Kazakh premier urges Canadian firm to fulfil investment obligations

Kazakh Prime Minister Imangali Tasmagambetov demanded the Hurricane [Hydrocarbons, Ltd.] oil company, which owns the Symkent Oil Refinery open joint-stock company, fulfill its investment obligations which it took on when buying a stake in the refinery in 1995. The prime minister told the company`s management this at a meeting held during his working tour of South Kazakhstan Region.
The head of government recalled that the company had to invest 150m dollars in the refinery over a period of five years. The Finance Ministry`s state property and privatization committee says that the company has invested 100m dollars so far.
The chairman of the state property and privatization committee, Maksutbek Rakhanov, told Kazakhstan Today that Hurricane was expected to report on 31 March on progress with the implementation of its investment plans.
It was noted that Hurricane was not fulfilling its obligations to build a catalytic cracking unit, asserting that this would not be profitable as the Kazakh market cannot consume light oil products in large quantities. The Shymkent oil refinery`spresident, Marlo Thomas, said that instead of this installation, the company was prepared to invest in setting up production of technical oils at the refinery.
The head of government stressed the importance of upgrading production at the refinery in the future. He said he could not understand why the extent of processing at the refinery was not more than 58 per cent whereas, for example, at the Atryrau oil refinery this figure will be brought to 95 per cent within two years.
Tasmagambetov thinks that the Shymkent oil refinery may lose its market in Kazakhstan especially when it is planning to market its products in neighbouring countries.
In this regard the government thinks that the refinery needs to increase its range of products, improve their quality and expand science-intensive and high-tech production.
In response to a request by the refinery`s management for an increase in oil export quotas, Tasmagambetov said that the government would consider granting this request. "If the economic situation permits, quotas should be increased," the prime minister said.
He noted that this was possible as Russia would allow Kazakhstan to pump up to 17m tonnes of oil across its territory this year, through the Atyrau-Samara pipeline.
During the meeting, the head of government expressed concern about the forthcoming restructuring of the refinery, as a result of which a number of its associated subdivisions would be separated from it. Noting that "the very idea of restructuring is right", Tasmagambetov urged the refinery`s management "to minimize the social and psychological costs of this move". He proposed setting up associated enterprises, creating new jobs. ...
