Mustapa: Expert Team's Finding On Construction Of Lynas Plant To Be Known By End-June

KUALA LUMPUR, May 26 (Bernama) -- The findings of the independent expert team on the health and safety aspects of the proposed rare earth processing plant in Gebeng, Pahang, is expected to be made known by end-June.

Minister of International Trade and Industry (MITI), Datuk Seri Mustapa Mohamed said the expert panel, would undertake a comprehensive review of the project as well as discussions with stakeholders.

The expert panel comprises four experts from the International Atomic Energy Agency (IAEA)and five external experts in the field.

"The expert panel will undertake the review from May 29-June 3," he told reporters after the MITI and its agencies monthly gathering here Thursday.

The scope of the expert panel's review embraces transport, radiation protection (occupational, public and environmental), safety assessment, waste management as well as decommissioning and environmental remediation.

Mustapa hoped that certain parties would not politicise the issue of the plant's construction until the findings are made known.

He also invited the public who had an opinion on the project to send their views via e-mail or write in to the ministry.

Construction of the RM700 million plant by Lynas Malaysia Sdn Bhd, a subsidiary of Lynas Corporation Australia, at the Gebeng Industrial site created a controversy following claims that it produced radiation which could harm public health.

Mount Weld is a large, high-grade Y, Nb, Ta, P, Zr, Ti and REE resource in the regolith of a large
circular Proterozoic carbonatite, which intrudes Archaean greenstones of the Yilgarn craton (Duncan
and Willett, 1990). The deposit formed as a result of supergene enrichment processes in the deep
weathering profile of a large carbonatite complex. The weathered zone is rich in rare earth elements,
niobium and tantalum whereas the unweathered carbonatite at depth contains these elements in
lower amounts more typical of carbonatites. Long-term leaching and redeposition by groundwater is
the preferred model for rare earth enrichment (Lottermoser, 1990). The central zone of rare earth
mineralisation covers an area of one square kilometre of carbonatite regolith and varies
systematically in thickness and grade. The rare earths are contained in the form of secondary
monazite, which is particularly rich in light rare earth elements and the ‘typical’ thorium content is
reported to be about 600 ppm (Carr Boyd Minerals Limited, Mt Weld project promotion brochure,
April, 1991). The weathered monazite has only 0.07 weight % thorium and 0.003 weight % uranium.
Significant yttrium and heavy rare earth elements are contained in secondary churchite.

Was können wir von der IAEA Kommission erwarten? Eigentlich nicht allzu viel Gutes, denn es ist die satzungsgemäße Aufgabe dieser Organisation die friedliche Anwendung der Kernenergie in all ihren Facetten zu fördern. Warum sollte die Kommission bei der Lagerung und eventuellen Verwendung von radioaktiven Abfällen für die Produktion von Rohstoffen für alternative Energien zu einem positiven Ergebnis gelangen? Würde sie im Gegenteil gegen ihren satzungsgemäßen Auftrag verstoßen?

Die grösste Herausforderung für Bergbauund
Metallurgiekonzerne heute ist, ausserhalb
Chinas wirtschaftlich ausbeutbare
Lagerstätten an schweren seltenen Erden
zu finden. Damit sich ein Vorkommen
wirtschaftlich nutzen lässt, müssen zum
einen günstige mineralogische Rahmenbedingungen
gegeben sein. Zum anderen
muss es realistische Werte für Gehalt und
Menge an ausbeutbaren REE aufweisen.
Eine Voraussetzung sind zudem kosteneffiziente
Abbau- und Aufbereitungsverfahren.
Und nicht zuletzt darf der Gehalt
an Thorium, Uran und anderen Verunreinigungen
gewisse Schwellenwerte
nicht überschreiten, damit die Belastung
für die Umwelt tragbar bleibt.


In Mineralien gefangen


Für Diamantvorkommen hilft die Grössen-
Häufigkeitsverteilung, für den Goldabbau
der Erzgrad verbunden mit einer
konventionellen mineralogischen Analyse
sowie den Erfahrungen aus standardisierten
Aufbereitungsverfahren, das wirtschaftliche
Potenzial eines Projekts abzuschätzen.
Die im Bereich seltene Erden
verwendete Kennziffer TREO (Total Rare
Earth Oxydes) hingegen – sie gibt den

The application for the $280 million government loan was rejected last year, a company spokesman said, because the Department of Energy did not want to finance mining. Since then, Molycorp retooled the paperwork to emphasize that it will try to move into advanced ore processing and even manufactured products such as industrial magnets.

During the nine months ended Sept. 30, Molycorp recorded revenues of $13.2 million from processing rocks mined before the shutdown. This produced a net loss of $41.3 million, half of it coming from stock-based compensations that were part of the public offering.

In two years, when it's fully operational, the mine will 19,000 metric tons of rare earths a year compared with 2,000 now. If sales support it, the plant could be expanded to a capacity of 40,000 tons.

Although the mine is Molycorp's only property, Smith has kept the headquarters in Greenwood Village, Colo., to remain close to the concentration of natural resource companies in nearby Denver.

Wenn man den folgenden Artikel zu MCP ließt und die Faktenlage auf Grund des aktuellen Stands berücksichtigt dann fragt man sich wirklich wie MCP es schaffen will in zwei Jahren, mit der von MCP angekündigten Produktmarge, einen Neubeginn als Produzent von REO zu schaffen.
Keinerlei Hinweis auf die Vergangenheit im Vergleich mit Lynas in Bezug mit ihrem wesentlich höheren Thoriumnanteil im Deposit und die Probleme die sich schon 1998 durch Unfälle herausgestellt haben und das bei den heutigen strengeren Umweltvorschriften und den starken Umweltverbänden in den USA.

Darüber hat sich natürlich auch die New York Times in Ihrem Bericht zu den gefährlichen Thoriumanteilen im Deposit von Lynas ausgeschwiegen.

Allerdings wenn einmal die Pläne für die Neueröffnung zur Genehmigung vorgelegt werden müssen wird IMHO dieses Thema auch in den USA wieder hochkommen.

Alles im allen wäre es für mich da schon ein Wunder wenn MCP den Zeitrahmen für ihre angekündigte neue Produktionsanlage auch nur annähert einhalten würden.

Lynas: It's safe to transport rare earths

KUANTAN: Lynas Corporation, which is building a rare earth plant in Gebeng near here, said yesterday the rare earths mined at Mount Weld in Western Australia are safe to be transported by road, rail and sea.

The Australian Environmental Protection Authority (EPA) had in June 2009 granted Lynas approval for safe transport of rare earths from the Mount Weld mine to the Fremantle Port in Australia, it said in a statement to the New Straits Times.

"The EPA concluded that there was no radiation risk to public health or to the environment. Lynas is also confident that its processes and procedures will continue to meet all regulations and are completely safe."

The company said some statements made recently by political and special interest groups were inaccurate and misleading.

It claimed that the Mount Weld rare earths concentrate was not classified as dangerous goods by the criteria of the Australian Dangerous Goods Code for transport by road or rail, and was not classified as dangerous goods for transport by sea under the International Maritime Dangerous Goods Code 2006.

"The Lynas rare earths concentrate has been irresponsibly compared with the Magellan Metals' lead carbonate concentrate. There can be no comparison between the two," it said, referring to the decision by the Australian authorities to stop the export of Magellan's raw materials from Australia because of a lead scare early this year.

In terms of thorium levels, Lynas said the statements made by two Australian politicians - Lynn McLaren and Robin Chapple - recently represented a personal, political point of view and contained a number of factual and scientific inaccuracies.

"The Mount Weld rare earths concentrate is not considered as a radioactive material. The levels of the naturally occurring thorium are so low in the concentrate that the material is not regulated for transport as classified by the criteria of the Australian Code of Practice for the Safe Transport of Radioactive Material 2001 and not regulated for transport as classified by the International Atomic Energy Agency's Safe Transport of Radioactive Material regulations."

On the Lynas Advanced Materials Plant being constructed in Gebeng, the company said the Radiological Impact Assessment completed by Nuclear Malaysia on the storage of the residues showed that they were safe and posed no risk to the public.

However, Lynas has taken additional safety steps by planning to place the residues in specially-designed storage cells to prevent any leakage into the environment.

"These storage cells are monitored and regulated by both Lynas and Malaysia's Atomic Energy Licensing Board (AELB) to ensure full compliance."

Lynas is also subjected to strict conditions by the AELB and it must obtain a decommissioning licence, which includes the safe storage of any of the remaining residues.

"Lynas has also agreed to place funds with the Malaysian government to ensure safe management of any remaining residues as required by the AELB."

Lynas began its education effort in Kuantan in 2009 with a series of public briefings and they can be viewed at www.facebook.com/lynasmalaysia.

"We continue to engage the public through social media, answering very specific questions about the plant. Furthermore, Lynas welcomes the appointment of an independent panel currently studying our plans for the plant in Kuantan."

Die Frage unterstellt, dass das alles einem koordinierenden Willen unterliegt, der geschickt die vorgetragenen Interessen steuert und das Ganze einem übergeordneten, für uns nicht erkennbaren, Ziel zuführt.

Das ist aber mit Sicherheit nicht der Fall. Es regiert das Nimby-Prinzip und es werden ideologische Standpunkte vertreten. "Hauptsache nicht bei mir, wo und wie sonst ist mir egal".
Da ist diskutieren und überzeugen sinnlos. Da muss von Regierungsseite entschieden werden. Pro Forma kann man da auch noch ein paar ausländische Experten befragen. Das wird aber nie dazu führen, dass die Risikolage anschließend von allen nur noch sachlich beurteilt wird und es nach der Vorlage des Berichts keinen Widerstand mehr gibt.

Kann man aber auch positiv sehen, die Vergangenheit zeigt ja, dass ohne Widerstand der Umweltschutz nicht wirklich ernst genommen wird. Nur zur kompletten Lähmung darf das nicht führen.

Wenn man das Thema Thorium im Deposit von Lynas in Bezug auf die LAMP und die dabei aufkommenden Fragen längerfristig betrachtet müßte man IMHO auf eine andere Schlussfolgerung kommen.

Lynas hat informiert und ist bereits im Jahre 2009 auf Anfragen usw. eingegangen und hat ausführlich informiert wie man aus dem folgenden Artikel ersehen kann.

Im Anfang 2011 wurde das Thema durch die New York Times in mehreren Veröffentlichungen wieder aufgerollt ohne in nur irgendeiner Form auf REE-Explorer/Firmen in den USA, Kanada usw. hinzuweisen die einen wesentlich höheren Thoriumanteil in ihren Deposit haben.

Kurz danach sind einige Gruppen in Malaysia vor Ort, wie u.a. die Oposition, auf Grundlage dieser Veröffentlichungen aktiiv geworden und haben angefangen profisionel, organsiert gegen die LAMP zu protestieren.

Obwohl diese Gruppe bisher nur einige tausend Menschen vor Ort aktivieren konnte wurde bisher durch faßt tägliche Veröffentlichungen mit immer mehr Einwänden und organisierten Demos sehr viel finanzieller Aufwand getrieben.

Da fragt man sich schon was diese Menschen treibt so viel finanziellen Aufwand und Zeit gegen IMHO aussichtlose Sache einzusetzen weil sich ihre Einwände und Behauptungen auf Grund der Faktenlage mit der Zeit in Luft auflösen müssen?

Oder kann es sein das diese Gruppen fremd finanziert werden und für ihre Zeitaufwendungen und ihren Einsatz mehr als entschädigt werden u.a. durch die Einbindung der pol.Oposition usw. denn u.a. liegt, wie wir alle wissen, New York nicht in Malaysia.

Wie wir auch alle wissen sollten wird Lynas, wenn ihre LAMP pünklich wie geplant im 3.Quartal 2011 in Produktion gehen sollte, allein die nächsten Jahre vom weiter steigenden REO-Preis überproportional profitieren.

Da stellt sich IMHO doch Fragen, wie u.a., wer wird durch eine Produktionsverzögerung profitieren - oder??

Malaysia mit den ganzen Zulieferanten für die LAMP, die in einem Industriegebiet erstellt wird, die für Lynas die kpl. Infrastruktur stellt, wie u.a. die Chemieliferanten vor Ort, jedenfalls nicht, ganz zu schweigen vom Imageverlust, die alle ausländischen Investoren zukünftig abschrecken wird.

Allein aus diesem Grund bin ich mir sicher, dass die malaysische Regierung, wenn überhaupt, keine nenneswerte Verzögerung zulassen wird.
