PRTI Exercises Option to Acquire 50% of HHPN Development Corporation

SCANDIA, Minn., Feb 11, 2000 (BUSINESS WIRE) -- Following the successful
independent evaluation of DBPanacea, completed on Thursday, February 10, 2000 by
Doculabs Inc., (www.doculabs.com), Phoenix Resources Technologies, Inc.
(OTCBB:PRTI) today announced that it has exercised its option to purchase 50% of
HHPN Development Corporation, with operations in San Diego, CA, from developers
John Carter and Ted Strout for a total of $2,500,000.00, to be used as working
capital.

The Company has a further two years to exercise its option to purchase the
remaining 50% of HHPN for an additional $175,000,000.00.

HHPN has developed a state-of-the-art software application, code named
`DBPanacea`, to address the need for faster, lower-cost development and
deployment of database-integrated Web sites and Web-based business applications
for the Internet.

The benchmark assessment just completed by Doculabs has confirmed that DBPanacea
has significant and noticeable advantages over competing products, including
Cold Fusion developed by Allaire (Nasdaq:ALLR), specifically in the area of
reducing overall development costs and time-to-production.

Additionally, applications developed with DBPanacea are platform- and
database-independent. Web sites developed with DBPanacea will be able to run on
Windows NT, UNIX or LINUX without recoding, using SQL, Sybase, Oracle
(Nasdaq:ORCL) and most other database engines. DBPanacea will also run on any
Web server including Apache, Microsoft`s Information Server (Nasdaq:MSFT),
Netscape Server (Nasdaq:NSCP) or any other server that supports servlets, making
DBPanacea one of the most flexible and user friendly Web development tools
worldwide.
