Der britisch-niederländische Ölkonzern Royal Dutch/Shell hat angekündigt, seine Position in Russland auszubauen. Man werde mehr als eine Milliarde US$ in die Erschließung der Salym-Ölfelder in Westsibirien investieren, teilte Shell mit. Die Entscheidung sei " ein wichtiger Schritt für die Präsenz von Shell in Russland" , hieß es. Russland habe eine strategische Bedeutung.
Der Schritt kam nach einem langen Konflikt über die Zukunft des Projektes. Denn die Erschließung der Ölfelder sollte schon 1996 beginnen. Damals hatten Shell und sein russischer Partner Evichon, heute eine Tochtergesellschaft der Sibir Energy, das paritätische Unternehmen Salym Petroleum Development (SPD) gegründet, um die Salym-Ölfelder mit geschätzten Ölreserven zwischen 120 und 180 Millionen Tonnen zu erschließen. Der Beginn der Arbeiten verzögerte sich jedoch von Jahr zu Jahr, was zu Unzufriedenheit auf russischer Seite führte und schließlich zur Drohung, Shell die Lizenz für Salym zu entziehen.
Shell warf seinerseits der russischen Regierung vor, Zusagen nicht einzuhalten. Die Salym-Ölfelder hatten von Anfang an zu den Projekten gehört, die unter den Bedingungen des Production Sharing Agreement (PSA) erschlossen werden sollten. Shell hatte auf eine in Aussicht gestellte günstige gesetzliche Neuregelung für PSA im russischen Steuergesetz gewartet, um dann mit der Erschließung zu beginnen. Sie kam jedoch nicht im geplanten Sinne zustande - im Gegenteil wird die neue Regelung von den internationalen Investoren als enttäuschend gewertet. " Wenn die Situation mit den Salym-Ölfeldern nicht im Sinne des Investors geregelt wird, kann das zu einer Verschlechterung des Investitionsklimas in Russland führen" , warnte Shell-Direktor Walter van de Vijver und sprach von " Verletzung von Lizenzvereinbarungen und der Diskriminierung der Rechte der internationalen Investoren" .
Die Salym-Ölfelder liegen im Autonomen Kreis der Chanten und Mansen im Gebiet Tjumen, 190 Kilometer von der Stadt Neftejugansk entfernt, knapp 2.000 Kilometer östlich von Moskau. Das erste Öl werde man Ende 2005 fördern, vier Jahre später wolle man den Spitzenwert von 120.000 Barrel am Tag fördern, teilte Shell mit. Die Entscheidung stärke die eigene Position als führender Investor im russischen Energiesektor, hieß es bei Shell.
Im Mai hatte Shell angekündigt, 10 Milliarden US$ in das Öl- und Gasprojekt Sachalin II zu investieren. Sachalin I, ein Projekt mit einem Investitionsvolumen von 12 Milliarden US$, wird von einem Firmenkonsortium unter Führung von Exxon Mobil geführt. Die Insel Sachalin im Fernen Osten Russlands soll zu einem der größten Öl- und Gaslieferanten für Japan und andere asiatische Länder werden. Der Shell-Konkurrent British Petroleum hatte vor kurzem eine Fusion mit Tyumen Oil (TNK) mit einem Umfang von mehr als sieben Milliarden US$ beschlossen.

Zur Person Roman Abramovich:
Er besitzt den englischen Klub Chelsea (Übernahme für 210 Millionen Euro) und will eines der größten Teams der Welt aufbauen. Roman Abramovich, 36 Jahre alt, laut " Forbes" -Magazin mit über fünf Milliarden Euro der zweitreichste Mann Russlands und in der Weltreichstenliste an Nr. 127 gesetzt. Es kursieren Gerüchte, dass Roman Abramovich bald in die Formel-1 einsteigen wird.
Abramovich führte " Sibneft" zum viertgrößten Ölkonzern der Welt, an der er 80 Prozent der Aktien besitzt. Daneben besitzt der Milliardär die Hälfte der Kontrolle der " Russkiy Aluminiy" , zweitgrößter Aluminiumproduzent weltweit. Seine 20 Prozent der " Aeroflot" setzte Abramovich kürzlich ab.
Neben seinen Villen in St. Tropez, London und West Sussex kaufte der Oligarch zuletzt dem Co-Gründer von Microsoft, Paul Allen, die Yacht " Grand Bleu" ab und reist nur in seiner " Präsidenten" -Boeing 767.
Mit großer Sorgfalt suchte der 36-Jährige die Gunst der neuen Putin-Regierung. Seinen Sitz im Unterhaus der Duma verdiente sich Abramovich 2000 als Gouverneur der Region Chukotka. Im Wahlkampf gegen einen Rentierzüchter setzte sich Abramovich am 24. Dezember mit 92 Prozent der Stimmen durch.

He lost his parents as a child, dropped out of college and then accumulated his fortune in the 1990s through a series of inside deals in the Russian oil industry. But Russia`s era of crony capitalism is drawing to a close. Abramovich recently transferred his business assets (including stakes in oil giant Sibneft, Russian Aluminum and TV network ORT) to a British-registered holding company called Millhouse Capital and has dedicated himself to his work as governor of the Arctic region of Chukotka (inhabited by 79,000 Eskimos). Politically astute and commercially sensible as well.

Ob mit oder ohne Abramovich, aber sicherlich mit den Shell-Milliarden, wird die Sibir Energy mittelfristig ihren Weg nach oben gehen.
Wer jetzt hier ( WKN 909667 ) günstig mit einsteigt, braucht nur noch abzuwarten :-)
Ich bin damals in England eingestiegen und werde auch hier in Deutschland zukaufen.
Mittelfristig wichtig ist auch, dass die Firma " Sibir Energy" im ruhigen und friedfertigen Westsibirien angesiedelt ist und wohl kaum mit irgendwelchen Unruhen, auch grenzübergreifend, rechnen muß.

Moscow Oil & Gas Company (MOGC)
Sibir has recently made significant progress with respect to its participation in the Moscow-based vertically integrated oil and gas business. Pursuant to a Founders Agreement between Sibir and Central Fuel Company (CFC), MOGC was formally incorporated and the certificate of registration issued on 30th May 2003.
The terms of the Founders Agreement provide that Yuri Mikhailivitch Lushkov, the Mayor of Moscow, will be the Chairman of MOGC. Chalva Tchigirinski, a Director of Sibir will be the Chief Executive and will hold office for 5 years. Sibir and CFC will have equal representation on the Board of MOGC.
In September 2003, Sibir and CFC have complied with their statutory obligations in respect of the capitalisation of MOGC. Accordingly, MOGC has issued 55 per cent and 45 per cent. of the issued share capital to CFC and Sibir respectively. Notwithstanding the differing ownership interests in MOGC, CFC and Sibir shall each exercise 50 per cent. of the voting rights in relation to MOGC.
Sibir expects that its existing upstream assets will be exchanged for shares in MOGC in the course of the next eighteen months. Sibir’s assets to be contributed comprise the transfer of control of the interest in the holding company of Sibir’s subsidiary Yugraneft which in turn holds 50 % of Sibneft-Yugra the licence holder of the South Priobskoye and East Palyanovskoye fields in Western Siberia. The total proven and probable reserves for these fields according to Russian Federal State Committee of Reserves are in excess of 1.5 billion barrels of oil.
The City of Moscow’s contributions in kind comprise the following:
- 38% (a controlling interest by virtue of the share classification) of MNPZ the company which owns the Moscow refinery. Annual refining capacity at the refinery is approximately 10 million tonnes or 73 million barrels.
- 38% (a controlling interest by virtue of the share classification) of Mosneftproduct (MNP). Assets of MNP include 17 distribution depots and an aggregate oil storage capacity of 267,000 cubic meters which represents 75% of Moscow’s and Moscow Region’s total storage capacity for oil products. Assets also include 69 gasoline stations, mainly in Moscow region.
- 100% of Moscow Fuel Company which owns 88 gasoline stations in Moscow City and one large terminal situated close to a main airport and the national water way network. It is also linked to Moscow refinery by rail and pipeline.
Through Sibir`s strategic stake in MOGC it will optimise the value of produced crude oil not exported. As a shareholder of MOGC, Sibir will participate in the 50% entitlement of MOGC to supply the Moscow refinery. Refinery access has become an increasingly important factor in operating in Russia in view of the pipeline export capacity constraints which limit exports to approximately one third of production. As domestic crude sales are sold, most of the time, at a “net back” price well below the equivalent export price, it is important to have a way of adding value to Sibir’s non-exported sales. Sibir will do so by refining non-exported product through Moscow refinery, and sell the resultant refined product by way of export (not affected by the above mentioned pipeline constraints) or through MOGC’s large retail network, or to other customers such as power generation stations in the case of heating oil. Through this integrated network Sibir will optimise the value of its production.
Other plans
Upstream
Until we knew that the development of Salym was underway and that MOGC had been created we did not feel able to devote time and energy to thinking about the future beyond these two milestones. Those two milestones having been achieved allows us to look forward to the next stage in the development of Sibir. Along with MOGC we are looking to acquire certain additional upstream interests and for the first time in the history of Sibir we are looking at acquiring some low risk exploration interests. Sibir will seek to expand its upstream interests in its core area, the Khanty Mansiysk region, but does not exclude expansion elsewhere in Russia or the former CIS.
Downstream
In the past we have referred to the probability of acquiring Mr.Tchigirinski`s 25% stake in the TNK-BP (formerly BP) retail network in Moscow which now comprises 42 premium retail gasoline/car wash/shop stations. It is now clear that there is every likelihood of an acquisition proceeding and it will most likely be between our main shareholder and MOGC.
This retail network is the market leader and a tangible example of success arising out of Western/Russian collaboration, namely BP and Sibir`s principal shareholder as represented by Chalva Tchigirinski. Sales volumes per complex are well above comparative western European averages. And that in a market which is rapidly expanding. The complexes provide European-level services and the business is conducted in a safe, environmentally-friendly and generally exemplary manner.
This network is of the highest quality and enjoys prime locations in Moscow and Moscow region. A typical complex comprises gasoline islands, large shop, bakery, bistro and car wash.
In addition there are a number of other downstream initiatives under investigation.

Assets of MNP include 17 distribution depots and an aggregate oil storage capacity of 267,000 cubic meters which represents 75% of Moscow’s and Moscow Region’s total storage capacity for oil products. Assets also include 69 gasoline stations, mainly in Moscow region.
- 100% of Moscow Fuel Company which owns 88 gasoline stations in Moscow City and one large terminal situated close to a main airport and the national water way network. It is also linked to Moscow refinery by rail and pipeline.
Through Sibir`s strategic stake in MOGC it will optimise the value of produced crude oil not exported. As a shareholder of MOGC, Sibir will participate in the 50% entitlement of MOGC to supply the Moscow refinery. Refinery access has become an increasingly important factor in operating in Russia in view of the pipeline export capacity constraints which limit exports to approximately one third of production. As domestic crude sales are sold, most of the time, at a “net back” price well below the equivalent export price, it is important to have a way of adding value to Sibir’s non-exported sales. Sibir will do so by refining non-exported product through Moscow refinery, and sell the resultant refined product by way of export (not affected by the above mentioned pipeline constraints) or through MOGC’s large retail network, or to other customers such as power generation stations in the case of heating oil. Through this integrated network Sibir will optimise the value of its production.

Upstream
Until we knew that the development of Salym was underway and that MOGC had been created we did not feel able to devote time and energy to thinking about the future beyond these two milestones. Those two milestones having been achieved allows us to look forward to the next stage in the development of Sibir. Along with MOGC we are looking to acquire certain additional upstream interests and for the first time in the history of Sibir we are looking at acquiring some low risk exploration interests. Sibir will seek to expand its upstream interests in its core area, the Khanty Mansiysk region, but does not exclude expansion elsewhere in Russia or the former CIS.
Downstream
In the past we have referred to the probability of acquiring Mr.Tchigirinski`s 25% stake in the TNK-BP (formerly BP) retail network in Moscow which now comprises 42 premium retail gasoline/car wash/shop stations. It is now clear that there is every likelihood of an acquisition proceeding and it will most likely be between our main shareholder and MOGC.
This retail network is the market leader and a tangible example of success arising out of Western/Russian collaboration, namely BP and Sibir`s principal shareholder as represented by Chalva Tchigirinski. Sales volumes per complex are well above comparative western European averages. And that in a market which is rapidly expanding. The complexes provide European-level services and the business is conducted in a safe, environmentally-friendly and generally exemplary manner.
This network is of the highest quality and enjoys prime locations in Moscow and Moscow region. A typical complex comprises gasoline islands, large shop, bakery, bistro and car wash.
In addition there are a number of other downstream initiatives under investigation.

Europa wird lang- bis mittelfristig abhängiger von den sibirischen Energiereserven. Das ist einfach die Folge der Tatsache, dass das sibirische Gas und nach Maßgabe der Fertigstellung der neuen Pipelines auch das sibirische Öl die bei weitem kostengünstigste Variante der europäischen Energieversorgung ist. Das gilt auch für die Beitrittskandidaten zur Union, die natürlich eine Rückkehr zur traditionellen Abhängigkeit von Russland negativ sehen, umso mehr als jetzt im Unterschied zu früher Russland neben politischem Einfluss auch ökonomischen Profit erzielen kann. Mit dem europäischen venture capital im Rücken ist Russland der absolut dominante Faktor im eurasischen Raum geworden. Die noch immer andauernde Wirtschaftskrise, die veraltete Industriestruktur und das tschetschenische Problem können daran nichts ändern.
Die Gefahr einer Unabhängigkeitserklärung der reichen sibirischen Provinzen ist durch die erfolgreiche Zentralisierung unter Putin gebannt. Sibirien wird auch nicht mehr als Selbstbedienungsladen für Raubritter des neuen russischen Business gesehen. Es hat seinen festen Platz in den langfristigen Zukunftskonzeptionen der politischen Führung für das russische Imperium. Man darf aber auch nicht übersehen, dass es gerade der Rohstoffreichtums Sibiriens ist, der die Entwicklung der Industrie gebremst hat: der Rohstoffexport bringt im Durchschnitt schnelleren und kostengünstigeren Profit und erspart auch die Mühe, sich Marktanteile sichern und erhalten zu müssen. Sibirien ist ein mixed blessing für Russland.

Salym Petroleum Development (SPD) plans to invest $400mn in the Salym group of oil fields in 2004-05, a representative of oil giant Royal Dutch/Shell told Prime-Tass yesterday. SPD is a joint venture between Royal Dutch/Shell and Evikhon, an 82%-owned subsidiary of Sibir Energy (SBE).
SPD plans to start production drilling at the West Salym field in April-June; this is the largest oil field in the group, containing about 80% of total reserves. The company expects to start production in 2005.
Daily oil output from the Salym group of oil fields is expected to amount to 16,500 tons (120,450 bbls) and maximum daily output is expected to be reached in 2009. Estimated recoverable reserves stand at 83mn tons (606mn bbls).
Under the agreement with Shell, Evikhon has no responsibility for the first $110mn of expenditure in the Salym fields. Thus, SBE would be mandated to invest around $145mn (half of the remaining $290mn) in the project to maintain its share.
The sum amounts to almost 20% of SBE`s current market cap, so the company may have to resort to equity financing to pay its way.
We suspended our recommendation on Sibir Energy last year after it was revealed that partner Sibneft was not reporting Sibneft-Yugra`s financials to the company, as this is Sibir`s key value component.
