      Kenya to map out new oil blocks for auction

      NAIROBI (Reuters) - Kenya plans to gazette and auction off new blocks for oil and gas exploration, an energy ministry official said on Monday, after finds earlier this year led to avid interest in previous auctions.

      Alfred Odawa, a consultant geologist at the Energy Ministry, said British explorer Tullow Oil and Anadarko Petroleum would surrender acreage in a total seven blocks in coming weeks as required in their production-sharing contracts with the government.

      "They are surrendering their portion (of the blocks), and we'll use that to make blocks again," Odawa told Reuters in an interview.

      "From there it will be open and anybody can apply to take it ... We'll pick the highest bidder."

      Tullow and partner Africa Oil first discovered oil deposits in the country's Turkana region in March.

      At present 45 of Kenya's existing 46 blocks are licensed, and the last is final stages of negotiation.

      Odawa said Tullow Oil would give up a quarter of its territory in block 10BB, where it made its March oil discovery, as well as a quarter of block 13T. Both are onshore.

      Anadarko will surrender 25 percent of each of its five offshore blocks.

      Currently the companies are determining which quarter of their blocks they want to surrender. Odawa said they would decide by some point in September. Afterwards, the government will survey the land and determine how to use it to gazette new blocks.

      "The companies are going to give up the part of the blocks that are the least valuable to them. Then we will survey and figure out what to do with (the acreage)," Odawa said.

      No companies have expressed interest in the surrendered territory, but Odawa said many companies were excited about exploring in Kenya.

      The relinquishments, which are required in the companies' production sharing contracts, give ministry officials more land to license to explorers who have been eager to lease Kenya's lucrative petroleum blocks.

      Because the country is in the nascent stages of exploration, and discoveries are fairly uncertain, oil and gas blocks are large.

      But as part of signing a production-sharing contract, explorers must surrender a quarter of their blocks after two years if the block is onshore or three years if it is offshore.

      Presently, the only unlicensed block in Kenya is L26 in deepwater offshore. Odawa said a lease with Norwegian state oil company Statoil to explore the area is nearly sealed.

      Kenya and its neighbours in east Africa, as well as the Horn of the continent, have become a hot spot for oil and gas exploration in recent years, spurred by new finds in countries including Uganda, Tanzania and Mozambique.

      World Bank approves loans for Kenya-Ethiopia power line

      WASHINGTON (Reuters) - The World Bank on Thursday approved loans totaling $684 million for Ethiopia and Kenya to finance a cross-border power line, the first phase of a $1.3 billion project to develop a regional power grid in East Africa.

      The World Bank said the financing -- $243 million for Ethiopia and $441 million to Kenya -- will allow Ethiopia to sell surplus power needed in Kenya, which faces severe power shortages as its economy blossoms from new oil and gas discoveries.

      Oil and gas exploration in East Africa has surged in recent years, with hydrocarbon discoveries in Mozambique, Kenya, Tanzania and Uganda transforming the region.

      The electricity will originate from a large number of existing and future power plants in Ethiopia, the World Bank said in a statement.

      "It will expand access and lower the cost of electricity supply to homes and businesses across Kenya and help to reduce thermal power emissions in Kenya, a clear benefit to the region's environment," said Makhtar Diop, World Bank vice president for Africa.

      An estimated one in three people in Africa has access to electricity.

      The World Bank said Ethiopia would benefit from additional revenue from the sale of electricity to Kenya. Both countries will be able to create jobs from the construction and installation of the power lines, it added.

      Kenya has now leased out all existing oil blocks to exploration companies as the country intensifies its oil search after its appetite rose from the Turkana find in March.

      Energy minister Kiraitu Murungi says the government has given out the remaining four blocks to international firms including America’s Apache Corp, France’s Total, Anadarko from the US and China’s CNOOC.

      “All our 46 oil blocks including the nine in the deep sea are now contracted out and our offices are currently busy signing production sharing contracts. The role of the ministry now is to follow up to ensure that the work programmes are implemented,” Mr Murungi said this on Wednesday evening at the sidelines of the launch of the Oil and Gas Summit scheduled to start in November.

      Apache Corp is expected to drill Kenya’s first deep-water oil well in three months.

      “We are going to deep sea drilling again from September with Apache about 60 kilometres East of Malindi. We are witnessing significant interest since we struck oil in Turkana,” he said.


      Renewed interest in oil and gas exploration has seen the government rake in over Sh5 billion in license fees as multinationals scramble for rights to search for the black gold.

      On average, a company licensed to explore in any of the blocks pays Sh25 million ($300,000) as a one-off goodwill charge for the licence, Sh14.7 million ($175,000) training fee per year and a negotiable surface fee that averages to about Sh840 ($10) per kilometre for each year the company is licensed.

      Kenya has 46 gazetted blocks located in four sedimentary basins covering an area of 485,000 square kilometres.

      The Energy ministry said the government is keen to learn from the best practices around the world to guide the exploitation of oil in an effort to protect the country from the risks associated with oil.

      “We are looking at countries like Abu Dhabi, Norway and Ghana which have managed their oil resources fairly well as examples. However, we want to make Kenya a case study of the best management of oil in the world,” he said.

      The ministry will be co-hosting the conference — East Africa Oil and Gas Summit — in partnership with Global Event Partners (K) Ltd between November 12 and 14.

      The two-day conference is expected to provide a platform for leading East African decision makers to engage with international and local investors on investments opportunities.

      East Africa set for major gas, oil transformation

      July 12, 2012 - Oil and gas activity has started rolling in East Africa, as drilling activity ramps up, long-awaited deals are sealed and oil companies scramble to get a slice of what could be an energy goldmine.


      East Africa oil and gas resources

      In Uganda, Tullow Oil has resolved a long-standing dispute with the government for the development of a number of oil-rich blocks, and the UK-listed explorer has also made Kenya's first ever major oil discovery.


      Significant gas reserves have been found in Mozambique and Tanzania, where LNG facilities are now been planned. Drilling will kick off in Ethiopia later this year, while Madagascar is believed to hold significant reserves of gas and the Puntland region of Somalia is also showing positive signs.

      Uganda has been the most closely followed country in East Africa in the past few years after Tullow made a number of major oil discoveries in the Lake Albert basin.


      France's Total and China's CNOOC have paid $2.9 billion to buy interests in Tullow's blocks, pushing forward a $10 billion development that is set to transform the East African country into a major oil producer.


      The companies have now completed technical work on a development plan for the basin and construction of an oil pipeline and refinery.


      In Kenya, Tullow discovered oil in March and said last week that prospects in the Turkana region have exceeded expectations with net oil pay found in the Ngamia-1 exploration well being more than double that of any exploration wells drilled to date in East Africa.


      Kenya's first oil discovery has seen a surge of interest in new oil exploration licenses, and has boosted the country's oil reserves estimate by one third to around 4 billion barrels, the largest in East Africa.


      Italy's Eni is among the latest companies to enter Kenya, having picked up three blocks, marking its first foray into the East African country while Total has finalized an agreement for block L22 in the Lamu Basin.


      Oil production would boost economic growth directly as well as provide increased revenues to help strengthen Kenya's future economic potential. It would also help the country reduce its oil import bill.


      Nairobi spent $4.1 billion on oil imports in 2011, around 11% of GDP and four times more than it received for its tea exports, Kenya's largest export earner, according to a recent report by Moody's ratings agency.


      Drilling in Ethiopia

      Successful oil discoveries in Kenya should bode well for landlocked Ethiopia, given their geological similarities.


      Local company SouthWest Energy is on track to drill a well in the first quarter of 2013 in the Ogaden Basin which it believes contains an estimated 1.5 billion to 6 billion barrels of oil.


      It is currently in discussions with a number of companies for a possible partnership in the country where it owns a 100% interest in 46,000 sq km of highly prospective frontier acreage.


      "We have had strong interest from a number of potential partners. Discussions are progressing well," company founder and chairman Tewodros Ashenafi said recently.


      SouthWest also owns the Gambella Basin block in the south west of Ethiopia and the Jimma block in the south, which has been shown to have great potential for the development of oil shale deposits, the company says.


      Vancouver-based Africa Oil, with partner Tullow, plans to drill one well in the South Omo blocks in Ethiopia before the end of 2012. It is also moving ahead with work on the El Kuran oil accumulation in block 8 in the Ogaden Basin, discovered in the early 1970s.


      Make-or-break year for Somalia

      After decades of war, Somalia has been undergoing a peace and reconciliation process of late, with the internationally recognized transitional government preparing for presidential and parliamentary elections in August.


      A solution to a territorial dispute between the Somaliland region, which declared its independence from Somalia in 1991, and its neighboring semi-autonomous Puntland region, could pave the way for resumption of oil exploration activities.


      Oil companies that were awarded concessions by the last government of Somalia, including Shell, ConocoPhillips, BP, Eni and Chevron, ceased their operations a decade ago after declaring force majeure due to unrest in the country.


      While Mogadishu says it still recognizes permits awarded prior 1991, it is not clear if concessions acquired post-1991 are considered valid, which include licenses granted to companies such as Africa Oil, Petrosoma and Jacka Resources.


      Africa Oil previously drilled its Shabeel-1 well in the northern Dharoor block and said the well encountered several oil and gas shows indicating the presence of a working petroleum system.

      So hab grad ein wenig Zeit und darum kann ich ein wenig schreiben.
      Gestern zog der Kurs zum Schluß nochmal kräftig an und übersprang auch noch die MA50 bei 8,57 CAN$
      Dadurch hat sich die Charttechnik wieder aufgehellt.
      - RSi wieder über 50 =51,74
      - Slow STO bei 68,94 zu 68,03(rote Linie)
      - MACD auch grün.
      Chandlestick war ein "White Candlestick", was einen normalen Kaufdruck aufzeigt. Dadurch wurde das BUY Signal wieder bestätigt. Am Montag nochmal sowas und wir haben ein dickes Kaufsignal :-)
      Sollten sich die Gerüchte über den Ölfund bei HRN erhärten, dann zündet auch hier die Rakete.Die Gerüchteküche brodelt jedenfalls und das ist gut so :-)
      So schnell kann es gehen.........
      Werde noch versuchen meinen Bestand an HRN aufzustocken !

      Lundininvestor - That story on iii is nonsense. Yesterday morning we had not moved past 1920m. However, since then we have recommenced drilling and are now at 1967m with oil shows all the way down. It's looking good.
