Hallo gomtuu,

Also gut Hollin,

03Feb2000 CHINA: Stock Trader Convicted of Misusing Clients` Funds.
SHANGHAI, February 3 (Xinhua) - Hu Yongning, a 42-year-old senior employee of the Shanghai branch of Beijing-based Huaxia Securities Co. Ltd., has been found of misappropriating his clients` money to buy stocks for himself.
Hu is a computer expert and heads the computer department of the branch. Police found evidence to show he took advantage of his position to misuse 12.9 million yuan of guarantee money from the company`s clients since 1997, by setting up fake accounts and accounts which had been closed.
He made 600,000 yuan from the illegal trading, 130,000 yuan of which he has spent.
So far, Shanghai police have cracked two similar cases involving illegal use of trading funds.

13Jan2000 MALAYSIA: Virtual success.
By Gerald Chuah.
A WEBSITE is just a piece of digital real estate in cyberspace, but an intelligent website will bring in the crowd - by the millions, and possibly make an equivalent amount of cash.
Fact: The top seven Internet companies` combined revenue is equivalent to all the gold in the world!
So, if the Internet represents new civilisations in an uncharted world, then Cosmo Discovery Sdn Bhd general manager Damien Leong is like Napoleon Bonaparte in a quest to conquer the cyber world, and seize a piece of the virtual goldmine.
His brainchild is www.octopus.com.my, a growing entertainment website which is spreading its tentacles and siphoning nutrients from the World Wide Web.
The strategy is akin to the game of Command and Conquer where one has to build up one`s artillery before attacking the enemy.
In this case, victory is not determined by the number of casualties, but traffic to the website.
So far, the numbers are fat and promising with about 300,000 page views per day, adding up to a total of 10 to 12 million hits a month - a promising figure in attracting potential advertisers and online business partners.
Their success notwithstanding, Foo Leong said they have made a lot of mistakes along the way, and learnt valuable lessons.
"In the past year, we learnt through our mistakes and often did not know what the needs are until they surfaced.
"The more mistakes we make, the more we learn," he said, which is why he believes there are no real Internet consultants, as everyone is still "young" on the potential of the Internet.
He also believes that one should not wait to become the best before getting involved, as to do so would put too rigid a standard on oneself.
Although the Internet attracts hundreds of thousands of new users each day, Leong believes it is still in its infancy stage and its full impact as a business and networking tool has yet to be realised.
"I believe the Internet will be the new economic battleground in the next 20 to 30 years, where all transactions will be made online and conventional distribution methods will fail," he said.
"For example, you will be able to buy a car online where choices can be based on recommendation, instead of moving from one showroom to another."
Another successful concept is "globalocalisation", which means to localise web contents to people around the world through smart partnerships in the region.
"To do so, one must not only report on happenings in Malaysia but around the world to attract a worldwide audience," he said, adding that this is in the true spirit of globalisation - to share and grow.
His vision is partly realised through networking with Hong Kong counterparts by setting up offices there to catch the latest entertainment news and exchange contents.
One of Cosmo Discovery`s collaborators is the Su Wah group in Hong Kong, a listed company with a high profile website.
"We plan to set up offices all over the region by exchanging office space, accommodation and facilities to localise global news," said Leong.
Since it was established on Feb 26 last year, the Octopus website has grown from strength to strength, attracting publicity through collaboration with local newpapers, advertisements and get-together events where the virtual community can meet each other in person.
Frequent page-length articles appear in Chinese dailies featuring the latest albums, movies, concert reviews, tidbits and gossip on the entertainment scene.
Surprisingly, 60 per cent of visitors are from the English-speaking group.
With its current growth rate, Leong projected that web traffic to the site would triple in a short time.
Future developments include branching into webcast (web broadcasting), e-commerce (within the first quarter), and banner advertising.
Through webcast, companies can broadcast corporate news and functions through the web.
For this, the company is liaising with an Internet company, Streaming Asia, to use the website as an alternative publishing tool to provide useful information to investors and users.
"With current technology, web broadcast can be done at little cost. Its benefits as an alternative broadcast and documentation facility are far-ranging," he said.
Another way to beat piracy is to use the Internet as a direct sales network to cut down on distribution cost and enable merchandise to be sold at a special discount.
"I think the opportunities and possibilities on the Net are endless," he said.
"Our goal is to make www.octopus.com.my a one-stop site for the entertainment needs of the target age group of 15-to 30-year-olds, as well as distribution network and corporate site in the next five years."

dabei.
Working capital for expansion plans of UAC (20%), FTL (20%), and Innostar (25%),
StreamingAsia.com (5%), Shangdi Network (20%) and Gua Mao (10%).
etwas sicherer geworden. Hartcourt muss im Gegenzug fuer das Fremdkapital
halt eigene Unternehmensanteile als Gegenwert bieten.
Beispielsweise beim Sinonet Jointventure mit IPC hatte sich Hartcourt
verpflichtet, das *Funding* zu besorgen. Aehnlich duerfte es mit
den anderen Beteiligungen sein. Bei Sinobull.com, dass die
die Finanzinformations-Beteiligungen zusammenfasst, wurde zB Streamingasia
als *Technologie*-Beteiligung hinzugefuegt. Wenn man also oben
Phone Company beteiligen will.
*We Lack Disinterested, Independent Directors. Our directors have a direct
financial interest in Hartcourt. While our management believes that our current
directors will be able to exercise their fiduciary duties as directors, there
may exist inherent conflicts of interest in the execution of their duties.*
(Seite 67, Exhibit F, Risk Factors)
Sollte vielleicht
nochmal diskutiert werden.
Anderes Thema:
Was mich aktuell beschaeftigt, ist Georginas Bedenken, warum Hartcourt

*We Lack Disinterested, Independent Directors. Our directors have a direct
financial interest in Hartcourt. While our management believes that our current
directors will be able to exercise their fiduciary duties as directors, there
may exist inherent conflicts of interest in the execution of their duties.*
(Seite 67, Exhibit F, Risk Factors)
Sollte vielleicht
nochmal diskutiert werden.
Anderes Thema:
Was mich aktuell beschaeftigt, ist Georginas Bedenken, warum Hartcourt

10. Financing:
We just obtained a $3 Million equity line to pay for
the Shangdi and Guo Mao acquisitions and another $10
Million is in the works. Together with the $35 Million
from Swartz, this will be sufficient until the

25Mar1999 USA: Hartcourt to swap Peony stake for $10 mln.
LOS ANGELES, March 25 (Reuters) - Hartcourt Companies Inc. said on Thursday it had agreed with Dragon King Investment Services Ltd. to exchange its interest in the Peony Garden Apartment Complex in Beijing for $10 million worth of marketable securities.
Hartcourt bought three apartment buildings in Beijing in August 1996 for $22 million, payable with 4 million shares of Hartcourt common stock and a $12 million promissory note.
Because of the downturn in the real estate market in Beijing, the developer has failed to complete the project as of now, the company said in a statement
Dragon King will return to Hartcourt the original $12 mllion promissory note and will tender $10 million worth of marketable securities of U.S. companies.
The deal will enable Hartcourt to improve its cash position to fulfil its obligation in planned acquisitions, and at the same time, divest itself from non-performing assets.

Hartcourt to Exchange Its Interest in the Peony Garden Project in Beijing for $10 Million Worth of Marketable Securities.
LOS ANGELES-(BUSINESS WIRE)-March 24, 1999-The Hartcourt Companies Inc. (OTC:HRTC) Wednesday announced that it has agreed with Dragon King Investment Services Ltd., a BVI corporation, to exchange its interest in the Peony Garden Apartment Complex in Beijing for $10 million worth of marketable securities.
Hartcourt purchased the three apartment buildings in Beijing in August 1996 for $22 million, payable with 4 million shares of Hartcourt common stock and a $12 million promissory note. Because of the downturn in the real estate market in Beijing, the developer has failed to complete the project as of now.
Dragon King will return to Hartcourt the original $12 mllion promissory note and will tender $10 million worth of marketable securities of U.S. companies listed on various American exchanges.
The transaction will enable Hartcourt to improve its cash position to fulfill its obligation in planned acquisitions, and at the same time, divest itself from nonperforming assets. The agreement has been signed and the escrow should close no later than March 31, 1999. It will bolster Hartcourt`s financial strength, giving it the credibility it needs to structure funding for current projects.
As to a previous news release regarding the spinoff of Pego Systems and ECS into a new entity called Enova Holdings Inc., the company wants to make clear to shareholders that they still get to keep their existing shares of Hartcourt, and whatever shares they receive from Enova are considered additional stock dividends.
It is not an exchange of Hartcourt shares for Enova shares or a reverse split, as many mistakenly believed.
With the spinoff, the $10 million securities received, and the Internet transaction (which the company still maintains that it has a legal binding contract), Hartcourt is ready to take on the challenges to become a solid and growing concern.
Certain statements in this release may constitute "forward-looking" statements within the meaning of Section 21E of the Securities Exchange Act of 1934, as amended. Such forward-looking statements are inherently subject to risks, uncertainties and other factors, which could cause actual performance or achievement to differ materially from the forward-looking statements.

22Dec1999 AUSTRALIA: China Prosperity International Holdings Limited(CHI.AX)Update of Progress of Construction of Peony Garden.
(ASX: CHI; NASDAQ: CPIH; FSX: CPYA) Australian, Nasdaq and
Frankfurt-listed investment holding cum fit-out and construction
company, China Prosperity International Holdings Limited (the

complex "Peony Garden", in which the Company acquired a 20% interest
in April 1999. The Company announces that it has been informed by the
developer and major shareholder in the project that due to some
recent changes in fire regulations in Beijing, the People`s Republic

re-submitted to the relevant government authorities for their

08Feb2000 CHINA: Electronic stock-trading regulations to be drafted.
Source: `Guangzhou Ribao` web site, Guangzhou, in Chinese 03 Feb 00
Excerpts from report by Chinese provincial newspaper `Guangzhou Ribao` web site on 3rd February
Liu Cai, director of the Department of Policies, Laws and Regulations under the Ministry of Information Technology and Telecom Industries, revealed recently that the Ministry of Information Technology and Telecom Industries planned to study and formulate online stock transaction laws and regulations with the China Securities Regulatory Commission and hoped that these laws and regulations would be published and implemented soon...
As there is still no legal protection for online transaction, investors who buy stocks online need to accept losses all by themselves if something goes amiss. Formulation of laws and regulations will reduce the risk for online investors.
Securities companies in China such as Mengfa, Guotai, Junan, and Huatai have already offered online transactions. They hope to expand their market shares through investing in the quite promising market. Although these companies have permission from the China Securities Regulatory Commission to operate online stock transactions, there is still not a stock exchange that provides online transactions.
Although there has been an explosive growth in the use of the Internet, the number of people who go online is only eight million, of them two-thirds are students. A person from the Hong Kong and Macao securities circle said that only 10 per cent of their clients in Shanghai traded online, among them are Chinese working overseas, students, and white-collar workers. As the number of online households in China is still very low, it would be difficult to reverse the situation of the low online stock transaction volume within a short time even with the formulation of the laws and regulations.

Was denkt Ihr was die in ihr Depot legen. Eben chinesische Internetwerte.
3 Jahre!

04Nov1999 USA: China approves first foreign online brokerage.
By Matt Pottinger
SAN FRANCISCO, Nov 3 (Reuters) - In a surprising exception to its ban on foreign participation in telecommunications, Beijing has approved a U.S.-funded joint venture which seeks to launch an on-line stock trading service in China, a company executive said on Wednesday.
The powerful Ministry of Information Industry last month handed the license to a joint venture between Los Angeles-based Hartcourt Companies Inc. and UAC Online Stock Trading Inc., a Beijing-based company half-owned by Hartcourt, said Jack Westfield, corporate finance vice president for Hartcourt.
The license gives a green light to the venture, also called UAC, to link customers with stock brokers over a private network leased by state giant China Telecom, Westfield told Reuters on the sidelines of a U.S.-China telecommunications conference in San Francisco.
UAC`s case, which plays to China`s hunger for new value-added telecom services, points to opportunities for foreign investors in spite of official regulations prohibiting their involvement in the telecom sector.
On Tuesday, a Chinese official attending the conference warned foreigners against telecoms investments, including value-added services such as the Internet.
"Our existing policy hasn`t opened our telecommunications (market) for (any) kind of telecommunications service," said Chang Xiaobing, deputy director general at the Ministry of Information Industries. "If you do that, you must be responsible for that."
The UAC stock trading network, while technically an intranet rather than Internet service, falls squarely into the category of value-added telecommunications services. It also plans to launch a Chinese Web site providing information on companies and stocks.
Westfield said he wasn`t worried about China`s sometimes vague policies on overseas investment. Chinese officials were not available to confirm or comment on the deal.
"We don`t have to hide the fact that money and technology is being imported into China for the development of this on-line trading network," he said. "This dovetails into the value-added services they`re looking for."
He said Beijing is willing to make exceptions for foreign telecoms investment in a handful of categories where it is seeking technology and expertise, such as long-distance medical and educational services - and stock trading.
UAC is the first company to be win approval for the service, he said. China still prohibits trading over the Internet for fear of attacks by hackers. But the intranet private network "is something they feel very comfortable with," he said.
The company has already begun trials at four branches of Hua Xia Securities, the country`s second largest brokerage firm with 98 offices. About 1,500 customers are trading over the system, which covers the Shanghai and Shenzhen markets, and will be extended to cover Hong Kong bourses as well, he said.
UAC would collect a $10,000 fee from each branch that signs onto the network, plus a $1 fee from each stock trade.
"We have a contract to wire all their offices" and the right to solicit other brokerages, Westfield said.
"China has 42 million private brokerage accounts. Even if we only had 10 percent of the business, it could just be monumental," he said.
Hartcourt plans to fold its Hong Kong-based subsidiary Financial Telecoms into UAC and list the company overseas in the third quarter of next year he said.

sondern bewegen uns wochenlang stabil seitwaerts, ohne viel abzugeben.
*Chinese officials were not available to confirm or comment on the deal...*
bringt uns genau 0 Schritte weiter.

Bitte schau dir mal
das aktuelle SEC-Filing an. Dort wird auch auf die Risiken bei
Hartcourt eingeganen, da sich hier ja jemand an Hartcourt beteiligt
(Pyr Management).
Was aendert sich da? Alles interessante

05Nov1999 CHINA: Hartcourt/UAC gets Chinese trading license.
UAC Online Stock Trading, in which California-based Hartcourt Companies holds a 35 per cent stake, has been granted a license by the Chinese government and signed a contract with Beijing Telecom to start building its network.
UAC currently operates a private data network, the UAC162 network, which connects investors and stock brokers across China. Hua Xia Securities, the second-largest brokerage firm in China and UAC`s largest customer, has agreed to install the UAC system in all of its 98 offices nation-wide, according to Hartcourt.
The agreement with Beijing Telecom, the Beijing area operator of China Telecom, will see UAC granted five months use of leased lines free of charge. The lines will be used to connect brokerage offices to its network. It is also being given 1,000 NUI (network user identification) numbers free of fixed monthly charges until the end of the year 2000.
The investment in UAC by Hartcourt is unlikely to be affected by recent comments made regarding foreign investment in the Chinese Internet sector by government officials. These comments are mainly aimed at ventures in which foreign companies have a controlling or majority stake rather than ventures such as this in which the Chinese company is in the driving seat.

05Nov1999 CHINA: China approves first foreign online brokerage.
SAN FRANCISCO - In a surprising exception to its ban on foreign participation in telecommunications, Beijing has approved a U.S.-funded joint venture which seeks to launch an on-line stock trading service in China, a company executive said on Wednesday.
The license gives a green light to the venture, also called UAC, to link customers with stock brokers over a private network leased by state giant China Telecom, Westfield told the China Securities Bulletin on the sidelines of a U.S.-China telecommunications conference in San Francisco.
Hartcourt plans to fold its Hong Kong-based subsidiary Financial Telecoms into UAC and list the company overseas in the third quarter of next year he said.

l_o_g_o, was regst Du Dich eigentlich so auf??
Darauf sollte man also auch warten.

Folgende Meldung:
10Feb2000 USA: Holder Registers HARTCOURT COMPANIES INC Stock.
FFBN SOURCE: FORM144
ISSUER: HARTCOURT COMPANIES INC
SYMBOL: HRCT
FILER: ANDREWS BEVELEY
TITLE: None
BROKER: DLJ DIRECT INC
SHARES REGISTERED: 20000 DATE REGISTERED: 02/01/2000

Stock Analysis of Hartcourt Cos
Thank you for requesting an analysis of Hartcourt Cos from VectorVest ProGraphics. The ticker symbol for Hartcourt Cos is HRCT. HRCT is traded on the NASDAQ.
PRICE: HRCT closed on 02/10/2000 at $15.44 per share.
VALUE: HRCT has a Value of $1.7 per share. Value is the foundation of the VectorVest system. It is a measure of what a stock is currently worth. Value is based upon earnings, earnings growth rate, dividend payments, dividend growth rate, and financial performance. Current interest and inflation rates also play an important role in the computation of Value. When interest and/or inflation rates decrease, Value goes up. When interest rates and inflation increase, Value goes down. Sooner or later a stock`s Price and Value always converge.
RV (Relative Value): HRCT has an RV of 0.09. On a scale of 0.00 to 2.00, an RV of 0.09 is very poor. RV reflects the long-term price appreciation potential of the stock compared to an alternative investment in AAA Corporate Bonds. Stocks with RV ratings above 1.00 have attractive upside potential. A stock will have an RV greater than 1.00 when its Value is greater than Price, and its Relative Safety (see below) and forecasted earnings growth rate are above average. In some cases, however, a stock`s RV will be above 1.00 even though its Value is well below Price. This happens when a stock has an exemplary record of financial performance and an above average earnings growth rate. In this case, the stock is currently selling at a premium, and the investor is banking on future earnings growth to drive the stock`s price higher. This information is very useful not only in knowing whether or not a stock has favorable price appreciation potential, but it also solves the riddle of whether to buy high growth, high P/E, or low growth, low P/E stocks.
We believe that RV ratings above 1.00 are required to consistently achieve above average capital gains in the stock market.
RS (Relative Safety): HRCT has an RS rating of 0.78. On a scale of 0.00 to 2.00, an RS of 0.78 is poor. VectorVest looks at safety from the viewpoint of an equity investor (one who is buying stock of a company) rather than that of a purchaser of debt (one who is lending money to the company). From this perspective, consistency of financial and operating performance, stock price appreciation history, and price volatility are the key factors used in the evaluation of Relative Safety (RS). Debt to equity ratio, capitalization, sales volume, business longevity and other factors are also considered, but to a lesser degree.
VectorVest favors steady, predictable performers. All stocks are rated on a scale of 0.00 to 2.00. A stock with an RS greater than 1.00 is safer and more predictable than the average of all stocks. A stock with an RS less than 1.00 is less predictable and riskier than the average stock.
RT (Relative Timing): HRCT has an RT rating of 0.76. On a scale of 0.00 to 2.00, an RT of 0.76 is poor. RT is a fast, responsive, short-term price trend indicator. It analyzes the direction, magnitude, and dynamics of a stock`s price behavior over the last 13 weeks; then reflects and projects the short-term price performance of the stock. Once a stock`s Price has established a strong trend, it is expected to continue that trend for the short-term. If the trend dissipates, RT will gravitate towards 1.00. Should the price change dramatically, RT will notice the crucial turning point. When warranted, it will explode from a Price low and dive from a Price high.
All stocks are rated on a scale of 0.00 to 2.00. If RT is above 1.00,the stock`s Price is in an uptrend. Below 1.00, the stock`s Price is in a downtrend.
VST-Vector (VST): HRCT has a VST-Vector rating of 0.67. On a scale of 0.00 to 2.00, an VST of 0.67 is poor. VST-Vector solves the dilemma of balancing Value, Safety and Timing. Stocks with high RV values often have low RS values, or stocks withlow RV and RS values have high RT`s. How can we find the stocks with the best combinations of Value, Safety, and Timing?
The classic vector formula (square root of the sum of the squares) handles this problem. It combines a set of forces into a single indicator for ranking every stock in the VectorVest database. Stocks with the highest VST-Vector have the best combinations of Value, Safety and Timing. These are the ones to own for above average capital application.
GRT (Growth Rate): HRCT has a GRT of -9 % per year. This is very poor. GRT stands for forecasted Earnings Growth Rate in percent per year. GRT is updated each week for every stock. Watch GRT trends very carefully. If the GRT trend is up, the stock`s Price will likely rise. If the GRT trend is down, the stock`s Price will increase more slowly, cease to increase, or subsequently fall.
Recommendation (REC): HRCT has a Sell recommendation. REC reflects the cumulative effect of all the VectorVest parameters working together. These parameters are designed to help investors buy safe, undervalued stocks which are rising in price, and to avoid or sell risky, overvalued stocks which are falling in price.
VectorVest is tuned to give an "H" or "B" signal when a stock`s price is approximately 10% above a recent low, and an "S" signal when the stock`s price is approximately 10% below a recent high. High RV, RS stocks are favored toward receiving "B" REC`s, and sheltered from receiving "S" RECs.
STOP-PRICE: HRCT has a Stop-Price of 16.30 per share. This is 0.86 or 5.6% aboveits current closing Price. VectorVest analyzes over 6,000 stocks each day for Value, Safety and Timing, and calculates a Stop-Price for each stock. These Stop-Prices are based upon 13 week moving averages of closing prices, and are fine-tuned according to each stock`s fundamentals.
In the VectorVest system, a stock gets a "B" or an "H" recommendation if its price is above its Stop-Price, and an "S" recommendation if its price is below its Stop-Price.
DIV (Dividend): HRCT does not pay a dividend. VectorVest focuses on annual, regular, cash dividends indicated by the most recent disbursement. Special distributions, one-time payments, stock dividends, etc., generally are not included in Dividend (DIV).
DY (Dividend Yield): HRCT has a DY of 0 percent. This is above the current market average of percent. DY equals 100 x (DIV/PRICE), and is expressed as a percentage.
EY (Earnings Yield): HRCT has an EY of -5.66%. This is above the current market average of %. EY equals 100 x (EARNINGS PER SHARE/PRICE), and is expressed as a percentage.
EPS (Earnings Per Share): HRCT has an EPS of $-0.87 per share. EPS stands for leading 12 months Earnings Per Share. VectorVest determines this forecast from a combination of recent earnings performance and traditional fiscal and/or calendar year earnings forecasts.
P/E (Price to Earnings Ratio): HRCT has a P/E ratio of -17.74. This ratio is computed daily based upon Price and EPS. P/E = Price/EPS.
GPE (Growth to P/E Ratio): HRCT has a GPE of -0.51. This ratio suggests that This ratio suggests that HRCTis overvalued. Growth to P/E ratio is a popular measure of stock valuation which compares Earnings Growth Rate (GRT) to Price Earnings ratio (P/E). A stock is considered to be undervalued when GPE is greater than 1.00, and vice-versa. VectorVest believes that RV is a much better indicator of long-term value. The RV of 0.09 for HRCTis very poor.
DS (Dividend Safety): HRCT has a DS of 0. On a scale of 0 to 99, a DS of 0 is poor. DS is defined as the assurance that regular cash dividends will be declared and paid at current or at higher rates for the foreseeable future. Stocks with DS values above 50 on a scale of 0 to 99 areabove average in safety.
RISK (Dividend Risk): HRCT does not pay a dividend. All stocks in the VectorVest system that pay dividends are classified as having Low, Medium or High Dividend Risk (RISK). Stocks with DS values above 50 are above average in safety. These stocks are classified as having LOW or MEDIUM RISK. Stocks with DS values below 50 are below average in safety and are classified as having HIGH Risk.
DG (Dividend Growth): HRCT has a DG of 0 percent per year. Dividend Growth is a subtle yet important indicator of a company`s historical financial performance and the board`s current outlook on the future use of funds.
YSG-VECTOR (Yield-Safety-Growth Vector): HRCT has a YSG-Vector of 0. On a scale of 0.00 to 2.00, an YSG-Vector rating of 0 is very poor. VectorVest combines Dividend YIELD, SAFETY and GROWTH into a single parameter. YSG-Vector allows direct comparison of all dividend paying stocks. Stocks with the highest YSG-Vector values have the best combinations of Dividend Yield, Safety and Growth. These are the stocks to buy for above average current income and long-term growth.
VOL(100)s: HRCT traded 147400 shares on 02/10/2000.
AVG VOL(100)s: HRCT has an Average Volume of 286800. Average Volume is 50 day moving average of daily volume as computed by VectorVest.
% VOL: HRCT had a Volume change of -48.6% from its 50 day moving average volume.
OPEN: HRCT opened trading at $15.50 per share on 02/10/2000.
HIGH: HRCT traded at a high of $15.75 per share on 02/10/2000.
LOW: HRCT traded at a low of $15.00 per share on 02/10/2000.
CLOSE: HRCT Closed trading at $15.44 per share on 02/10/2000.
% PRC: HRCT showed a Price change of -0.4% from the prior day`s closing price.
INDUSTRY: HRCThas been assigned to the Internet (Svc Provider) Group. VectorVest classifies stocks into over 190 Industry Groups and 50 Business Sectors.
HRCT has well below average safety with well below average upside potential. It reflects a stock which is likely to give well below average, inconsistent returns over the long term.
The basic strategy of VectorVest is to buy low risk, high reward stocks. We suggest that Prudent investors buy enough high Relative Value, high Relative Safety stocks to keep the overall RV and RS ratings of their portfolios above 1.00. As you do this, you`ll find that your risk will go down and your investment performance will improve. Not a bad combination.

Mein Gott piker,

Da fragt man

I asked HRCT a question about Qualcoms recent activities and their effect on the innostar project. This was the response I received:
Hello John,
Actually at this time, it`s hard to predict the affect of the Qualcomm announcement. China Unicom, the nations` 2nd largest carrier, has had a poor history
in terms of foreign investment and partnership. I believe, it still has many outstanding lawsuits against it for failing to fullfill their agreements. Qualcomm `s
deal with China Unicom is received very favorable, but in actuality, without knowing the future, it`s hard to say if Qualcomm will be bitten as well. With the
WTO hanging over the government, the government looks to be cooperative for their own interests though. So more than likely they won`t force China
Unicom back into the situation that cause it to break contracts and force lawsuits (with the likes of France Telecom, Ericsson, and others from `97).
As for competition for Hartcourt, it`s very possible, but the key to remember about Innostar is that it is a wireless ISP network that is being built.
Qualcomm`s partnership is mainly for wireless phone service, I believe, which is a crowded space already (Ericsson has a long history with China Unicom
but this deal also means China is moving away from GSM). Yes, Hartcourt`s Innostar plan is to also provide wireless phone service, but under a different
medium.
Our plan is to provide wireless phone service over our ISP network (Voice over IP). Essentially the concept is very much like Net2Phone.com. Take a look
at their website, and see what their rates are for phone calls. Very inexpensive as compared to the large long distance carriers in the US. Why we think
this will catch on in China, is that with so few people with phones (since the local phone company may not have land lines to their homes), if we combine
Internet access and now phone service as well, both relatively inexpensively, we forsee this being very profitable.
In terms of our wireless ISP, we won`t face direction competition from Qualcomm or Ericsson, because we don`t forsee the government granting them
nationwide licenses for ISPs. As for the large state run China Telecom and China Unicom, they are large but also slow to act. It`s our belief we can move
quicker than them, provide the service and hold dominant market share. The technology is already available in the US, and both companies could have
moved in that direction already. But neither have, and their inactivity in this field, is a good indicator for Hartcourt.
I hope this helps answer your question. Thank you for your interest in The Hartcourt Companies.

Hallo l_o_g_o,

Vielleicht wollte BusterNo1 unsere Vorstellungskraft anregen, dh:
Neu-Anleger Anlageentscheidungen treffen.

The China play: caveat emptor

Internet Stock News
Internet visionaries claimed the medium would change the world. And so far, they appear to be right.
In a handful of years, the Net has gained more users in less time than any communications medium in history. And its usage still doubles every 100 days. Moreover, this revolutionary vehicle for instant communications and information access is restructuring the entire U.S. economy.
The next battlefront, of course, is international – where another "digital divide" will test the Net`s ability to assimilate the world. Access, poverty and politics make the untapped market of second- and third-world countries a much greater challenge than linking Europe or Japan.
Case in point: China.
Investors are flocking to China Internet companies hoping they are getting in on the ground floor of the next frontier of the wild, wild web. Stocks from China.com (Nasdaq: CHINA) to Xin Net Corp. (Nasdaq OTC: XNET) to Hartcourt (Nasdaq OTC: HRCT) have flourished from shareholders` sino-enthusiasm. And who could blame them: the country`s potential market of 1.3 billion makes the United States` current 100 million users look like
peanuts.
No less of an authority than CMGI CEO David Wetherell has stated that China would likely have the most Net users in the world by the year 2005. His company followed Intel`s (Nasdaq: INTC) lead and invested heavily into Hong Kong conglomerate Pacific Century Cyberworks, with the intent of gaining a foothold in the Chinese market for CMGI`s 60-plus Net companies. Just as every company crosses its Net strategy off the "to-do" list, it seems many of
these firms add a "China strategy."
This investment – by shareholders and corporate America alike – comes despite the uproar from the recent World Trade Organization meeting. It comes in a country with only pockets of Net infrastructure, minimal disposable income and about 14 million Net users (projected at 32 million in 2001). It also comes in a nation guided by political doctrine that generally runs counter to the freedom of speech and information tenets central to the Internet.
"The Chinese are scared of it," said IACC Research Analyst Mido Shammaa during a recent ON24 roundtable. "They want to take advantage of it, but they don`t want the responsibility and risk that come with the new medium."
The Chinese government is currently trying to regulate what can be posted on web sites with a very broad definition of "state secrets." A turf war among government regulators further muddles the question of how the Chinese hope to control Internet information, added Shammaa.
Still, some investors see this as the "year of the dragon." And this be yet another example of a market climbing a wall of worry.
If indeed the Net (as we know it) takes root in China, it`s difficult to imagine the consequences. It goes far beyond booming share values of early-moving companies. The ramifications extend from e-commerce to everything socio-political.
Who knows – the Internet may become a world-changer in ways even the visionaries didn`t imagine.
