China To Set Up Strategic Reserve For Heavy Rare Earths
June 15, 2011 (Source: WSJ) -- China plans to set up a strategic reserve for heavy rare earths in what would be another step towards protecting key resources and ensuring supplies for the domestic market, people with direct knowledge of the plan said.
The plan, which hasn't yet received final government approval, would likely reduce volumes for export and boost rare earth prices.
It also would follow an approval in 2009 to build strategic reserves of light rare earths in China's Inner Mongolian Autonomous Region. That plan is supposed to be undertaken by Inner Mongolia Baotou Steel Rare-Earth (Group) Hi-Tech Co. (600111.SH), the country's largest rare-earth producer by output.
China has started research and preparation for the latest plan, according to the people, who declined to be named due to the sensitivity of the issue.
The stockpiling of heavy rare earths would be led by big state-owned companies and implemented on a national basis, generally repeating the formula used for the light rare-earth reserves, the people said.
"Hopefully the plan will be finalized this year," one of them said.
Rare earths, comprising 17 elements, are a key material for making many high-tech products and are generally classified as heavy--or ion-absorbed--and light. Heavy rare earths are found mostly in the southern Chinese provinces of Jiangsu, Fujian and Guangdong while light rare earths are largely found in Inner Mongolia.
According to a statement issued by Baotou Rare Earth in 2009, the Inner Mongolian regional government and the Baotou municipal government would each chip in CNY10 million to subsidize the reserve stockpiling. The remaining funds would come from Baotou Iron & Steel (Group) Co., although further details weren't disclosed.
China is considering a plan to allocate a large amount of capital to subsidize companies that store up heavy rare earth resources, one of the people said. He didn't specify the exact amount.

"Certainly there's cognizance at the federal level that we are very much dependent on these elements for military as well as civilian applications," Freeman said. "The demand is up, the prce is up and the supply is limited."
"How does Alaska play in that? Alaska is relatively well endowed with minerals, there's just not a lot of activity," he said. "The state's encouragement of this industry is the kind of thing companies from Outside are looking for."

Hammonds Plains 07.06.2011 (www.emfis.com) Ucore Rare Metals meldete am gestrigen Montag, dass man in der nördlichen Ray-Mountain-Region in Zentral-Alaska zusätzliche Ländereien akquiriert hat, um die vorhandenen Ressourcen an Rare Elements mittel- bis längerfristig deutlich zu erhöhen.
Insgesamt umfasst das neu erworbene Gebiet, welches von der Regierung für die Erschließung von Seltenen-Erden-Vorkommen frei gegeben wurde, 11.400 Acres. Probe-Bohrungen haben ergeben, dass sich die Rare-Earth-Ressourcen zum Großteil nahe der Erdoberfläche befinden, was einen späteren Abbau natürlich erleichtert und verbilligt. Lediglich die schwereren Seltenen Erden befinden sich tiefer im Boden. Da jedoch gerade diese Metalle gegenwärtig sehr teuer sind, dürfte sich die Förderung – Preis-Stabilität vorausgesetzt – ebenfalls lohnen.

Zudem haben die bisher durchgeführten Explorations-Bohrungen eine üppige Konzentration an metallhaltigen Mineralien im Allgemeinen und an Seltenen-Erden-Oxiden im Besonderen aufgezeigt. Die Liegenschaft enthält nach den bisherigen Ergebnissen zwischen fünf und über 30 Prozent Gestein mit diversen wertvollen Metallen. Der Gehalt an Seltenen Erden schwankt zwischen einen und acht Prozent. Davon wiederum sind zwischen 20 und 30 Prozent den strategisch wichtigeren schweren Seltenen Erden zuzuordnen. Insgesamt gesehen scheinen die zusätzlichen Ländereien damit durchaus viel versprechend zu sein.

Ucore meiner Meinung nach ganz besonders, da die staatliche Unterstützung für das Projekt immer mehr Konturen annimmt. Lassen wir uns überaschen.
Also solche Charts hab ich selten gesehen, Verdreifachung der Preise in weniger als 3 Monaten, und die Unternehmen des Sektors krauchen seit Wochen 50% unter ath herum:
