In what seems to be a steady stream of positive developments for MicroTRAK, Inc. (OTC: MIOK), more news came out yesterday after the bell regarding funding for expansion. The following is an excerpt:

Volvo als Pionier
Der erste Hersteller mit einem international (grosse Teile Europas) funktionierenden Notrufsystem ist Volvo mit dem neuen C30 (vgl. AR 04/07). Das System bei Volvo nennt sich Volvo On Call (VOC). VOC basiert auf Satellitenortung des Autos und setzt beispielsweise einen Notruf in ein Call Center ab, wenn Gurtstraffer und Airbag des Autos ausgelöst werden. Ebenfalls kann sich der Lenker bei Panne oder Unfall per Knopfdruck sofort via Telefon mit dem Call Center verbinden lassen. Dank VOC kann ein Fahrzeug metergenau lokalisiert werden, und es sind für das Personal im Call Center Parameter ablesbar, wie z. B. ob der Motor noch läuft, Temperaturen, es lassen sich aus der Ferne die Türen entriegeln usw. VOC ist zurzeit nicht nachrüstbar. Voraussetzung für VOC ist das Communication-Pack mit Navigationsgerät.

Schweizer Weltneuheit
Nun kommt eine Schweizer Neuheit: Caradar. Das System der Zürcher Headlight AG ist in den Grundzügen vergleichbar mit VOC. Besonderes Merkmal der Caradar-Lösung ist die Nachrüstbarkeit in jedes Auto. Gespräche als Erstausrüster für Hersteller seien im Gang, verrät Headlight-Geschäftsführer Carlos Solana. Eine weitere Besonderheit: der Einbau bedingt kein GPS-Navigationsgerät. «Basic» und «Emergency»
Die Lösung von Caradar kennt zwei Ausbauvarianten: «Basic» und «Emergency Button». Bei «Basic» geht es in erster Linie um den Schutz des Fahrzeugs. So lässt sich z. B. ein gestohlenes Auto bis in Tiefgaragen weltweit orten und online verfolgen. Auch lässt sich definieren, ob das Auto während einer bestimmten Zeitspanne überhaupt bewegt werden darf. Kommt es dann zu einer unberechtigten Nutzung, geht ein Alarm ans Call Center raus.
Die Version «Emergency Button» schliesst Schutzfunktion für die Insassen mit ein. Ein Druck auf den Emergency Button (der an jedem beliebigen Ort im Auto installiert werden kann) bewirkt, dass sofort jemand im Call Center Kontakt mit dem Fahrer aufnimmt (via Handy oder im Auto installiertes Mobiltelefon). Dabei bestehen – wie bei VOC auch – Möglichkeiten zum Abzuklären, ob es sich um einen Ernstfall oder Fehlalarm handelt. Ist Kontakt mit dem Call Center hergestellt, braucht man nur die Situation zu schildern, die ganze Koordination mit den Rettungskräften wird dann vom Call Center aus erledigt. Meldet sich aus dem Auto niemand, werden wie bei VOC die Rettungskräfte sofort alarmiert.

Auch Sonderwünsche sind je nach Machbarkeit zu haben: Kraftstoff- oder Anlasserunterbrechung vom Call Center aus, ein Rüttelsensor, der je nach Bedarf Alarm schlägt, Verbindung zur Alarmanlage, eine Innenraumüberwachung, Notstromversorgung usw.
Carlos Solana meint, dass auch ein automatischer Alarm beim Auslösen der Airbags oder Gurtstraffer technisch möglich wäre, aber einen entsprechend tiefen Eingriff in die Fahrzeugelektronik nötig machte, also vor allem dann sinnvoll ist, wenn Caradar dereinst Erstausrüster sein sollte.

Preisvergleich
Vergleicht man die Systeme von Volvo und Caradar miteinander preislich, so halten sich beide Systeme ziemlich genau die Waage, sind aber bezüglich der Hardware nur schwer wirklich vergleichbar. Volvo On Call gibts während fünf Jahren inklusive aller Dienstleistungen ab Fr. 6930.–. In diesem Preis mit dabei ist ein Navigationsgerät, ein integriertes Telefon und eine Alarmanlage.
Carradar «Basic» bzw. «Emergency Button» kostet während fünf Jahren inklusive aller monatlicher Gebühren Fr. 5140.– bzw. Fr. 7140.–.

Rabatte
Wer sich ein Fahrzeugortungssystem fest ins Auto einbauen lässt oder bereits hat, profitiert je nach Autoversicherer von Rabatten. Bei der Basler beträgt er beispielsweise 15% auf der Teilkasko. Laut Auskunft von Carlos Solana sei man auch in Verhandlungen mit Versicherern, die in so einem Fall zusätzlich einen einmaligen Bonus von mehreren hundert Franken auf die Police gewähren würden. Auch sollen dank GPS-Ortung Rabatte bei Leasingzinsen möglich sein.

Wie heikel ist GPS-Ortung von Personen?

Die Ortung von Fahrzeugen via Satellit (GPS) nimmt zu. Neben Systemen wie Volvo On Call und Caradar sind weitere Systeme von GPS-Ortung auf dem Markt erhältlich wie etwa YellowFox der uniFAL GmbH in Zofingen oder Meta Sat von der italienischen Firma Meta System. Solche Systeme (oft mit Alarmfunktionen ausbaubar) sind vor allem wertvoll für Taxi- oder Busbetriebe, Speditionen, Fahrzeugvermieter und andere.
Auch die Versicherungen nutzen die Technologie (nur mit Einverständnis der Versicherungsnehmer), um die Prämie anhand von ermittelten Fahrerprofilen zu berechnen. Gemeint ist das Pilotprojekt «Pay as you drive» der Zürich.
GPS-Fahrzeugortung bereitet auch der Detektivbranche Freude: Der TrackStar besteht aus Handy und GPS-Sender und kann in einer wasserdichten Hülle und mit einem Magneten an jedes Auto geheftet werden. 007 lässt grüssen.

Und der Datenschutz?
Problemlos sind Systeme wie VOC und Caradar, wo nur die Mitarbeiter im Call Center Zugriff auf die Positionsdaten haben. Sobald aber solche von jedem Computer aus oder sogar per SMS (wie beim TrackStar) zugänglich sind, kommt die Frage nach dem Datenschutz ins Spiel. Zwar ist laut Urs Belser von der Belser Datenschutz GmbH eine Ortung von Personen via GPS nicht strafbar gemäss Strafgesetz, aber ein «Opfer» kann gegen eine solche «Ausspionierung» zivilrechtlich klagen.
Auch das Bundesgericht hat sich schon mit GPS-Ortung auseinandersetzen müssen (BGE 130 II 425). Ein Aussendienstmitarbeiter, dessen Dienstfahrzeug mit GPS-Ortung ausgestattet war, hat Beschwerde wegen Persönlichkeitsverletzung eingereicht. Daraufhin hat die kantonale Behörde angeordnet, das GPS-Gerät aus dem Wagen zu entfernen. Dagegen reichte die Firma vor Bundesgericht Beschwerde ein, die Bundesrichter wiesen den Fall zur Neubeurteilung an die Vorinstanz zurück.

Vorher informieren
Auch Giordano Costa, Mitarbeiter beim Eidgenössischen Datenschutz, bezweifelt, dass GPS-Technologie zur Kontrolle des Arbeitszeitmanagements wirklich effizient ist. Einen Sinn sieht er dagegen bei der Aufdeckung von Missbrauch eines Firmenfahrzeugs zu privaten Zwecken und auch für die Ortung gestohlener Fahrzeuge. Es sei aber immer verhältnismässig und zweckgebunden vorzugehen sowie über Zweck der Ortung, Art der erhobenen Daten, Aufbewahrungsdauer, Zugriffsberechtigungen und Auskunftsrecht über gespeicherte Daten zu informieren. cs

Die Rede ist von elektronischen Artikelsicherungssystemen, kurz EAS. Diese Systeme kommen in unterschiedlichsten Sektoren zum Einsatz, etwa Duty-Free-Shops, Lebensmittel, Drogerie- und Parfümeriegeschäften, Schmuck, Food- und Spirituosenhandel, Sport- und Freizeit, Boutiquen, Multimedia und sogar pharmazeutische Produkte. Die Funktion ist denkbar einfach: Verlässt ein Kunde mit einer gekennzeichneten Ware das Geschäft, wird ein Alarm ausgelöst.

Genauso wichtig, und das wissen nur wenige: EAS-Systeme reduzieren den „Lagerschwund“, der bis zu zwei Prozent des gesamten Lagerbestandes betragen kann und weltweit Kosten von bis zu 60 Milliarden USD verursacht. Mehrere internationale Studien haben die Gründe für Fehlbestände in der Inventur bei Einzelhandelsgeschäften untersucht und festgestellt, dass 30 Prozent des Schwundes auf „internen“ Diebstahl zurückzuführen ist, 60 Prozent geht auf Ladendiebe zurück. Bleiben zehn Prozent, die auf administrative Fehler zurückzuführen sind. EAS-Systeme können helfen, 90 Prozent der Inventurfehlbestände zu reduzieren bzw. zu verhindern. Wie sieht das im Alltag aus? Mehr als 800 000 Einzelhändler rund um den Globus nutzen in den meisten Fällen entweder akusto-magnetische oder (AM) Radio Frequenz-Sicherungssysteme (RF). Beide EAS-Systeme müssen an der Kasse deaktiviert werden und benötigen Transmitter an den Ausgängen der Läden. Um zusätzliche Kosten zu vermeiden, fordern die Handelsketten von den Herstellern zunehmend, dass die Ware bereits mit fertigen EAS-Sicherungssystem geliefert wird. Profis sprechen in diesem Zusammenhang von Source Tagging – also der Sicherung direkt am Ort der Produktion. Der Clou: Diese Sicherungselemente sind weder für den Käufer noch für das Ladenpersonal sichtbar.
