Forlink To Build National Infrastructure Portal
www.eLaw-China.com.cn
Business Editors
BEIJING and GENEVA--(BUSINESS WIRE)--Feb. 1, 2000--
Upload Chinese and International Law Data-Base, Build Custom
Server and Client Hardware, Administer International Law-Firm
Subscription Program
Forlink Software Corporation Inc., Beijing (OTCBB:FRLK)
respectfully informs its esteemed shareholders that it has been
contracted to build and administer the law portal
www.eLaw-China.com.cn.
The portal will be built with a range of tools from Forlink`s
tool-suites, including For-Subs - a new subscription management tool -
and For-Lang - a new instantaneous translation and dictionary tool.
The initial portal framework will go live in February and will `grow
on-line` simultaneously with the training of users, in order to gain
time. Availability of Chinese and international law on-line in Chinese
and English is an increasingly urgent New Revolution infrastructure
requirement. The building process is being suitably mentored by senior
academic and administration experts. The massively scaleable site is
designed to host the Chinese legal profession, provide management
tools such as email, messaging, standard forms and contracts,
book-sales, file storage, case-tracking, billing, web-conferencing,
law-firm profiles, attorney resumes, on-line education and recruitment
modules for millions of new lawyers and students, case jurisprudence
search, and nationwide benchmarking for new laws and decrees. An
essential feature will be the administration-sponsored free on-line
citizens` legal advice service, which will provide both one-on-one
advice and pre-announced thematic discussion forums. Server and client
hardware will be custom built by Forlink in co-operation with hardware
manufacturers. Preparatory work will generate revenues of RMB 1.7
million for Forlink in February. Forlink has a one year contract to
also maintain and administer the portal. The portal will have an
international subscription service for law-firms worldwide which is
expected to provide regular core revenues while the portal adds custom
features for the legal profession. Further financial details of the
contract will be announced in March as the portal architecture is
defined. Harrop, Lees, Brown & Co. are advisers to the transaction.
Forlink`s progress can be checked in English and Chinese on
financial web-sites such as
http://cn.finance.yahoo.com/q?m=w&s=FRLK&d=v1 (Yahoo`s popular
financial web-site) or http://cdinf2.comdirect.de:9004/index.html (US
and German prices/news in German), as well as on the Company`s
software portal http://www.softhouse.com.cn. Questions and suggestions
in all languages can be posted informally at
http://clubs.yahoo.com/clubs/forlinkfrlkchinashareholders, a
shareholder-run information exchange where shareholders can contribute
ideas and dialog with the Company.
Forlink Software Corporation is based in Beijing`s BaiHua Science
and Technology Garden. The company is controlled and managed by local
hi-tech entrepreneurs. Its president is Zhao Xiaoxia, a leading
authority on software, who was lead development engineer for Yahoo
Japan. Forlink is certified and mentored by the Office of Beijing City
New Technology Development Experiment Zone as a New Technology
Enterprise and enjoys special fiscal and administrative benefits. The
Company is active in the development of internet software and tools,
e-business packages, nationwide software distribution (download or
physical delivery) and net information services. Its software e-sales
and e-auction site www.softhouse.com.cn - an essential click for all
new Chinese computer or internet users - is a popular
high-traffic/repeat-visit/long-dwell destination site for both
professionals and amateurs - and a major source of Chinese and
non-Chinese programs. The site provides software auctions, software
industry news, software introduction, software commentary and For-Um.
The site sells over 7,000 software titles. Through the partnerships
established with over 500 software makers, the company is able to
provide almost all software titles that are sold in retail stores in
China. Over 10,000 freeware products are available on the site for
free down-loading. The number of freeware products available increases
by about 100 titles per day. The company`s own-developed embeddable
software suites include mass-scaleable site and portal modules called
For-Mail, For-Business, For-Monitor, For-Search, etc. that run on Unix
or Linux platforms. For-Mail is a scalable messaging system marketed
as a small, medium, large or carrier scale email server system that
can handle upwards of one million users. Besides being an SMTP and POP
server, For-Mail also has a Web-Mail subsystem that allows users to
complete their email operations on their browser. The system has been
running successfully on high-visibility portals such as
www.tonghua.com.cn to provide free email service. For-Business is a
full-service e-commerce and on-line shopping system, including
auctions. The system has been running the Legend/Toshiba sites for
example. For-Monitor is for ISP dial-up user authentication,
accounting, and traffic monitoring. For-Search is one of the world`s
fastest engines, is bi-textual and runs on most platforms including
Linux, Freebsd, Solaris, WinNT. Interesting information about China`s
fast-growing internet and software IT scene is available at the
Chinese Software Association`s site www.csia.org.cn .

so weit ging ...
