Saddam said Iraq`s top leaders met earlier Monday and decided "in the name of the people of Iraq ... to stop exporting oil totally as of this afternoon through the pipelines flowing to the Turkish ports and the south for 30 days" unless Israel withdrew earlier. He said that if Israel hadn`t withdrawn within the 30 days, Iraq would consider what action to take.

8 Apr 2002 11:52 ECT DJ Iraq/Oil/Export/Cut-4: Move Aims To Pressure US On Israel
Iraq had begun making calls last week on Arabs to cut oil supplies as a way of pressuring the U.S. to force Israel to end its military incursions into Palestinian territory.
A boycott would be ineffective without Saudi Arabia and Kuwait, who have rejected Iraq`s call to use oil as a weapon. Many Gulf states depend on oil revenues for more than two-thirds of government income and cannot afford to stop sales.
The last time oil-producing Arab nations used oil as a political weapon was in 1973, when reduced exports caused a global energy crisis. Since then, the world`s wealthiest nations have created the International Energy Agency to provide a cushion against any similar disruption.
Based in Paris, the IEA can tap into 4 billion barrels of strategic oil reserves maintained by its member countries. That`s equal to more than five years of Iraqi production, based on the IEA`s estimate of Iraq`s output in January.
In November 2000, Saudi Arabia led the adoption of a pledge by the Organization of Petroleum Exporting Countries and other major exporters that oil wouldn`t be used as a political weapon.

The Irish Examiner 08 Apr 2002
OPEC oil exporters are not planning to release any extra crude supply onto world markets this year, cartel chief Ali Rodriguez said. Oil prices have jumped by a third in six weeks on fears of worsening conflict in the Middle East.
OPEC secretary general Rodriguez said financial speculation on futures markets was to blame for rising prices and the group would wait for more demand from consumers before easing supply curbs.
"My opinion is that there should be no increase in production if prices rise due to speculation. If there is demand growth and the market needs more oil, of course we should do so," he said.
International benchmark Brent crude oil hit a six-month high of $28.15 per barrel on Thursday, fuelled by concerns that escalating violence in the Middle East would spill over into the oil-rich Gulf region.
The rally eased when US president George W. Bush called on Israel to withdraw troops from Palestinian-controlled areas of the West Bank and revived hopes for peace talks by deciding to send Secretary of State Colin Powell to the region.
"After Bush`s declarations there should be quite a bit of profit-taking and prices should moderate next week," Rodriguez said.
Brent on Friday traded down 12 cents at $27.19 a barrel.
But the price is still 30% higher than six weeks ago before the US toughened its rhetoric on oil exporter Iraq and then appeared to step aside when violence flared between Israelis and Palestinians. Rodriguez said the Organisation of the Petroleum Exporting Countries had learned from experience in 2000, when prices hit their highest level in a decade, not to react to speculative spikes.
In that year, soaring prices triggered what he saw as excessive production hikes, accumulated surplus oil in storage and forced a series of painful output cuts last year.
Rodriguez said he did not even expect OPEC, which controls two thirds of world exports, to raise output at its next meeting scheduled for June. "I don`t think there will be an increase this year unless there is a war or something," he said.
"If there is any increase at all, it will be very small." Having slashed its production by 20% since early last year, the 11-member cartel wants to be sure a world economic recovery is firmly under way before easing output policy.
Stocks of oil in the consuming countries were still relatively high, Rodriguez said, and demand growth still faltering after last year`s economic downturn.

So, stay cool

CAIRO (Dow Jones)--Saudi Arabia rejects the use of oil as a political weapon and is committed to stable and fair prices on the oil market, Saudi Oil Minister Ali Naimi was quoted as saying in remarks published Tuesday.
Asked by the London-based Arabic newspaper Al Hayat whether Saudi Arabia, the Organization of Petroleum Exporting Countries` largest oil exporter, would use oil as a political weapon, Naimi said: "During many crises in the past, the kingdom and OPEC showed their commitment to and support for the world oil market."
"Regardless of what is being said here and there, there is a commitment to stable prices and supply," he added.

Asked whether there would be a sudden change in oil prices after Iraq`s move Monday to halt exports for 30 days in solidarity with the Palestinians, Naimi said, "The two situations are not connected. (Iraq`s) position is political and (oil) is economic," he said.
"I don`t think there is any connection between oil and current events in the Middle East.
"The position of the Kingdom and its keenness to ensure supplies has been emphasized again and again. There is nothing that threatens oil supplies worldwide," Naimi said.
