`s compliance with OPEC output targets could be comprised by Chavez`s removal, he said.

      Chavez was widely credited for shaking up the oil industry to enforce tight quota compliance. Previously, Venezuela held one of OPEC`s weaker compliance records.

      Chavez has argued that strict adherence helps stabilize oil prices, but critics complain the policy sacrifices

      production capacity and market share.

      Asian oil traders expected little impact on products market fundamentals if Chavez`s resignation results in a quick resolution of the PdVSA strike.

      However, if the strike does continue, tight Caribbean and North American gasoil markets will attract Russian and European gasoil, reducing the flow to Asian markets.

      Tighter South American supply could prompt traders to bring at least one spot cargo from Asia to Brazil.

      PdVSA supplies gasoil to the Caribbean and New York Harbor heating oil markets, on both a term and spot basis.

      Asian paper prices tumbled with crude Friday. May gasoil paper traded at $25.90/bbl at midday Friday, down from trades at $27.10/bbl late Thursday, when Nymex crude was nearly 5% higher.

      May fuel oil paper fell to $139.75-$140.50 a metric ton at midday Friday, down from paper trades at $141.25-$142/ton early Friday morning. Late Thursday, May fuel oil paper traded at $147-$148.50/ton.

      CARACAS (Dow Jones)--A top executive of Venezuela`s state-owned oil monopoly Petroleos de Venezuela SA (E.PVZ) said Friday he`d recommend that the country should follow its own interest first when it comes to oil policy instead of following the Organization of Petroleum Exporting Countries.

      "We recommend that we reanalyze its alliance with and participation within OPEC ... we`ve always been the useful, dumb ones within OPEC," Edgar Paredes said, speaking to reporters at company headquarters and referring to Venezuela`s strict adherence to OPEC quota`s to keep prices up while losing market share.

      Paredes` comments are likely to increase fears among world oil market watchers and fellow OPEC members that Venezuela is aiming to go back to the days of quota busting.

      President Hugo Chavez`s resignation early Friday under pressure from the military ended a labor strike that had crippled Venezuela`s petroleum industry and is seen as a threat to OPEC`s unity, analysts say.

      The interim government has said it will hold presidential elections within a year, but Latin American leaders have refused to recognise the new regime.

      While not expressing personal support for Mr Chavez - renowned for his fiery rhetoric - Latin American leaders condemned "the interruption of constitutional order in Venezuela".

      Mr Chavez was forced to step down after the deaths of at least 13 anti-government protesters in violence on Thursday night.

      Laws repealed

      At a sombre ceremony on Friday, Mr Carmona, 60, a former oil executive, was sworn in as interim president.

      He quickly moved to repeal dozens of controversial economic laws and dissolved the Supreme Court and the National Assembly.

      Promising presidential elections within a year, Mr Carmona said: "We can achieve the governability required to improve Venezuela`s image."

      "The strongman era has ended."

      Latin American leaders, at a Group of Rio meeting in Costa Rica, expressed regret at the loss of life on Thursday, but also concern at the manner of Mr Chavez`s downfall.

      The United States was initially unsympathetic, saying the government had tried to suppress a peaceful demonstration.

      Washington blamed Mr Chavez for creating the conditions that led to his removal.

      International concern

      But the US and Spain later issued a joint statement calling for calm, an end to violence and a swift return to normality with a "guarantee of fundamental rights and freedoms".

      UK Foreign Office Minister Denis MacShane, who met Mr Chavez just a few days ago, said he hoped the president`s resignation would prevent more bloodshed.


      Chavez befriended Cuba`s isolated leader Fidel Castro

      But elections should be held as soon possible, he said.

      "Any delay to this process will be contrary to Venezuela`s long history of democracy and unacceptable to the international community."

      Cuba, a staunch supporter of Mr Chavez`s left-wing policies, has expressed concern for his safety.

      He was initially being held at the Fuerte Tiuna military base in the capital, Caracas.

      But Cuban television broadcast an interview with his daughter, Maria Gabriela Chavez, who said there were reports he had been moved to an undisclosed location.

      The army has rejected his plea to be allowed to go into exile in Cuba.

      Army General Roman Fuemayor said: "He has to be held accountable to his country."


      Chavez`s version

      Military leaders said Mr Chavez resigned at their insistence after he ordered troops and civilian gunmen to fire on a crowd of more than 150,000. At least 13 people died and more than 240 were injured.

      But Mr Chavez`s daughter insisted he was the victim of a coup.

      "It is a lie, all lies. He said he never resigned, that a group of military took him away and he is being held incommunicado," she said.

      Mr Chavez won a landslide victory in 1998, six years after he led an abortive coup as a young paratroop officer.


      Following events of the last few days, oil production and distribution are beginning to return to normal for the world`s fourth-largest oil producer after workers abandoned their action.

      But PDVSA has suspended oil exports to Cuba in protest at Havana`s support for Mr Chavez who agreed cheap rates with President Fidel Castro.

      Nachdem das Volk die Konterrevolution der Rechten Generäle mit Hilfe der CIA ? durchschaut hatte, gingen hundertausende Chavez Anhänger auf die Strasse um den rechtmäßig gewählten Präsidenten Hugo Chavez an die Regierung zurück zu holen !

      Die rechte Kamarilla fürchtete den wütenden Mob und verließ in Panik die Gestade der Macht , zumal fast ganz Südamerika die neue Regierung ablehnt !

      Chavez triumpfiert auf der ganzen Linie ! Die Putschisten müssen nun damit rechnen wegen Hochverrats den Prozess gemacht zu bekommen !

      Oder interveniert der US Präsident persönlich und schickt seine GIs schließlich geht es hier um vitale Oel Interessen der USA ?

      Es droht ein OEL- / Bürgerkrieg im viertgrössten Oelfoerderland der Welt !

      Chavez makes dramatic comeback


      "Chavistas" rushed to the presidential palace

      Venezuela`s ousted President Hugo Chavez has made a dramatic return to the capital Caracas, only two days after being forced out by the country`s military.
      He is expected to be sworn back into office within the hour.

      A helicopter carrying Mr Chavez landed at the presidential palace on Sunday morning after bringing him from a Caribbean island where he had been detained.


      Diosdado Cabello said he was waiting for Mr Chavez to return

      The surprise turn-around came after the interim leader appointed to replace Mr Chavez resigned in the face of massive street protests and the loss of military support.

      Vice-President Diosdado Cabello was then sworn in as president, but said he was simply waiting to return the country to his ally Mr Chavez.

      The BBC`s Nick Miles, reporting from Caracas, says Mr Chavez has come back to a deeply divided country.

      He fell from power on Friday after military leaders blamed him for the deaths of 13 people in violent anti-government protests in the capital.

      Street protests

      The country had been in the grip of a national strike, triggered by workers at the state-owned oil firm PDVSA, who were angry at the appointment of Chavez supporters to the company`s board.

      Mr Carmona, the 60-year-old leader of the Fedecamaras business chamber, lost support after dissolving the National Assembly.

      He was soon forced to reverse his decision after armed forces chief General Efrain Vasquez said he would only support Mr Carmona if the congress was restored.

      He was then forced to suspend the inauguration of his new cabinet.

      While this was happening, police were firing water cannon and tear gas to disperse tens of thousands of Chavez supporters who had surrounded the presidential palace which had been taken over by troops loyal to Mr Chavez.


      Reports said at least nine people had died in clashes between the police and demonstrators.

      It is still not clear whether General Efrain Vasquez will now back the return of Mr Chavez.

      Several television stations in Caracas have been taken over by supporters of Mr Chavez.

      He himself had not been seen since Friday morning, when the armed forces said he had resigned at their request.

      Pro-Chavez crowds which gathered in Caracas and other Venezuelan cities said they were not convinced the president had stepped down.

      Protesters said they wanted to see the letter of resignation which the provisional government said it had.

      Mr Chavez won a landslide election victory in 1998, but has recently been facing serious political problems.

      The national strike had been called by business and labour leaders after the president appointed his supporters to head the national oil company. Venezuela is the world`s fourth largest oil exporter.

      After leaving office, Mr Chavez reportedly asked for exile in Cuba, where his friend and ally Fidel Castro is in power.

      Leaders from Latin American countries have called meetings to discuss the situation in Venezuela and most have not recognised the change of government, although they were critical of Mr Chavez.

      Caracas - Der am Freitag gestürzte venezolanische Präsident Hugo Chavez ist wieder frei und am Sonntag in die Hauptstadt Caracas zurückgekehrt. Tausende Anhänger begrüßten ihn jubelnd. Wenige Stunden zuvor war der von den Putschisten eingesetzte Übergangspräsident Pedro Carmona am Samstag nach nur einem Tag im Amt angesichts von gewaltsamen Massenprotesten gegen den Sturz von Chavez zurückgetreten.
      Tausende demonstrierten für die Wiedereinsetzung von Chavez. Bei Auseinandersetzungen sollen mindestens neun Menschen getötet worden sein. Nach dem Rücktritt Carmonas erklärte sich zunächst Vizepräsident Diosdado Cabello zum amtierenden Präsidenten. Er wolle dieses Amt bis zur Rückkehr von Chavez führen, der in der Hauptstadt Caracas zurückerwartet werde, erklärte er.

      Carmona war vom Militär am Freitag zum Übergangspräsidenten erklärt worden, nachdem Soldaten Chavez für abgesetzt erklärt und ihn in einer Kaserne unter Arrest gesetzt hatten. Die Einsetzung von Carmona war aber auch im Militär offenbar nicht unumstritten. Einige Generäle sprachen sich gegen ihn aus. Argentinien, Mexiko, Paraguay und Kuba erkannten ihn nicht an. Auch der venezolanische Gewerkschaftsverband, der mit seinen Massenprotesten gegen Chavez dessen Sturz wohl ausgelöst hatte, entzog Carmona seine Unterstützung. Spiegel.de

      After a roller-coaster week driven by the swings of international politics, oil prices have once again risen sharply.
      Brent crude oil futures had risen 56 cents to $23.72 a barrell by 1410, following Venezuelan President Hugo Chavez`s surprise return to power on Sunday.

      And the US oil markets also got off to a strong start to trading as Venezuela is a particularly vital supplier to the US.

      Venezuela is the world`s fourth-biggest oil exporter, and relies on these exports for about half of its government`s revenues.

      During Mr Chavez`s brief absence from the top job, there was growing concern that Venezuela would produce and sell more oil to aid its economy.

      But Venezuela`s energy and mines minister, Alvaro Silva, has since vowed to adhere to the oil production quotas agreed by the cartel of petroleum exporters, Opec.

      Both the output and the exports of oil are set to resume as normal when oil workers and executives at Venezuela`s state owned oil company PDVSA return to work on Monday.

      Volatility

      Crude prices bounced back from a sharp fall on Friday when six weeks of protests and three days of strikes were brought to an end by Mr Chavez`s forced resignation.

      Ahead of the ousting of the president, a crippling oil worker strike had pushed global crude oil prices higher due to fears that the disruption to Venezuelan supplies would be extensive.

      A company statement on Friday said daily output had fallen to 1.4 million barrels a day from a norm of 2.6 million barrels.

      Resignation

      The last few days` bizarre events, which saw both the ousting and the return to power of Mr Chavez, are believed to have brought the clashing parties closer to each other.

      On Sunday, upon his return to office, Mr Chavez said he had accepted the resignation of PDVSA`s board of directors.

      Venezuela`s crippling oil strike had been called because of widespread disgruntlement among both executives and workers at PDVSA.

      The protesters had been angered by Mr Chavez`s appointment of a new board of directors for PDVSA in February.

      They believed Mr Chavez`s intervention threatened to destroy the important oil company and to drag down with it the Venezuelan economy.
