      Governor of Minnesota Supports FlexTek Testing
      Minnesota Gov. Tim Pawlenty (R) asked the Environmental Protection Agency July 24 to consider using Minnesota as a test site for FlexTek E-85 fuel conversion kits.

      Pawlenty's letter to EPA Administrator Stephen L. Johnson states that testing FlexTek could provide emissions benefits while also expanding the use of ethanol fuel. By increasing the number of cars using E85 FlexTek is likely to benefit Minnesota's economy, and Governor Pawlenty said he wants to offer tax breaks for low and moderate income families who want to convert their vehicles to run on ethanol. Both the University of Minnesota and Minnesota State University at Mankato (Minn.) have departments that study alternative fuel, and the state has the ability to perform research on tailpipe emissions from E-85-converted vehicles. Minnesota is offering these resources to the EPA.

      The Governor's comments were broadcast in a July 21st CBS newscast about the FlexTek conversion. The newscast, which aired on WCCO in Minneapolis, can be viewed at http://wcco.com/local/local_story_202091258.html. In addition to the Governor, the news broadcast also featured Minnesota Congressman James Oberstar, the ranking Democrat on the House Transportation Committee. "We are the largest ethanol producer. We've lead the nation in the ethanol issue. It would be a logical next step to lead the country in conversion," said Congressman Oberstar, who has agreed to take the lead. Oberstar is arranging for state leaders to meet with Xcelplus to discuss the conversion technology and bring results to the EPA.

      The FlexTek was also the subject of recent NBC and FOX network newscasts. According to Bill R. Smith, President of XcelPlus International, Inc. (PINKSHEETS: XLPI), "In addition to Governor Pawlenty and Congressman Oberstar, our lobyist has been in touch with the offices of Senator Thune of South Dakota and Senator Talent of Missouri. We are very excited at the political support and media attention our products are now getting as we pursue EPA certification and legislative action."

      XcelPlus Exceeds Revenue Goal for 2nd Quarter of 2006
      XcelPlus International Inc. (PINKSHEETS: XLPI), a manufacturing and marketing company specializing in alternative fuel technologies, today announced 2nd quarter revenues for FY 2006.

      Revenues for the 2nd quarter, which closed on June 30th, 2006, increased to $300K, a significant increase over revenues for the previous quarter. According to Mr. Kevin Whited, Sales Director for XcelPlus, the increase is due primarily to marketing efforts focused on the Flextek conversion kit. The Flextek is a kit that converts gasoline fueled vehicles into flex-fuel vehicles capable of running on E85 ethanol, gasoline, or any blend of the 2 fuels.

      "We see these revenues as a very positive sign and we fully expect the positive results seen in our 2nd quarter to continue throughout our 3rd and 4th quarters," said Mr. Bill R. Smith, President of XcelPlus. "During our shareholder conference call we announced a 2nd quarter revenue goal of $250K. Exceeding that goal gives us confidence that we will meet or exceed our 3rd quarter goal of $1 million in revenue. Our print and radio advertising campaign has only just begun and we will be airing television broadcast commercials in the near future.

      "We are also increasing our lobbying efforts, as public and political acceptance of E85 helps expand our markets. Just yesterday Governor George Pataki of New York signed legislation designed to make it easier for New York service station owners to offer E85 ethanol to their customers, and we fully expect other states to follow suit and make E85 readily available to consumers."

      Governor Pataki signed Senate bill 8124/Assembly bill 11,868 into law at a service station owned by a dealer who expects to have an E85 pump installed before Thanksgiving. The signing of the New York bill comes just one week after Minnesota Gov. Tim Pawlenty's endorsement of the Flextek conversion system and E85 ethanol.

      Pawlenty endorses testing of ethanol conversion kits

      The governor backed state university testing of E85 conversion kits in hopes of gaining federal certification for them.

      A state university researcher's plan to test ethanol-fuel conversion kits for cars got a blessing Friday from Gov. Tim Pawlenty, who touted the project as a step toward U.S. independence from foreign oil.
      The devices currently are illegal for use in the United States, but Pawlenty has urged the federal Environmental Protection Agency (EPA) to speed up efforts to certify them.

      In a news release from the governor's office, EPA Administrator Stephen Johnson was quoted describing the researchers at Minnesota State University, Mankato, as "partners" with President Bush and the EPA in "moving alternative energy breakthroughs like E85 from the labs to the streets."

      No new state or federal funding will support the work at the university's Center for Automotive Research, however, director Bruce Jones said at a State Capitol news conference with the governor. Testing will rely on "cheap labor" from students and left-over grant money, Jones said.

      Specifically, the center will test Flextek conversion kits sold for $700 to $1,500 by The Fuel Man of Ridgeville Corners, Ohio, Jones said. They are designed to allow ordinary cars to run on a blend of 85 percent ethanol and 15 percent gasoline as well as the standard Minnesota formula of 90 percent gas and 10 percent ethanol.

      Whether the research will lead to EPA certification remains uncertain. The agency still has concerns over emissions and performance of cars fitted with the conversion kits, Pawlenty said. But, he added, "they work, we believe."

      With most ethanol brewed from corn, a leading Minnesota cash crop, the state has promoted the home-grown fuel since the mid-1990s with producer subsidies and blending mandates. The state is home to half the nation's 500 E85 retail pumps and 140,000 factory-produced flexible fuel vehicles that can run on E85.

      Still, Pawlenty said, "we need to be much more bold and much more aggressive" in advancing renewable fuels such as ethanol because "way too much of our economy is hooked to foreign oil." He held up the nation of Brazil, where ethanol is a major transportation fuel, as "something we want to learn from."

      He also predicted that Minnesota drivers would be eager to buy the conversion kits if they became legal, even though E85's lower pump price is mostly offset by a reduction in fuel economy.

      "People are interested in helping the country move away from our insane addiction to foreign oil," the governor said, adding that E85 also promotes cleaner air and a stronger Minnesota economy.
